CONFIDENTIAL BUSINESS CASE: REDUCING DIRECT SUPPORT TO BUSINESS Manitoba Fiscal Performance Review Phase 2 Report Business Case – Reducing Direct Support to Business CONFIDENTIAL Notice This Phase 2 report (the “Report”) by KPMG LLP (“KPMG”) is provided to The Province of Manitoba’s Treasury Board represented by the Minister of Finance (“Manitoba”) pursuant to the consulting service agreement dated July 14, 2016 to conduct an independent fiscal performance review (the “Review”) of Core Government spending (except the Department of Health) for Manitoba. If this Report is received by anyone other than Manitoba, the recipient is placed on notice that the attached Report has been prepared solely for Manitoba for its own internal use and this Report and its contents may not be shared with or disclosed to anyone by the recipient without the express written consent of KPMG and Manitoba. KPMG does not accept any liability or responsibility to any third party who may use or place reliance on our Report. Our scope was limited to a review and observations over a relatively short timeframe. The intention of the Report is to develop business cases for select areas of opportunity. The procedures we performed were limited in nature and extent, and those procedures will not necessarily disclose all matters about departmental functions, policies and operations, or reveal errors in the underlying information. Our procedures consisted of inquiry, observation, comparison and analysis of Manitoba-provided information. In addition, we considered leading practices. Readers are cautioned that the potential cost improvements outlined in this Report are order of magnitude estimates only. Actual results achieved as a result of implementing opportunities are dependent upon Manitoba and department actions and variations may be material. -

April 28, 2020 Honourable Catherine McKenna Minister of Infrastructure and Communities [email protected] Dear Minister McKenna, We write as twenty (20) business organizations representing a broad cross-section of Manitoba’s economy collectively employing tens of thousands of women and men. Those industries include engineering & consulting, heavy civil and 2 vertical construction, commercial and residential development, manufacturing & exporting, retail, agriculture, commercial trucking and skilled trades. Our appeal to the federal government is that it assist in our provincial economic recovery by accelerating the approvals of and flexibility in the allocation from federal programs. Such measures would enable funding of key Manitoba projects that would immediately procure jobs, build legacy assets and be key instruments in help kick-staring Manitoba’s economy. The above is necessary to help correct the lack of confidence in the economy by all its sectors, the alarm, anxiety and fear of what lies ahead around the corner, and indeed where that corner is. That has led to private-sector projects being deferred or outright canceled. Those decision have resulted in lost jobs, supply and equipment sales, all of which reduces the collective ROI to GDP. Addressing consumer and investor confidence is critical to our recovery. In that regard, we understand the Province of Manitoba has communicated its commitment to flow its capital programs, harnessing investment in infrastructure to help Manitoba’s economy recover. We are told Manitoba has more than $6B in project submissions for the Investing in Canada Infrastructure Program (ICIP) with many being shovel ready. We urge the federal government to make the most of the current market conditions - competitive bid prices and extraordinarily low interest rates - to meet the formidable economic challenge in front of us. -

Bill 33 –The Municipal Modernization Act (Municipal Amalgamations) JESSICA DAVENPORT & G E R R I T THEULE I. INTRODUCTION anitoba’s 197 municipalities were the subject of contention and legislative focus during the Second Session of the M Fortieth Legislature. The New Democratic Party (NDP) government introduced Bill 33-The Municipal Modernization Act (Municipal Amalgamations)1 which began the restructuring of small municipalities. The objective behind Bill 33 was to modernize governance through amalgamations of municipalities with populations below 1,000. The Municipal Modernization Act altered the existing process for amalgamations contained within The Municipal Act2 by requiring all affected municipalities to present amalgamation plans and by-passing the usual investigative and reporting stages. The Bill encountered significant opposition in both the Legislative Assembly and the public discourse. Notably, few voices opposed municipal restructuring. Rather, the criticism was levelled at the lack of consultative processes in the time leading up to the introduction of the Bill and in the implementation of the amalgamations. This publication sets out the results of the by-election held in 2005 in the electoral division of Fort Whyte. On November 10, 2005, the Chief Electoral Officer issued the writ of election to the Returning Officer for the electoral division of Fort Whyte, Johanna Denesiuk pursuant to Order in Council number 441/2005. The member for the electoral division, Mr. John Loewen, resigned his seat on September 26, 2005. Nominations were set to close on November 29, 2005 and the by-election was directed to take place on December 13, 2005. The boundaries of the electoral division were the same as in the 2003 provincial general election as established in 1999 under The Electoral Divisions Act based on the Report of the 1998 Electoral Divisions Boundaries Commission. -

Rempel Garner proposed the health committee (HESA) undertake a study to look at 17 different elements, including rapid, at-home testing; vaccine development; long-term care protocols within federal jurisdiction; the Public Health Agency of Canada ’s Global Public Health Intelligence Network; contact tracing protocol; and Canada’s level of preparedness for future pandemics. The motion also proposed that various ministers, including those for health, procurement and public safety, be required to appear before the committee separately for three hours each in order to answer questions about the government’s response to COVID-19.
