Swainby & Whorlton Parish Council WHORLTON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD AT SWAINBY VILLAGE HALL, SWAINBY AT 7.30PM ON WEDNESDAY 15TH JANUARY 2020 PRESENT: Dolly Hannon (Chair), Alistair Wright, Steve Brisley, Howard Tribick and Jenny Tribick. ALSO PRESENT Simon Wright – North Yorks County Council, Sarah Duffy – Environment Agency, Toby Horton, Mark Smith, 1 resident, Cllr Brynn Griffiths, Cllr David Hugill. Clerk: Angela Livingstone. 19/127 TO RECEIVE APOLOGIES and approve reasons for absence and receive any declarations of interest There had been no apologies for absence received, the full council were in attendance. There were no declarations of interest. 19/128 TO CONFIRM THE MINUTES OF THE MEETING HELD ON 20TH NOVEMBER 2019 AS A TRUE AND CORRECT RECORD The minutes of the meeting of the 20th November 2019 were proposed as correct and approved, these were duly signed by the Chair and the Clerk would add to the council website. ACTION: Clerk 19/129 WHORLTON CASTLE 19/129/1The difficulties of security at the castle were discussed. The Chair stated that at the September 2019 meeting the need to take on board the plan from Historic England was discussed. Ideas were discussed of forming a resident working party to clear the area, cut walkways and have a plan for future maintenance including three grass cuts per year. Mr Smith stated this had not happened, he had cut the grass with no help from the residents. The Chair advised that the Parish Council were waiting for the next newsletter to seek residents’ interest before determining a suitable time for a working party to meet. There was a discussion on the best time to complete maintenance and it was agreed that Mr Smith would contact the Chair to suggest the best time. Police attendance and approaching visitors on evenings was questioned but all agreed that police attended when they were called. Mr Horton stated that many years ago there had been a Friends of Whorlton Castle group. 19/129/2Mr Horton stated that the castle was on the Historic England ‘at risk’ register. He had concerns that if they erected a display board as discussed this would be stolen. He was interested in proceeding with the plan from Historic England but part of the plan was to install a grill at a cost to himself, he did not wish to put more money into the castle due to the vandalism. A discussion was held on having a rota of people willing to challenge any out of hours visitors. Sarah Duffy entered the meeting. 19/129/3Mr Smith felt that if the entrance appeared cared for this would detract from vandals, he stated the need for fencing and a lock to stop entrance on evenings and informed that he would pay for the inclusion on his side. The Chair stated her agreement with Historic England that the work needed to be completed properly and the need for a maintenance programme. She questioned if the castle was currently accessible by residents during the day which was confirmed. 19/129/4Equipment health and safety issues and Historic England requirements for the site were discussed. Mr Horton stated that he agreed that the Historic England plan be followed but did not want to be paying out more monies. He informed that there had been a survey of the building the previous year which showed a split on the structure. The Chair informed the meeting that the Parish Council could not use any public funds on a private site and could not help financially, but the newsletter would be sent out to advise of the need for volunteers. ACTION: Chair Mr Horton left the meeting 19/130 FLOOD PLANNING 19/130/1Ms Sarah Duffy from the Environment Agency and Simon Wright from North Yorks County Council presented this item. Ms Duffy informed that she worked across Cleveland with communities at risk of flooding such as Stokesley and Yarm to build resilience. She had been contacted by Cllr Wright following discussions at previous meetings. Ms Duffy reported there were few flood groups in Cleveland compared to Northumberland and that some areas of Teesside were difficult to mobilise. 19/130/2Ms Duffy tabled a flood map (available online) showing the area of the village at risk of flooding if there was a blockage and the aim to encourage residents to sign up to a flood alert service. A warning was not possible for the village due to the uncertainty of where any water would run off from the hills, but the alert service could allow a system of mobilising volunteers to assess conditions and escalate the matter. 19/130/3Ms Duffy informed that the flood alert service needed to be promoted and she had information to encourage sign up, the Chair informed that this could be organised through the next newsletter. Ms Duffy added that she could bring a community response plan to a meeting if there was an interest in having a plan. She advised that a few sessions could be organised with a working group to progress with meetings outside of the Parish Council. The Chair stated that there had been a Community Safety Action plan previously which she would find and forward to Mr Wright. 19/130/4Mr Wright informed that a plan could be based around a flood but then issues such as a power outage could be included. He informed that having some people in the village trained could be invaluable in saving time if they identified something abnormal in the village and communicated that early. 19/130/5 RESOLVED Chair to forward plan and receive wording from Ms Duffy for the newsletter to promote a working party and the flood alert service. Ms Duffy to forward template for a communication network. ACTION: Chair 19/130/6Ms Duffy informed that the Environment Agency offered staff days for completing manual work, there may be the possibility of volunteers for the work at the castle or in the village. This type of work could also be completed by Scouts to gain a badge for community engagement. Mr Wright added that there were Youth Justice schemes where work was completed by 11-17-year olds with supervised support. Ms Duffy and Mr Wright were thanked for their time and left the meeting. Mr Smith and a resident left the meeting, he informed as leaving that for work on the castle suitable footwear would be needed and volunteers would need to bring their own tools. 19/131 PUBLIC FORUM – No matters were discussed under public forum. 19/132 TO RECEIVE INFORMATION ON MATTERS ARISING FROM THE MINUTES There were no matters discussed from the minutes of the last meeting. 19/133 PLANNING APPLICATIONS – There had been no planning applications received. 19/134 CLERKS AND CORRESPONDENCE REPORT 19/134/1The Clerk had forwarded correspondence received: ▪ 22.11.19 call from Hambleton DC, re faulty bulkhead further correspondence via Cllr H Tribick 7.1.20 – Cllr H Tribick advised that he was asked by David Waters for his opinion on a map of Hambleton lights. He informed that the lamp in question was shown as public lighting, when it became faulty it was advised that it would be removed and that the light should be a private light not public as this was in a private courtyard. Cllr Hugill believed there was a duty to replace this and that the council were progressing. ▪ 23.11.19 website enquiry re Shepherd Hill track access following refusal of access - The Chair had responded with information advising to look at the website for past information on the matter when the Parish Council took forward complaints as a vehicle for this matter. Cllr J Tribick stated that she felt that residents were not consulted at that time, fellow Parish Councillors involved at the time stated that there had been information provided and discussions at the meetings, many complaints had been entered beside the information from the Parish Council. The matter was in the hands of NYCC to decide if this would be closed or made a public right of way. ▪ 25.11.19 email to NYCC reporting rotting wood on Millers bridge - reply received advising this was not dangerous and would be monitored at scheduled inspections. ▪ 4.12.19 email forwarded re verge biodiversity from YLCA ▪ 10.12.19 Home Office consultation re strengthening police powers to tackle unauthorised encampments. views by 19.2.20 ▪ 18.12.19 Email from Hambleton DC posters re garden waste ▪ 21.12.19 email from D Warhurst re Ingleby Arncliff Parish neighbourhood plan consultation ▪ 23.12.19 email from Hambleton Community Action re rural transport ▪ 7.1.20 email from A Brown poster re meeting dates for Climate Action group Stokesley and villages ▪ 7.1.20 email to NYCC re update on situation at Whorlton Lane - water running onto road – Cllr Griffiths was asked to progress. 19/134/2Cllr J Tribick had questioned the practice of responses to website queries and was informed that the Clerk would respond if possible and would pass to the Chair or other Councillors if needed. 19/135 PLAYING FIELDS – There had been no report received. 19/136 POLICE REPORT – A Report had been received indicating one burglary. 19/137 FINANCIAL MATTERS 19/137/1The Clerk presented the financial report, which was approved by all members.     CASTLE HOWARD MAUSOLEUM Castle Howard Estate, Ryedale, North Yorkshire The Mausoleum, by Hawksmoor, 1729-42, and modelled on the tomb of Metella, is a major feature of the Howardian Hills. Situated on a bluff east of Castle Howard. The columns were repaired with a grant in the 1980s. The entablature and bastions continue to decay. Much of the damage is due to rusting cramps. The staircase balustrade is collapsing. 304 HERITAGE AT RISK YORKSHIRE & THE HUMBER 305 Y&H HERITAGE AT RISK 2008 Of the 176 entries on the baseline 1999 Yorkshire and the Humber buildings at risk register, 91(52%) have now been removed. Although this is 6% higher than the regional average for 2008, our rate of progress is slowing. Of the five entries removed this year, only one was on the 1999 register. This is because the core of buildings remaining from the 1999 register are either scheduled monuments with no obvious use, or buildings with a problematic future that require a strategic re-think to provide a viable solution. Despite these problems, we are continuing to work with owners, local authorities, trusts and other funding bodies to try to secure the long-term future of these buildings and structures. Just over half (52%) of the regional grants budget (almost £500,000) was offered to eleven buildings at risk in the last financial year. There are four new entries this year: in North Yorkshire, St Leonard’s Church at Sand Hutton, and in West Yorkshire, Hopton Congregational Church in Mirfield,Westwood Mills at Linthwaite, and Stank Hall near Leeds.This gives a total of 122 Grade I and II* listed buildings and scheduled monuments at risk entries on the Yorkshire and the Humber register.

Kenyon Introduction This is advance notice that I plan to take the recent publications compilation to a quarter century and then call it a day, as I mentioned at the AGM in Taunton last April. So, two more issues after this one! After that, it may be that I will pass on details of major books and articles for a mention in the Journal or Bulletin, but I think that twenty-five issues is a good milestone to reach, and to draw this service to members to a close, or possibly hand on the reins, if there is anyone out there! No sooner had I sent the corrected proof of last year’s Bibliography to Peter Burton when a number of Irish items appeared in print. These included material in Archaeology Ireland, the visitors’ guide to castles in that country, and then the book on Dublin from Four Court Press, a collection of essays in honour of Howard Clarke, which includes an essay on Dublin Castle. At the same time, I noted that a book on medieval travel had a paper by David Kennett on Caister Castle and the transport of brick, and this in turn led me to a paper, published in 2005, that has gone into Part B, Alasdair Hawkyard’s important piece on Caister. Wayne Cocroft of English Heritage contacted me in July 2009, and I quote: - “I have just received the latest CSG Bibliography, which has prompted me to draw the EH internal report series to your attention.

These were first recognised in 2010 when one was noted as having been dug alongside the prehistoric Cleave Dyke which runs through the plantation. When the area was checked on aerial photographs dating from May 1940, a series of faint marks – previously considered to be possible scratches on the old photo negatives – were recognised as revealing an extensive complex of slit trenches, apparently cut to protect the gliding field just to the south (now home of the Yorkshire Gliding Club) in case of invasion. Further slit trenches were picked up on the south side of the gliding field by the English Heritage survey of Roulston Scar hillfort (which encloses the main part of the gliding field) in 2001, although these were interpreted as defensive positions for firing into the gliding field in case of an enemy landing there. However, the newly discovered examples have clear banks which appear to indicate that they were to provide protection against an attack from the north, although another possibility is that they represent practice works dug to give recruits experience and help make them ready for combat.
