United Caribou Association of the Nunamiut (UCAN) hopes to emulate the Alaska Eskimo Whaling Commission in a way that secures a first right of refusal over sport hunters and others. What UCAN proposes by its presence are negotiated restrictions to ensure subsistence taking of caribou by residents of Anaktuvuk Pass. Because the caribou of three Arctic herds are unrestrained and transient, and a shared resource of the State of Alaska, the State Board of Game views the caribou as a shared resource to be used by all citizens of the State of Alaska. The framers of UCAN want to ensure that the State Board of Game, sport hunters, and others know that the people of Anaktuvuk Pass are concerned about their food security.

    inuvialuit rising: the evolution of inuvialuit identity in the modern era Natasha Lyons Department of Archaeology, Simon Fraser University, 8888 University Drive, Burnaby, BC V5A 1S6, Canada; [email protected] abstract The Inuvialuit of the western Canadian Arctic were recognized by the government of Canada as the traditional owners and formal stewards of their territory by the Inuvialuit Final Agreement of 1984. During the pursuit of this claim, its progenitors replaced the Western term ‘Mackenzie Inuit’ with the Inuvialuktun term ‘Inuvialuit’ as the collective identifier of the seven or eight traditional groups of the Mackenzie/Beaufort region. The relationships between these groups, and their notions of collectiv- ity, have a rich and complex history. This paper traces the evolution of Inuvialuit social and cultural identity from precontact times through the modern era. [email protected] Abstract: This paper describes a co-operative project undertaken by the University of Alaska Museum of the North (UAMN) in Fairbanks, the Simon Paneak Memorial Museum in Anaktuvuk Pass, and the community of Anaktuvuk Pass. The aim is to re-cover a Nunamiut kayak (qayaq) in the UAMN collection. Here, I describe the history of the kayak and that of the current project, the individuals involved, and the project goals. As a collections manager, I also consider some of the ethical issues of “fixing” ethno- graphic museum objects. Introduction Research into colour terminology across a wide range of languages has, since the seminal work of Berlin & Kay (1969), established beyond a doubt a link between the physiology of the human visual system and limitations on the expression of colour in individual languages. There is considerable evidence for a hierarchical order of emergence of more detailed systems of basic colour words from a simple binary opposition between “dark” and “light” colours (as found in some equatorial languages) to the full array of primary colours (and beyond) typical of European languages, although the exact nature of this hierarchy has been questioned and revised over the years. The evolutionary order of emergence is as follows: black and white precede red, red precedes green and yellow (together), green and yellow precede blue, blue precedes brown, and brown precedes purple, pink, orange and gray (as a group).1 Less emphasis has been paid to the influence of cultural and physical environment on the expression of colour, although it is widely 1 The conjoined items can be added in any order within their group, but both/all must be expressed as individual basic words before the next stage. Feldman Abstract: The bond between basic and applied research is rarely explained or illustrated in publications, even though it is assumed they are linked. One reason for this lacuna is that the goal of applied research is not to advance disciplinary theory or knowledge per se, but to add to the understanding of and/or solution to a social problem. The purpose of this paper is two-fold: (1) to demonstrate the link between applied and basic research; and (2) to present new information regarding history and culture contact in the Naknek Drainage. Specifically in the case at hand, King Salmon Traditional Native Council requested holistic anthropological research in 1998 to assist in their effort to obtain federal recognition as an unorganized tribe. A major obstacle to their claim is that, during World War II, a US air base was built on land near which they must demonstrate continued use and occupancy by native Alaskan ancestors up to and including May 1936 when the Indian Reorganization Act was applied to Alaska. The US government and local Caucasian eyewitnesses thought that native people came only after the war to find employment in the town that evolved around the air base. Five avenues of evidence will be discussed: (1) archaeological data, (2) journals of Russian explorers, (3) linguistic data, (4) Native mate selection practices, and (5) Caucasian eyewitness perceptions tested against other evidence.     * Proto-Inuit Phonology Doug Hitch Independent Scholar Proto-Inuit and the daughter dialects have two non-nasal, non- lateral consonant series, /p t c k q/ and /v ʐ j ɣ ʁ/. The distinctive feature separating these sets has been generally regarded as continuance but voicing is a better candidate. PI *c has been seen as affricate [ts] or [tʃ] but a voiceless palatal stop value [c] better explains the diachronic and synchronic data. PI *ʐ and modern /ʐ/ have received a wide range of phonetic characterizations but a voiced retroflex sibilant value [ʐ] best accounts for the historical and descriptive evidence. Some historical documents and modern descriptions are reassessed. Some suggestions are made for the reconstruction of PI. 1 Introduction The Inuit language family stretches from Big Diomede Island in the Bering Strait to the east coast of Greenland. Probably all of the many intervening dialects have been studied, and while the studies have varying degrees of depth, there is no doubt about the basic identity of the phonemic units for any dialect and there is much known about phonological and morphophonological patterning. With the numerous distinct dialects, and the existence of much historical documentation, the language area offers a rich field for historical linguistics and linguistic typology. In these pages much effort is made towards refining our phonetic understanding of the segments /c/ and /ʐ/ in both Proto-Inuit and the daughter dialects. This information has both diachronic and synchronic implications. It can simplify both descriptions and make them more natural. Also presented here is a fresh look at the distinctive feature specification of the consonants.

  • "Blood Groups of the Anaktuvuk Eskimo, Alaska
    BLOODGROUPSOFTHEANAKTUVUK ESKIMOS, ALASKA W. S. LAUGHLIN At the invitation of Dr. Kaare Rodahl, Director of Research, Arctic Aeromedical Laboratory, Ladd Air Force Base, Fairbanks, Alaska, a blood group study of the Eskimos living at Anaktuvuk Pass was undertaken. Between December 17 and 24, 1955 a total of 43 members of this small village were typed for presence of the antigens of the A, A,, B, 0 system, the MN system and for three antigens of the Rhesus system: Rh0 (D), Rh' (C) , and Rh" (E). A description of the sample, in terms of genealogical relationships and birth places, was collected. Subsequent to the typing of the bloods in the village the gene frequency ratios were computed, analyses of the inheritance inside families was made and, lastly, the frequencies were compared with those of other Eskimo groups. Mr. W. 0. Tilman and Airman R. Spencer provided indispensable assistance. OBJECTIVES OF THIS STUDY The primary objectives of this study were: !-Performance of agglutination tests on all available Anaktuvuk Eskimos and computation of the gene frequency ratios from the numbers of persons reacting with the various sera. 2-Description of the sample by meansResale of genealogies and birth­ place. 3-Examination of those questions for which this blood group information is pertinent. Such questions are: (a) Are these peoplefor Eskimo or Indian? (b) Is there evidence of Indian or European admixture? (c) Have these people drawn their genes from coastal Eskimos or preceding groups of inland Eskimos? (d) In what ways do their genetic composition affect the validityNot of biological comparisons with other groups? Since the inheritance of the blood group genes is precisely known, the estimates of intra-group and inter-group variability based upon their distribution with in-groups and between-groups provide the most accurate base for the kinds of questions listed above.
