C. Kandpal (Sr. Advocate), Convener, Uttarakhand Advocate Front. In the aforesaid representation, due justification has been provided to relocate the Hon'ble High Court. It is high time it was relocated. Inter alia, the high court should be evenly accessible to everyone in the state. Kandpal, Senior Advocate, I wish to put certain view-points, hoping for your consideration to the same. The reasons cited for relocation of the Hon'ble High-court are not new to a person residing in any of the hill station in Uttarakhand. However, it seems from the representation that the employees of the Hon'ble High-court don't want to stay there and planning to migrate to plain region like other employees working in various departments in the state of Uttarakhand, for getting basic infrastructure facilities like education and healthcare. It would be very painful and hurting situation for the activists and fighters of Uttarakhand State, who wanted a hill state, considering the points mentioned in the report. However, the presentation is in English language and most of the people of Uttarakhand can't understand it. My confusion is, if a Senior Advocate knows about the situation of Medical and educational institutes of Nainital and other hilly region, why didn't the Hon'ble court instruct the govt to improve it? Why the policies are not being formed to improve the basic infrastructure of the state? It seems that the Hon'ble High-court is hiding from it's responsibilities, for not being able to provide justice to the people of hilly region in basic healthcare and education. However, National Law University may be proposed in HMT area as expressed in the presentation. Raatikainen (tomi.raatikainen@fmi.fi) Abstract. We have measured black carbon properties by using a size-selected Single Particle Soot Photometer (SP2). The measurements were conducted in northern India at two sites: Gual Pahari is located at the Indo-Gangetic plains (IGP) and Mukteshwar at the Himalayan foothills. Northern India is known as one of the absorbing aerosol hot spots, but detailed in- formation about absorbing aerosol mixing state is still largely missing. Previous black carbon equivalent black carbon (eBC) 5 mass concentration measurements are available for this region and these are consistent with our observations showing that refractory black carbon (rBC) concentrations are about ten times higher in Gual Pahari than those at Mukteshwar. Also the number fraction of absorbing rBC-containing particles is higher in Gual Pahari, but individual absorbing particles including rBC-containing particles and their size distributions are fairly similar. These findings indicate that particles at both sites have similar local and regional emission sources, but aerosols are also transported from the main source regions (IGP) to the less 10 polluted regions (Himalayan foothills). Detailed examination of the absorbing rBC-containing particle properties revealed that they are most likely irregular particles such as fractal aggregates, but the exact structure remains unknown.
