RESUMO

Trata a presente tese sobre estudo realizado acerca do instituto das Emendas Parlamentares Impositivas Individuais e de Bancada instituídos constitucionalmente no Brasil através das Emendas Constitucionais n. 86/2015 e n. 100/2019, e a distribuição destes recursos orçamentários para a Capital do Estado do Rio de Janeiro. O ineditismo da presente tese decorre da apresentação de pesquisa única de dados das emendas apresentadas pelos Parlamentares nas Leis Orçamentárias dos anos de 2018, 2019 e 2020, com sua correlação a votação dos Deputados Federais e Senadores para seus respectivos mandatos. Ao final defende-se argumento de que os recursos orçamentários oriundos das Emendas Parlamentares Impositivas devem se relacionar as bases eleitorais dos representantes eleitos, permitindo-se aos cidadãos eleitores participar da discussão sobre o destino das Emendas apresentados ao orçamento.

ABSTRACT

This thesis deals with a study carried out on the institute of Individual and Bankruptcy Parliamentary Amendments constitutionally instituted in Brazil through Constitutional Amendments no. 86/2015 and n. 100/2019, and the distribution of these budgetary resources to the Capital of the State of Rio de Janeiro. The originality of this thesis stems from the presentation of a single survey of data on amendments submitted by Parliamentarians in the Budget Laws of the years 2018, 2019 and 2020, with their correlation to the vote of Federal Deputies and Senators for their respective mandates. At the end, it is argued that the budgetary resources coming from the Parliamentary Impositive Amendments must relate to the electoral bases of the elected representatives, allowing voter citizens to participate in the discussion about the destination of the Amendments presented to the budget.

RÉSUMÉ

Cette thèse porte sur une étude réalisée sur l'institut d'amendements parlementaires individuels et de haut niveau institué constitutionnellement au Brésil par le biais des amendements constitutionnels no. 86/2015 et n. 100/2019, et la distribution de ces ressources budgétaires à la capitale de l'État de Rio de Janeiro. L'originalité de cette thèse découle de la présentation d'une seule enquête de données sur les amendements déposés par les parlementaires dans les lois de finances des années 2018, 2019 et 2020, avec leur corrélation avec le vote des députés et sénateurs fédéraux pour leurs mandats respectifs. À la fin, on fait valoir que les ressources budgétaires provenant des amendements parlementaires imposables doivent se rapporter aux bases électorales des élus, permettant aux citoyens électeurs de participer à la discussion sur la destination des amendements présentés au budget.

RESUMEN

Esta tesis trata de un estudio realizado sobre el instituto de Enmiendas Parlamentarias Individuales y Concursales instituido constitucionalmente en Brasil a través de las Enmiendas Constitucionales núm. 86/2015 y n. 100/2019, y la distribución de estos recursos presupuestarios a la Capital del Estado de Río de Janeiro. La originalidad de esta tesis surge de la presentación de un solo relevamiento de datos sobre enmiendas presentadas por los Parlamentarios en las Leyes de Presupuesto de los años 2018, 2019 y 2020, con su correlación con el voto de Diputados y Senadores Federales para sus respectivos mandatos. Al final, se argumenta que los recursos presupuestarios provenientes de las Enmiendas Impositivas Parlamentarias deben relacionarse con las bases electorales de los representantes electos, permitiendo a los votantes participar en la discusión sobre el destino de las Enmiendas presentadas al presupuesto.
