This electronic Invitation for Bid (IFB) will address the requirement for contract furnishings at the Roslindale Branch of the Boston Public Library to be delivered and set up in the period of March 8, 2021 to April 8, 2021. 2. For all furnishings, specific products have been listed. These specifications are based upon design and performance criteria which have been developed for the City of Boston as a result of extensive research and careful analysis of the project and scope of work required. During our design phase, specific manufacturers have been selected for use. It is not necessary to specify that particular line of furniture, however we will expect the quality of your submitted “equal” specification to meet or exceed these standards and a complete product line catalog including fabric, color choices, styles, and options must be included with this bid. A detailed specification that describes the product’s fabrication, materials, construction, finishes, dimensions, and operational details must be submitted with the bid. Any and all alternate submissions will be subject to a sample to be provided within seven days of the request and be subject to extensive review. Failure to supply this information will result in the bid to be rejected. 3. Furnish all labor, materials, equipment, and furniture for a complete installation as indicated on the drawings and specifications for items tagged. 4. The furniture contractor’s written response to this IFB shall include the following: Bid form showing Bill of Materials, unit costs, and extended costs per product. Lead time for each product. The Furniture Contractor is responsible for all final quantity take-offs on all items. Any discrepancies between plans and specifications must be brought to the attention of the Specifier for correction by addenda during the bid period. Any such discrepancies determined and not corrected by addenda shall be resolved on the basis of furnishing the greater quantity without change in unit price. 6. All submitted pricing will include an itemized packing, freight, delivery, and all fees. 7. Prices shall be valid without commitment to the Public Facilities Department for one hundred-twenty (120) days from the bid date. 8. Compliance with California Technical Bulletin #133 is required on this project for all-plastic furnishings; C6, C6A, and C8. Affix label to furniture to indicate compliance with CAL-133 when required. Label to be placed in a discreet location on C6, C6A, and C8. CAL117-2013 Technical Bulletin is required for all upholstered furnishings. All costs associated with meeting codes must be included in the bid. Furniture will not be accepted for delivery without required fire code specified labels. See below for other fire code requirements for upholstered furniture. 9. Deliver and set up in the period of March 8, 2021 to April 8, 2021. Vendors shall be responsible for storing, placing all furniture at no cost to the City of Boston. Owner to confirm these delivery dates 21 days prior. GENERAL NOTES 1. Verify all quantities and dimensions. Correct quantities shall be the responsibility of the Contractor. 2. Verify all upholstery material requirements with manufacturers. 3. Verify all model numbers with all manufacturers. 4. Dimensions shall be figured rather than determined by scale or rule. 5. Initial contact shall be made with manufacturer’s representatives listed on Specification Sheets and on the List of Manufacturers and Sources, and their names shall appear on the purchase orders. 6. Contractor shall bring any discontinued products, shortages, and discrepancies within the Contract Documents to the attention of the Architect prior to proceeding with the work. 7. All submittals for each item must be approved by the Architect prior to purchase, ordering, manufacturing, fabrication, or production. 8. All upholstery core and fitting material shall be fire retardant and should in all respects comply with local fire resistance and flammability requirements. Contractor shall consult with the Interior Designer to determine specific mock-up requirements prior to commencing with the Work. 11. All workmanship and products shall be guaranteed against defective parts, materials, and finish under normal usage for a minimum period of one year from the date of final acceptance. 12. Product warranties and guarantees of manufacturers exceeding one year shall remaining effect for the expressed duration. 13. Warranties shall not commence before Owner acceptance of installed furniture. 14. A minimum one (1) year warranty shall be provided by the Furniture Contractor on all installed items with regard to service. 15. The contractor shall make repairs or render service within ten (10) working days from notice by the Public Facilities Department or the Boston Public Library. 16. The Furniture Contractor shall provide any replacements within fifteen (15) working days from notice by the Public Facilities Department or the Boston Public Library. 17. All furniture and related components as specified shall meet or exceed all appropriate established code and standards regarding durability, performance, and life Safety. Unless otherwise specified, they shall comply as a minimum, with the following standards or any updates thereof: California Bulletin #133 for furnishings fabricated of all plastic. California Bulletin #117-2013 Technical Bulletin for furnishings with upholstery. ASTM-E-84 for surface burning characteristics. AWI (American Woodworking Institute) Premium Grade Quality Standards Occupational Safety and Health Administration (OSHA) ANSI/BIFMA standards for Contract Furnishings 18. Certification: The awarded Furniture Contractor will provide Certification in a loose-leaf binder, verifying compliance with CAL-133 for all plastic furnishings; C6, C6A, and C8. All new Allston-Brighton construction, therefore, should be designed to reduce greenhouse gas emissions as much as possible. In Boston, buildings account for approximately 70% of emissions. The mayor is fully committed to phasing our construction that relies on natural gas or other fossil fuels for heating and cooling. It is my hope that you have plans for 1515 Commonwealth Ave. that includes the most ambitious net zero construction possible. Lawyers for Civil Rights (LCR) and our diverse client communities very much look forward to this new chapter in Boston history, as you become our first Black woman Mayor. For many years, LCR has tirelessly advocated for the City to make critical changes to improve widespread access to equal opportunities, to eliminate discriminatory practices, and to address a lack of transparency between the City and its diverse constituencies. Unfortunately, much of this racial justice advocacy has remained unaddressed and unresolved by prior Administrations. We would welcome an opportunity to work with your Administration to finally address these long-standing race and equity issues. We respectfully urge your Administration to prioritize the following issues in your first 100 days: Take bold steps to dismantle entrenched “old boys networks” that for decades have unfairly and unlawfully deprived minority-owned businesses of equal contacting opportunity; Reform police practices, including increasing transparency and de-coupling policing from mental health services in light of Terrence Coleman’s fatal shooting; Create a municipal ID program to help integrate and empower vulnerable communities – as the City promised to study back in 2017; Take concrete steps to ensure diversity in public employment, so that our public institutions – including but not limited to the Boston Police Department and Boston Fire Department – truly reflect the communities they serve; and Resolve civil rights lawsuits – some of which the City has been fighting for years including Coleman v.
