    Manhattan Retail Market MID-2ND QUARTER 2015 REPORT Downtown Takes Center Stage Ongoing news continues to announce the progress and upcoming openings in Lower Manhattan’s growing retail corridor, further ascertaining that the neighborhood’s shopping district has come into its own. According to a report released by the Downtown Alliance in February, a total of 76 new stores opened in Lower Manhattan in 2014 as retail leasing continues to fi ll the over 2 million square feet of new or repositioned retail space that will open or be in development by the end of 2016. While several announcements of tenant signings at Brookfi eld Place’s 250,000-square-foot retail component has regularly fi lled press pages, news from Australian-based Westfi eld Group, operator of the retail at the World Trade Center has been very limited. The 365,000-square- foot Westfi eld World Trade Center will spread out between the bases of 3- and 4 World Trade Center, the transit center’s Oculus, and all of the subterranean passages in between. The World Trade Center Mall comprised of 150 stores and restaurants is expected to open this fall, and will bring a mix of retail and food options including a 40,000-square-foot outpost of Eataly; a branch of restaurateur Daniel Boulud’s Epicerie Boulud; and rumors of chef Anthony Bourdain opening his Bourdain Market with 40-50 stalls housing vendors from across the world at 3 World Trade Center. The largest of the retail blocks, Brookfi eld Place and Westfi eld World Trade Center will be joined by Fulton Center’s 65,000 square feet of retail that is not expected to be fully occupied until later this year — also being operated by Westfi eld; the South Street Seaport’s new Pier 17 currently under construction delivering roughly 365,000 square feet of retail, dining and entertainment that is expected to deliver in 2016.

    Green Spaces Profile for Manhattan Community Board 1 September 2014 As referenced in the Manhattan Community Board 1 (CB1) District Needs Report for FY 2016, CB1 advocates for a greening strategy for the district that includes green building infrastructure. Overall, this greening strategy should continue the trend of all new and retrofitted buildings, both commercial and residential, are Leadership in Energy and Environmental Design (LEED) rated and/or Energy Star certified. These measures can range from dirty heating oil conversions, white roofs, energy saving systems and other building infrastructure improvements. Projects proposed such as Rebuild by Design’s The Big U and the New York City Economic Development Corporation’s Southern Manhattan Multi-Purpose Levee will certainly help protect and fortify Lower Manhattan from future extreme weather events, but parallel investments in green adjustments and solutions can help minimize the need. In terms of the objective measures of “greenness”, CD1 fares well: the district enjoys a near perfect walkability score, easy access to world-class public transit and green space, and a medium to high rise and high density built environment. Nevertheless, despite the strengths and opportunities that CD1 has enjoyed in terms of greenness, the district still has considerable threats since much of the district lies within the Federal Emergency Management Agency (FEMA)-designated flood zone. Greater measures must be made to fortify CD1 from flooding. One solution to climate change would be to continue investing in the green construction and retrofitting of commercial, residential, and civic buildings. In light of the district’s accomplishments and challenges, this guide documents the state of green spaces within CD1.

Advances in building and business technology, such as steel frame contruction, the passenger elevator, and the telephone, have been accommodated through refitting existing sites. The changes in building technology required by modern, global financial companies, particularly the large horizontal footplates that exceed the size of traditional sites, have finally loosened the concentrated business district location. In downtown Manhattan, the result has been a doughnut shape, as large financial institutions have moved to the periphery, leaving Wall Street with back-office functions. The obsoles­ cence of traditional locations imposed by a building technology that favors horizontal over vertical spaces may be offset by the perceived need for face-to-face contact. The degree to which financial institutions in world cities maintain a dispersed but identifiable district in the future may be an accurate measure of the value of urban propinquity. Technological change in building design has long influenced central-city geogra­ phy. The steel-frame construction cage and the passenger elevator allowed the land market to concentrate downtown land values, producing the skyscraper office building that has become a worldwide urban symbol. The telephone permitted reorganization of internal office geography and reduction in face-to-face commu­ nication. Electric power applied to manufacturing transformed the vertical factory of steam engine-driven pulleys to the horizontal suburban shop floor of individual motors (Vance, 1990).
