This includes legislation passed in 2013 and in the beginning of 2014. During this time, 284 laws, 18 joint resolutions and 17 concurrent resolutions were approved. This volume contains information on chapter laws, joint resolutions (which were adopted by both houses and approved by the Governor) and concurrent resolutions (which were adopted by both houses but required no action by the Governor). One-house resolutions are not included in this compilation. Each entry includes bill number(s), sponsor(s), a description, codifications, date signed and effective date. (Refer to the following page for an explanation of the specific contents of entries.) This publication contains a table of Senate and General Assembly bills by chapter law number. This may be useful in determining the chapter law number when only the bill number is known. A subject index is included for assistance in finding enactments pertaining to a particular field of interest. To determine where these enactments have been allocated within the statutes and what existing sections of law are affected, reference may be made to the codification information. The codification indicates the sections(s) of law affected by the passage of the legislation, whether amended, repealed or new. To determine the specific contents of a particular chapter law, refer to the full text of the law which can be found through sources such as the Office of Legislative Services Advance Law Service (available by calling toll free in NJ 1-800-792-8630), or West’s New Jersey Session Law Service (available in many law and local public libraries). The following is a sample entry with each section identified and described. (A) P.L. 2013, c.79 (B) Bill Number: A2982 (2R) Identical Bill Number: S2226 (1R) (C) Sponsors: Assemblyman John J. Burzichelli, Assemblywoman Annette Quijano, Assemblyman Benjie E. Wimberly, Senator Jim Whelan (D) AN ACT concerning an optional period of anonymity for winners of the State Lottery. (E) Directs State Treasurer to review effects of disclosure and nondisclosure of lottery winners on transparency and lottery sales. (F) Codification: Temporary and Executed (G) Date Signed: 7/5/13 (H) Effective: 7/5/13 (A) Indicates the Chapter Number (79) of the Pamphlet Laws of 2013. (B) Bill Number of the enacted legislation, which indicates house of origin. “S” before the bill number indicates a Senate bill; “A” indicates an Assembly bill. Identical Bill Number indicates an identical bill, where an identical bill substitution was made. Other notations may include: (1R) First Reprint designates a reprint that reflects amendments to the measure adopted by either house. Amendments may be made on the floor, in committee or incorporating the Governor’s conditional veto recommendations. There may be several reprints [e.g. (3R) =Third Reprint], but the one listed indicates the final version. (SCS) Senate Committee Substitute or (ACS) Assembly Committee Substitute indicates that the bill or resolution was drafted and reported by a committee as a substitute for one or more measures referred to the committee. (LIV) Line-Item Veto refers to bills containing an appropriation and indicates that the Governor has approved the bill but reduced or eliminated specific funds. (CC) Corrected Copy indicates a reprint to correct a printing error. (SS) Senate Floor Substitute or (AS) Assembly Floor Substitute indicates that a bill was modified and substituted for another version on the floor during a voting session. (W/C) With Changes indicates a change to the original or identical bill. (W/GR) With Governor’s Recommendation indicates that the bill or resolution was returned by the Governor’s Office with recommendations. (C) Lists the primary sponsor(s) of the legislation; sponsor(s) of an identical bill (where an identical bill substitution was made) follow, when appropriate. (D) Title of the statute. (E) Description of the law. (F) Indicates where the enactment appears in the permanent and general New Jersey Statutes, and what existing sections of the law are affected. (G) Indicates the date the legislation was signed by the Governor. (H) Indicates the date the legislation is effective; may be the date it was signed into law, or a specific date may be indicated in the legislation (retroactive or in the future). Note: a list of endorsed candidates is attached American Federation of Teachers New Jersey Endorses State Legislators in Key Districts Education worker federation of 30,000 endorses candidates who stood up for collective bargaining EDISON…Endorsing a fewer number of candidates in November’s legislative elections translates into a focus on contributing to key wins and recognizing legislators who stood up for collective bargaining in the June pension and health insurance debate, according to American Federation of Teachers New Jersey (AFTNJ) political education co‐chair Jon Erickson. “Our committee recommended a few challengers to threaten Republican incumbents since the GOP voted as a block to limit public workers’ collective bargaining rights,” said Erickson, a Kean University Public Administration Professor. “As per calls from our members, we did not endorse any candidate—Democrat or Republican—who voted in favor of the pension and health insurance benefits legislation euphemistically termed ‘reform,’” he said. “We are asking our members to work with us in defending Democratic legislators in competitive districts in both the House and Senate who have consistently been advocates of workers’ rights.” The union federation is mobilizing members to knock on doors, make phone calls and have workplace discussions about candidates who actually make a difference, said Erickson’s political education co‐chair, Elizabeth Gray, a high school teacher in Garfield. “There is an unfortunately high‐level of cynicism among union members these days,” said Gray, who is also an officer with the Bergen County Central Labor Council.

    MAKE-A-LAW! PROGRAM 3RD through 8TH Grade Curriculum This curriculum guide is designed to provide students with insight into the legislative process by placing them into the role of legislators debating a bill. The bill provided in this lesson, Senate Bill No.3379 “Steven’s Law”, is a bill that was re-introduced in the 219th New Jersey Legislative Session. OBJECTIVES At the completion of this program, students will: Understand that debate, negotiation, and compromise are central to the democratic and legislative process; Know the process by which a bill becomes a law in the State of New Jersey; Have a deeper understanding of the concept of representative democracy.
