Once adopted, VALP will allocate land for development, present policies (district-wide and site-specific) to guide future planning applications and ultimately provide a planning framework for the district up to 2033. 1.1.2 SA is a mechanism for considering and communicating the likely effects of an emerging plan, and alternatives, with a view to avoiding and mitigating negative effects and maximising the positives. SA of Local Plans is a legal requirement.1 2 SA EXPLAINED 2.1.1 It is a requirement that SA is undertaken in-line with the procedures prescribed by the Environmental Assessment of Plans and Programmes Regulations 2004, which transposed into national law EU Directive 2001/42/EC on Strategic Environmental Assessment (SEA). 2 2.1.2 In-line with the Regulations, a report (known as the SA Report) must be published for consultation alongside the draft plan that essentially ‘identifies, describes and evaluates’ the likely significant effects of implementing ‘the plan, and reasonable alternatives’. 3 The report must then be taken into account, alongside consultation responses, when finalising the plan. 2.1.3 More specifically, the SA Report must answer the following three questions: 1. What has plan-making / SA involved up to this point? – Including in relation to 'reasonable alternatives’. 2. What are the SA findings at this stage? – i.e. in relation to the draft plan. 3. What happens next? 2.1 This SA Report4 2.1.1 This report is the VALP SA Report. It is published alongside the final draft – ‘proposed submission’ – version of VALP, under Regulation 19 of the Local Planning Regulations. 2.1.2 Questions 1 - 3 are answered in turn, in order to provide the required information. Before answering Question 1, two initial questions are answered in order to further set the scene: i) What is the plan trying to achieve? ii) What is the scope of the SA? 1 Since provision was made through the Planning and Compulsory Purchase Act 2004 it has been understood that local planning authorities must carry out a process of Sustainability Appraisal alongside plan -making. The centrality of SA to Local Plan-making is emphasised in the National Planning Policy Framework (2012). The T own and Country Planning (Local Planning) (England) Regulations 2012 require that an SA Report is published for consultation alongside the ‘Proposed Sub mission’ plan document. 2 Procedurally SA and SEA are one and the same, on the basis that there is no legislation or guidance to suggest that SA process should differ from the prescribed SEA process. SA and SEA differ only in terms of substantive focus. Specifically, SA has an equal focus on all three ‘pillars’ of sustainable development (environment, social and economic), whilst SEA involves a degree of f ocus on the environmental pillar. SA can therefore be said to ‘incorporate’ SEA. 3 Regulation 12(2) of the Environmental Assessment of Plans and Programmes Regulations 2004. 4 See Appendix I for further explanation of the regulatory basis for answering certain questions within the SA Report, and a ‘checklist’ explaining more precisely the regulatory basi s for presenting certain information. SA REPORT 2 INTRODUCTION SA of the Vale of Aylesbury Local Plan 3 WHAT IS THE PLAN SEEKING TO ACHIEVE? 3.1.1 As discussed above, once adopted, VALP will allocate land for development, present policies (district-wide and site-specific) to guide future planning applications and ultimately provide a planning framework for the district up to 2033. 3.2 VALP objectives 3.2.1 The plan objectives (abridged) are as follows - Meet the needs of new and existing residents through a flexible and pro-active approach to sustainable development which includes a combination of new allocations, more intensive use or conversion of existing built sites and protection of sensitive areas. Provide for housing needs, including unmet needs from elsewhere if appropriate, which will include: affordable housing to meet identified needs; a mix of house sizes and types to meet identified needs; and specific accommodation to meet the needs of an ageing population and those with special housing needs, including the traveller population. Work with partners to secure timely and well-located provision of the infrastructure, services and facilities needed to sustain and enhance existing and new communities including: education, training and community facilities; transport infrastructure including enhanced public transport, (both rail and bus), traffic management, cycling and walking to promote a shift to more sustainable choices; telecommunications including broadband in remote remote areas; police, fire and ambulance services; green infrastructure and sport, recreational and cultural facilities; utilities, and social care and health infrastructure. Development will be distributed across Aylesbury Vale taking a capacity-led approach. It is also an Aylesbury Garden Town first approach. Therefore the main focus of development will be… at Aylesbury Garden Town... The remainder of housing will be then be located at… Buckingham, Haddenham, Winslow and Wendover together with an appropriate level of development at the most sustainable settlements in the rural areas. Protect and enhance the district’s towns, local centres and villages – see Figure 3.1 - including through protection and enhancement of local services and local distinctiveness. It will be valid until 2033. A Neighbourhood Plan is only concerned with land use and development, not community facilities directly, although it can be used to propose detailed actions and use of S106 agreements by directing funding as suggested during the evidence gathering. This Plan is not intended to simply restrict or prevent development occurring in the Parish, but will focus the local Planning Authority’s attention on the wishes of us, the residents, in the development of Wendover. It will serve as an aide to help developers focus on the requisites for successful and appropriate development, sympathetic to our Parish, the history and setting within the Green Belt and Area of Outstanding Natural Beauty.

    About the walk Just a 45 minute train ride from London Marylebone and a few minutes walk from Wendover station you can enjoy the fresh air and fantastic views of the Chilterns countryside. These two walks take you to the top of the Chiltern Hills, through ancient beech woods, carpets of bluebells and wild flowers. There are amazing views of the Aylesbury Vale and Chequers, the Prime Minister's country home. You might also see rare birds such as red kites and firecrests and the tiny muntjac deer. 7 Wendover Woods – this is the habitat of the rare Firecrest, the smallest bird in Europe, which nests in the Norway spruce. Walking gets you fit and keeps you healthy!! 8 Boddington hillfort. This important archaeological site was occupied during the 1st century BC. Situated on top of the hill, the fort would have provided an excellent vantage point and defensive position for its Iron Age inhabitants. In the past the hill was cleared of trees for grazing animals. Finds have included a bronze dagger, pottery and a flint scraper. 9 Coldharbour cottages – were part of Anne Boleyn's dowry to Henry VIII. 4 Low Scrubs. This area of woodland is special and has a 10 Red Lion Pub – built in around 1620.

Without Shirley’s infectious enthusiasm this project would not have happened. Shirley gave unstintingly of her time and energy to protect the area she loved from HS2, but she also knew the importance of assembling robust evidence, using recognised research methods and arming oneself with the relevant facts and figures to fight a cause. Drive and determination had to matched by the evidence. Shirley wanted a proper baseline study on the value of tourism threatened by HS2. At her specific request we raised the money and commissioned Tourism South East, a specialist tourist organisation with a research arm, to undertake the study. The Chilterns Conservation Board, where Shirley had been a dedicated board member for 10 years, kindly agreed to manage the project. Shirley’s wish was to petition to the Select Committee. Through this report she will.     Masterplan July 2020 Foreword The next 30 years is an exciting new era for Aylesbury as it grows into a Garden Town. It is three years since Aylesbury was awarded Garden Town status and given a once in a lifetime opportunity to improve the lives of our community. Since then we’ve been drawing up plans for the way the town will evolve over the next few decades, through listening and engaging with the many different groups that make Aylesbury the great place that it is. We’ve heard from residents and local businesses, as well as stakeholders, community groups and partners - and we’ve used that feedback to shape our Masterplan which builds on Aylesbury’s heritage and strengths and looks to its future opportunities as a Garden Town. Housing 1.1 Wendover is a large market town at the foot of the Chiltern Hills in Buckinghamshire. It is also a civil parish within Aylesbury Vale district. It lies approximately 35 miles to the North West of Central London and 5 miles south east of Aylesbury. The mainly arable parish is 5,832 acres (2,360 ha) in size and contains many hamlets that nestle in amongst the lush forest on the surrounding hills. 1.2 Wendover is an historically important settlement which occupies a prime position at a natural crossing point between two large chalk hills on the Chiltern Ridge. The Ridge wraps around the south-east, south and south-west of the town. To the north, the land slopes gently downwards towards the flat, agricultural land of the vale. The hills to the south of Wendover are easily visible from within the town, making a significant positive contribution to the Conservation Area, and forming a crucial element of the character of the settlement. 1.3 Wendover was first referred to in a Will dating from 965, around St Mary’s church.
