INTRODU CTION Media ownership and the regulatory environment define the way the media operates in Singapore. Political, regulatory and structural control over the local media restricts and discourages the development of an environment where views can be expressed freely. A culture of self- censorship can be observed, created by and enforced through lawsuits or the suspension of offending publications, or the threat of such action. Furthermore, foreign media activities are restricted and regulated closely in an effort to control the flow of information and free expression. Although there are debates over the censorship of nudity, pornography and homosexuality in the media, the area that receives most active scrutiny by the government is the media space that allows opposition parties, civil society opponents and foreign journalists to comment on local issues. Since the arrival of the Internet in Singapore in 1995, the People’s Action Party (PAP) government has actively sought to control the supply of online political content during the election campaign period. This paper looks at how online political expressions of ordinary Internet users and the regulations to control them have taken shape during the last three general elections in 1997, 2001 and 2006.

    OPENING OF THE LEGAL YEAR 2021 Speech by Attorney-General, Mr Lucien Wong, S.C. 11 January 2021 May it please Your Honours, Chief Justice, Justices of the Court of Appeal, Judges of the Appellate Division, Judges and Judicial Commissioners, Introduction 1. The past year has been an extremely trying one for the country, and no less for my Chambers. It has been a real test of our fortitude, our commitment to defend and advance Singapore’s interests, and our ability to adapt to unforeseen difficulties brought about by the COVID-19 virus. I am very proud of the good work my Chambers has done over the past year, which I will share with you in the course of my speech. I also acknowledge that the past year has shown that we have some room to grow and improve. I will outline the measures we have undertaken as an institution to address issues which we faced and ensure that we meet the highest standards of excellence, fairness and integrity in the years to come. 2. My speech this morning is in three parts. First, I will talk about the critical legal support which we provided to the Government throughout the COVID-19 crisis. Second, I will discuss some initiatives we have embarked on to future-proof the organisation and to deal with the challenges which we faced this past year, including digitalisation and workforce changes. Finally, I will share my reflections about the role we play in the criminal justice system and what I consider to be our grave and solemn duty as prosecutors.

Games We Play On Singapore Telly In the mid 1990s, Singapore opened its doors to the international broadcasting community. The past four years in particular have seen steady policy-driven liberalisation of its print, television and multimedia industries. This has jumpstarted the local TV production industry and stimulated terrestrial network competition. While the two terrestrial TV networks compete voraciously for a small, fragmented, multilingual and increasingly sophisticated domestic TV audience, the localisation of international TV game show formats like Millionaire and The Weakest Link appear as attractive solutions to consolidate and build the audience base. TV gameshow formats have become one of the ‘formatting’ strategies that this industry employs to develop ‘local knowledge’ and ‘position’ themselves in the battle for audience ratings and eyeballs. This article will present findings and offer new insight into the impact of TV formats on the local television production, programming and audiences in Singapore.

Mr Chairman, let me first thank the Honourable members for their comments and suggestions. Given the constraint of time, I shall endeavor to elaborate on the policy intent and address specific comments wherever possible. A2. The issues that Members have raised reflect the challenges we face in this unprecedented economic crisis and centre around three broad areas of concern: i) First, the impact of the crisis on our reserves and investment returns; ii) Second, how the Government would maintain fiscal efficiency, and measure the effectiveness of its programmes. iii) Third, suggestions on how we can enhance the competitiveness of our tax regime, and how we can leverage on it to achieve social and environment policy objectives. 1 A3. Founding Prime Minister Mr Lee Kuan Yew’s former home at 38 Oxley Road (henceforth referred to as the “Property”) is a single-storey bungalow surrounded by low-rise residential developments. 2. The issue of whether to preserve Mr Lee’s home after his passing, to demolish it, or some other option has become a matter of public interest. Shortly after Mr Lee’s passing on 23 March 2015, PM Lee Hsien Loong addressed this issue in Parliament on 13 April 2015, where he said that “there is no immediate issue of demolition of the house, and no need for the Government to make any decision now”, given that Dr Lee Wei Ling “intended to continue living in the Property”. He also stated that “if and when Dr Lee Wei Ling no longer lives in the House, Mr Lee has stated his wishes as to what then should be done…however, it will be up to the Government of the day to consider the matter”. 3. Though there is no immediate need for a decision, given the significant public interest in the Property, the Cabinet 1 approved setting up a Ministerial Committee (“Committee”) on 1 June 2016 to consider the various options. The Committee was asked to prepare drawer plans of various options and their implications, with the benefit of views of those who had directly discussed the matter with Mr Lee, so that a future Government can refer to these plans and make a considered and informed decision when the time came to decide on the matter.
