Item 5 Glasgow City Council 6th August 2020 City Administration Committee Report by Director of Community Empowerment and Equalities Contact: Shaw Anderson Telephone: 0141 287 3802 Glasgow Community Planning Partnership: Area Partnerships Funding 2020/21 Purpose of Report: To provide the City Administration Committee with details of further funding decisions taken by the Director of Community Empowerment and Equalities under emergency delegated powers in respect of Area Partnership funding in 2020/21. Recommendations: It is recommended that the Committee notes the decisions taken under emergency delegated powers. This report provides details of funding decisions taken in relation to Glasgow Community Planning Partnership’s Area Partnerships (Area Budgets) under emergency decision-making arrangements. Background. 2. Overall funding for Area Partnerships was included in the Council’s budget for 2020/21 and the allocations to each of the 23 Area Partnerships was agreed by the City Administration Committee on 12th March 2020. 3. The Emergency Committee on 17th March 2020 agreed temporary decision- making arrangements to reduce the need for face-to-face meetings during the coronavirus outbreak. These arrangements included the cancelling of all Community Planning Partnership meetings, including Area Partnerships, for the foreseeable future. To allow Area Partnership funding to continue to be allocated, revised arrangements were put in place following consultation with Cllr Jennifer Layden, City Convener of Community Empowerment, Equalities and Human Rights. The Director of Community Empowerment and Equalities would consider applications for funding under the revised arrangements following consultation with the Area Partnership Chairs, who are all elected members of the Council. 4. On 4th June 2020, the City Administration Committee noted the decisions on funding applications that had been taken by the Director of Community Empowerment and Equalities on 30th April 2020. Further funding approved. 5. The Director considered further applications on 30th June 2020 following consultation with the Area Partnership Chairs. Details of the applications were also provided to the other elected members in each Ward who were asked to provide any comments to the relevant Area Partnership Chair before the Chair responded to the Director. The decisions taken on 30th June 2020 have been reported to all members of the Area Partnerships, published on the Glasgow Community Planning Partnership website and are attached, for information, at Appendix 1.
