    Mainstreaming Radical Politics in Sri Lanka: The case of JVP post-1977 Nirmal Ranjith Dewasiri Abstract This article provides a critical understanding of dynamics behind the roles of the People’s Liberation Front (JVP) in post-1977 Sri Lankan politics. Having suffered a severe setback in the early 1970s, the JVP transformed itself into a significant force in electoral politics that eventually brought the United People’s Freedom Alliance (UPFA) to power. This article explains the transformation by examining the radical political setting and mapping out the actors and various movements which allowed the JVP to emerge as a dominant player within the hegemonic political mainstream in Sri Lanka. Furthermore, it also highlights the structural changes in JVP politics and its challenges for future consolidation. Introduction The 1977 general election marked a major turning point in the history of post-colonial Sri Lanka. While the landslide victory of the United National Party (UNP) was the most important highlight of the election results, the shocking defeat for the old leftist parties was equally important. Both the victory of the UNP and the defeat of the left were symbolic. The left’s electoral defeat was soon followed by the introduction of new macro-economic policy framework under the UNP’s rule, which replaced protective economic policy framework that was endorsed by the Left.1 Ironically enough, as if to dig its own grave, the same UNP government helped People’s Liberation Front (JVP), which became a formidable threat to the smooth implementation of the new economic policies, to re-enter into the political mainstream by way of freeing its leadership from the prison.

The institute conducted a closed-door workshop on the research theme and the presentations are being put together as a series of ISAS Insights and ISAS Working Papers. This is the fourth paper in this series. Abstract This paper examines the rise and decline of the Maoist movement in Sri Lanka. It provides a background to the history of Sri Lankan Maoism and looks at the split between the Pro-Moscow and Pro-China groups in 1964. The high point of Maoism in Sri Lanka was the close relationship Nagalingam Sanmugathasan of the Ceylon Trade Union Federation (CTUF) developed with Chairman Mao Tse-Tung and other leaders of the Communist Party of China during the Cultural Revolution. Though some conditions were favourable for Left mobilisation, the movement fizzled out in Sri Lanka. The paper also provides possible explanations for the failure of the movement. These include a disconnect between Maoist doctrine and socio-political realities, the ‘right’ turn in China’s foreign policy, the Sino-Vietnam and Sino-Albanian schisms, and the Tamil ethnicity of Sanmugathasan and his age, which precluded him from participating in armed struggle.

Introduction Interrogating an Obscured Legacy N. Shanmugaratnam 1 ‘The volatility of the national question’, writes Nimni, ‘disconcerted two of the most formidable ideological protagonists of the twentieth century – liberal democracy and Marxism’ (Nimni, 1991: 2). In post-colonial Sri Lanka, the national question posed a formidable political challenge to the liberal democratic and Marxist (Left) parties in a Westminster type parliamentary system implanted by the British colonialists. Communalism had already become a dominant factor in the politics of representation in colonial Ceylon. The ethnic contours of the national question were clearly marked indeed. The left movement, which arrived in the 1930s when communalism had already begun to raise its ugly head in the trade union movement, stood for the unity of the working class and other sections of the people across ethnic divides against colonialism. 2 The so called liberal democrats chose an ideology of ethno- majoritarianism to win elections and form governments. The Left movement, represented by the Lanka Samasamaja Party (LSSP) and the Communist Party (CP), remained a staunch defender of the rights of the minorities and stood against the powerful resurgence of Sinhala Buddhist majoritarianism until the end of the 1950s. The 1960s saw major splits in the LSSP and CP due to domestic as well as international causes. In the early 1960s, both parties decided to adopt a conciliatory approach towards Sinhala Buddhist nationalism and join a united front with the Sri Lanka Freedom Party (SLFP).

C Cambridge University Press 2009 doi:10.1017/S0026749X09004028 First published online 27 July 2009 Sectarian Socialism: The Politics of Sri Lanka’s Janatha Vimukthi Peramuna ( JVP) RAJESH VENUGOPAL University of Oxford, Oxford, UK Email: [email protected] Abstract This paper explores the politics of Sri Lanka’s Janatha Vimukthi Peramuna (JVP) in the post-1994 period, when it re-created itself as a mainstream parliamentary political party and came to play a critical role in the collapse of the 2001–2004 peace process. The fundamental analytical enigma of the JVP lies in explaining its hybrid Marxist/Sinhala nationalist persona, which enabled it to craft a highly effective campaign of opposition to the Ranil Wickremasinghe government’s two- track agenda of peace with market reforms. This paper examines how the JVP’s Marxism relates to its Sinhala nationalism, and how it fits within the Sri Lanka’s Marxist tradition as a whole. It argues that the JVP’s increasing emphasis on Sinhala nationalism post-1999 has occurred in the context of de-radicalisation and parliamentary habilitation, and discusses the relevance of its ideological orientation to the material basis of Sinhala nationalism and its relationship with the social democratic state. Introduction The Janatha Vimukti Peramuna (JVP) is perhaps the most resilient, dynamic and deeply-rooted political force in contemporary Sri Lanka. It occupies a unique position in Sri Lankan political hagiography as an icon of ‘anti-systemic’ rage and youth radicalism.1 Formed during 1966–1967 as a small splinter group that emerged out of the Communist Party (Peking), the JVP had by 1971 recruited and trained thousands of young militants to launch the island’s first anti-state 1 The use of the term ‘anti-systemic’ here follows Jagath Senaratne’s definition, which characterizes the JVP as anti-government, anti-state, anti-ruling class, and anti-‘alternative left-wing power centres’.

    PPWG Assessment – Sri Lanka Conflict Prepared for the United States Atrocity Early Warning Task Force Conflict Background Sri Lanka is a mosaic of languages and religions. The country is peopled mainly by three ethnic groups – Sinhalese (74.9%), Tamils (15.3%) and Sri Lankan Moors (Muslim) (9.3%). Of them, Sinhalese and Tamils use language as the main marker of identity – Sinhala and Tamil. Muslims on the other hand, use religion as the main marker of their ethnic identity. While language might be the dominant element that makes up Sinhala and Tamil identity, 70.1% of the population – almost totally Sinhalese – are Buddhist, while 12.6% Tamils are Hindu, and Muslims are 9.7%. Christians who claim adherents from both the Sinhalese and Tamil ethnic groups are around 7.6% of Sri Lanka’s population. Fighting between the Sri Lankan State and the Liberation Tigers of Tamil Eelam (LTTE) rebels began in 1977. The conflict centered around the Tamils demand for secession after Sinhala Buddhists leveraged State power to discriminate against Tamils and thwart for 28 years Tamils’ non-violent demands for power sharing. Fighting came to bloody end with the government military crushing the LTTE. The UN estimates more than 40,000, mostly Tamil civilians were killed in the last three months of the conflict. The UN found that there were credible allegations of war crimes committed by both sides and recommended a hybrid court be set up for accountability. There was no formal peace accord or agreement between Tamils’ political representatives and the Sri Lankan State, hence root causes of the conflict remain.

    WWW Virtual Library: Tantirimale Page 1 of 14 WWW Virtual Library - Sri Lanka A Lost Revolution: The JVP Insurrection 1971 Rohana Wijeweera was born in July 1943 in Tangalle, and grew up in Kottegoda, a small village in the Matara district. He was admitted to the Goda Uda government Primary Boy's School in the middle of 1947, where he received primary education until 1953. In 1954 he joined the Goda Uda government Senior English School and passed his General Certificate of Education (Ordinary Level - equivalent to grade 10), public examination. His father was said to be an ardent supported of the Ceylon Communist Party. It was reported that his father was severely injured in 1952 when a fight erupted between the supporters of the ruling UNP and the Communist Party. In 1960, Wijeweera, it is said, worked for the Communist Party candidate, Aelian Nanayakara, in Devundara. Subsequently, in 1960, Wijeweera received a scholarship to study medicine in Russia. In 1962, during the Chinese-Russian split, he took the side of China. In 1964, Wijeweera returned to Ceylon on vacation, but the Russian Embassy in Colombo, on instructions from Moscow, refused to grant him visa to go back to Moscow to continue his education. Once it was confirmed that he could not continue his studies in Russia, due to his publicly known sympathy for China, he joined the newly formed Ceylon Communist Party led by N Shanmugathasan. By the end of 1964, he joined the party as a full-time functionary, receiving a monthly allowance of Rs150. While in the party, he slowly joined dissident groups within the party, who were dissatisfied with Shanmugathasan's leadership.

The Janatha Vimukthi Peramuna (JVP) came into being in the late 1960s just as the political dynamics that led to the eventual establishment of the first Sri Lankan republic were crystallising. How would you locate the JVP, its ideology and programme in relation to this constitutional reform debate, which was at the time conducted primarily between the United Left Front and the UNP-led government? In order to clarify the JVP’s position, we need to understand the political and economic transition of Lanka from the colonial to the neo-colonial stage of capitalist development that occurred particularly during the 1940s. Neo–colonialism was much more sophisticated than colonialism, because neo-colonialism generated not only economic dependence, but also political, religious, ideological and cultural dependence. Responding to the growing anti-colonial militant struggles in the colonies, colonialists trained pro-colonial elements that followed the colonial image itself in everything they did. The ‘independence’ illusions created with the help of the pro- colonial elite were used to hoodwink people in the colonies. This political and economic strategy of the colonialists became known as neo–colonialism. This was not an exclusive view of the JVP, but the view of all progressive people at the time including the Third International, Fourth International and the traditional Left parties of Sri Lanka, the Lanka Sama Samaja Party (LSSP), the Communist Party (CP) and the Mahajana Eksath Peramuna (MEP).
