Gartmore Community Council meeting May 29th 2013 8pm Church Meeting Room

Apologies:Willie Nisbet, Romma Clements. Present: Councillor Earl (ME). Community Councillors: Janey Fleming, Anne Jackson, Chris Sheldon, Gerry McGarvey, Janet Billett, Wayne Glasse- Davies, Ian Dinwoodie. Members of the public: Ian Roe, Joy Henderson, John Dagg, Vicky Glasse-Davies, Mr and Mrs Jeffreys.

Minutes of meeting on March 27th 2013: proposed by JB and seconded by WGD. Matters arising: 1. Wee Wood – Finger posts looking good. Easy to make your way through from forest. 2. Grit Bins – We can have grit bins from council but we have to fill it. GM to email ME regarding Cayzer Court grit bins. 3. Defibrillator – Put notice in News to see if locals want defibrillator. (GM) 4. Affordable housing – Chris Sheldon has spoken to the National Park on this matter.

Police Report: 2 crimes reported (undetected). 19/4/13 theft from motor vehicle (sunglasses). 14/5/13 vandalism of story telling bench at school. Dog Fouling is an issue. Dog warden aware. Signs to be hung in area of Jellicoe Avenue. Police Service of – on 1st April 2013 the 8 police forces in Scotland amalgamated and became the Police Service of Scotland. This has been a reasonably smooth transition and has had little effect on how your local policing is delivered. Gartmore forms part of the new and Teith ward which also includes Balquidder, , , , , , , , , Strathard, Aberfoyle, Strathfillan, , Trossachs, Thornhill and Blairdrummond. Local Priorities have been identified, these are 1) anitisocial behaviour; 2) Theft; 3)Road Safety; 4) Community Engagement and Reassurance. Planning Matters: 1. The kennels planning application is likely to go to the 24th June planning committee. 2. Chalets at Bridge End/Crinigart Wood approved 3. Application in for shed at Gartmore Walled Garden 4. Applicaton rubmitted for a funeral parlour (demolish garage and erect parlour) between Gualann and Ardshiel. Much discussion ensued regarding this application. Summary of points raised:-  This is a class one business. If approved/built no planning application/approval would be needed to alter business type  Positioned on cycle route, narrow pathway, limited space. Parking and access problematic  Funeral parlour in Callander, Andrew Anderson’s, is situated in ‘works’ area with shortbread factory/snooker club  Plans were approved for funeral parlour in 1997 (same location(Gartmore))  The plans show a structure twice as big as (current) garage  If parlour was facing Archie Billets property (closer within curtliage) it would be classed as working from home  There would be a viewing parlour, it would be a 24 hour business, people could be visiting day and night  Neighbours could be disturbed with visitors looking for Archie Community councillors voted on current application after all information was presented. 2 committee members abstained as ‘neighbours’ to application site. Result - No votes were for the funeral parlour application. The Community Council will ask for the decision to go to committee rather than be decided by a planning officer (due to community interest). Community council response is available on National Park web site.

Community Trust Report: Village Hall – architects drastically underestimated costing of renovation works. Village Hall Committee working with architects to rescue situation.

Gala Day is 22nd June and the theme this year is Pirates AND the Caribbean

Broadband: Chris reported that representatives of the CC will be meeting with both Bruce Crawford and with Community Broadband Scotland.

 Gala Day application for a public procession is in.  Community Partnership, Gartocharn, Celebration of Park People and Stories is on 8th June  Community Council election timetable is out (oct/nov)  Janey attended TAN meeting on 23rd May in Port of Menteith Hall.  Housing Benefit conference 19th June  Buses – Sunday C11 service cut (GCC reluctantly accept this). No movement on improving timetable of buses to . First bus in morning to Glasgow (6:50) and last bus from Glasgow at night (5:30) have no change in . Rest have long wait in Balfron (which GCC don’t accept and are working to get improved). £313,000 was cut from bus budget (25%). They use a ranking system against 6 criteria to decide what is cut. During cuts they chose not to affect Demand Responsive Transport at all.  There may be a special TAN meeting about buses on 20th or 27th June  Callander McLaren multi-use sports pitch lease is still not signed. No works can start till it is signed. Works need to be started by end of July for it to be completed prior to deadline on LEADER funding, or money is lost.
