Presidential Recordings of Lyndon B. Johnson (November 22, 1963-January 10, 1969) Added to the National Registry: 2013 Essay by Bruce J. Schulman (guest post)* Lyndon B. Johnson built his career--and became one of the nation’s most effective Senate leaders--through his mastery of face-to-face contact. Applying his famous “Treatment,” LBJ pleased, cajoled, flattered, teased, and threatened colleagues and rivals. He would grab people by the lapels, speak right into their faces, and convince them they had always wanted to vote the way Johnson insisted. He could share whiskey and off-color stories with some colleagues, hold detailed policy discussions with others, toast their successes, and mourn their losses. Syndicated newspaper columnists Rowland Evans and Robert Novak vividly described the Johnson Treatment as: supplication, accusation, cajolery, exuberance, scorn, tears, complaint, the hint of threat. It was all of these together. Its velocity was breathtaking, and it was all in one direction. Interjections from the target were rare. Johnson anticipated them before they could be spoken. He moved in close, his face a scant millimeter from his target, his eyes widening and narrowing, his eyebrows rising and falling. 1 While President Johnson never abandoned in-person persuasion, the scheduling and security demands of the White House forced him to rely more heavily on indirect forms of communication. Like Muddy Waters plugging in his electric guitar or Laurel and Hardy making the transition from silent film to talkies, LBJ became maestro of the telephone. He had the Army Signal Corps install scores of special POTUS lines (an acronym for “President of the United States”) so that he could communicate instantly with officials around the government. -

Richard Nixon's ''Checkers'' Speech, 1952 September 23, 1952 My fellow Americans: I come before you tonight as a candidate for the Vice Presidency and as a man whose honesty and integrity have been questioned. The usual political thing to do when charges are made against you is to either ignore them or to deny them without giving details. I believe we've had enough of that in the United States, particularly with the present Administration in Washington D.C. To me the office of the Vice Presidency of the United States is a great office, and I feel that the people have got to have confidence in the integrity of the men who run for that office and who might obtain it. I have a theory, too, that the best and only answer to a smear or to an honest misunderstanding of the facts is to tell the truth. And that's why I'm here tonight. I want to tell you my side of the case. I am sure that you have read the charge and you've heard it that I, Senator Nixon, took $18,000 from a group of my supporters. Now, was that wrong? And let me say that it was wrong-I'm saying, incidentally, that it was wrong and not just illegal. Because it isn't a question of whether it was legal or illegal, that isn't enough. The question is, was it morally wrong? I say that it was morally wrong if any of that $18,000 went to Senator Nixon for my personal use. -

Kennedy Profile in Courage Essay Contest Winner Recounts Conflict over Refugees Fleeing Nazi Germany – Winning Essay Profiles Former US Representative Edith Nourse Rogers of Massachusetts – Boston, MA—The John F. Kennedy Library Foundation today announced that Elazar Cramer, a senior at the Maimonides School in Brookline, Massachusetts, has won the national John F. Kennedy Profile in Courage Essay Contest for High School Students. The winning essay describes the political courage of Edith Nourse Rogers, a Republican US Representative from Massachusetts who believed it was imperative for the United States to respond to the humanitarian crisis in Nazi Germany. She defied powerful anti-immigrant groups, prevailing public opinion, and the US government’s isolationist policies to propose legislation which would increase the number of German-Jewish refugee children allowed to enter the United States. Cramer will be honored at the John F. Kennedy Presidential Library & Museum on May 19, 2019, and will receive a $10,000 scholarship award. The first-place winner will also be a guest at the John F. Kennedy Library Foundation’s May Dinner at which Nancy Pelosi, the Speaker of the US House of Representatives, will receive the 2019 John F. Kennedy Profile in Courage Award. Letter from Senator Joseph McCarthy to the President of the United States This letter from Senator Joseph McCarthy, Republican representative of Wisconsin, to President Harry Truman was written three days after McCarthy’s famous Wheeling Speech. This speech signaled McCarthy’s rise to influence, as he gained national attention by producing a piece of paper on which he claimed he had listed the names of 205 members of the Communist Party working secretly in the U.S. State Department. McCarthy was, at the time of this letter, beginning to exploit national concerns about Communist infiltration during the Cold War. This fear of infiltration was intensified by the Soviet Union’s recent development of the atomic bomb and the coming Communist takeover of China. “McCarthyism” however was not yet at its peak. Senator McCarthy here at first encourages President Truman to commit more resources to the war of containment being fought in South Korea, and secondly questioned the legitimacy and effectiveness of Truman’s loyalty program, signed into effect by Executive Order 9835 in 1947. This program required the FBI to run checks on almost anyone involved in the U.S. government and subsequently to launch investigations into any government employee with what could be presumed as questionable political associations. The Loyalty Program was not enough to satisfy Senator McCarthy, who suspected that a number of subversives had slipped through the investigation and remained in the State Department. BRAZIL AND THE ALLIANCE FOR PROGRESS: US-BRAZILIAN FINANCIAL RELATIONS DURING THE FORMULATION OF JOÃO GOULART‟S THREE-YEAR PLAN (1962)* Felipe Pereira Loureiro Assistant Professor at the Institute of International Relations, University of São Paulo (IRI-USP), Brazil [email protected] Presented for the panel “New Perspectives on Latin America‟s Cold War” at the FLACSO-ISA Joint International Conference, Buenos Aires, 23 to 25 July, 2014 ABSTRACT The paper aims to analyze US-Brazilian financial relations during the formulation of President João Goulart‟s Three-Year Plan (September to December 1962). Brazil was facing severe economic disequilibria in the early 1960s, such as a rising inflation and a balance of payments constrain. The Three-Year Plan sought to tackle these problems without compromising growth and through structural reforms. Although these were the guiding principles of the Alliance for Progress, President John F. Kennedy‟s economic aid program for Latin America, Washington did not offer assistance in adequate conditions and in a sufficient amount for Brazil. The paper argues the causes of the US attitude lay in the period of formulation of the Three-Year Plan, when President Goulart threatened to increase economic links with the Soviet bloc if Washington did not provide aid according to the country‟s needs. As a result, the US hardened its financial approach to entice a change in the political orientation of the Brazilian government. The US tough stand fostered the abandonment of the Three-Year Plan, opening the way for the crisis of Brazil‟s postwar democracy, and for a 21-year military regime in the country.
