Project partners, including Winrock India, Delhi; Centre for Economic and Social Studies, Hyderabad; Sambalpur University, Sambalpur; Ramakrishna Mission, Calcutta; and Environmental and Resources Development Center, Pokhara, are undertaking studies to understand the actual livelihood impacts of different PFM implementation strategies in India and Nepal. Participatory Forest Management Implementation and Livelihood Impacts: Concepts and Assessment Methods Oliver Springate-Baginski & Piers Blaikie About the Author: Kailas Sarap is at present Professor of Economics at Sambalpur University, Sambalpur, Orissa and has been a visiting fellow at the University of Namur, Belgium, and Common Wealth Fellow at the University of Oxford. He has previously published a number of articles in leading journals, including the Journal of Peasant Studies; the Cambridge Journal of Economics, Development and Change, Economic and Political Weekly and Indian Economic Review and a book entitled “Interlinked Agrarian Markets in Rural India ”. Recently, he has completed studies on “Land and Livelihood in Orissa” and “Facets of Rural Development in Orissa”.     THE VOLUNTEER PLEDGE I shall serve as a volunteer, to the best of my ability, the depressed, the underprivileged, and the needy, with true voluntary spirit, equality and democratic fervour. I shall develop such judgement, affection and patience, that my voluntary service will heal ill feelings and distress. I hereby pledge myself to compassion, kindness and empathy, that will enter into the joys and sorrows of all whom are needy, afflicted or erring. I shall never lose faith in the value of every human being, and the capacity of human beings to change their ways of life and thinking. But it did not progress fast. There are Several reasons for the above approach of the British towards the education in Odisha.(1) the British was quite apathetic towards the spread of higher education in Odisha. (2) although it wanted that the people of Odisha should learn English, but it never wanted to make them highly educated. It simply wanted a working knowledge of English only to create a clerical class of people as it wanted in case of India also.(3) higher education was very expensive. Prior as well as posterior to the formation of ministries along the principles of Government of India Act, 1935, the leaders of the Utkal Pradesh Congress Committee and the Utkal Pradeshik Shamyavadi Karmi Sangathan had promised the poor peasantry to redress different peasant issues provided they would form government. Due to the circumstances of ‘bounded reciprocity’ between the peasantry and the congress party, the congress party was able to win the election and consequently formed the ministry in 1937.
