2.0 INTRODUCTION OF PROJECT /BACKGROUND INFORMATION.  Sand minor mineral mines/quarries of ‘Kanki Sand Unit’ having total area of 4.413 ha contain one mining blocks Mining will only be carried out in River Bed Block (4.413) with proposed production of 50000 cub m/Year  The Letter of Intent (LoI) for these two blocks has been issued by the Director of Mines & Geology Department, Madhya Pradesh in favor of M/s Moil Limited for removal of sand from village - Kanki, Tehsil – Lalbarra and Distt. – Balaghat.

 The mining will be carried out by open cast method. Loading will be done by machinery.  The entire sand produced will be used in backfilling of the MoiL, Exhaust Mines  The project will also generate much needed employment to the local people. Economy of the area will get a boost and there will be an overall growth of the region in terms of standard of living, education, health and transport.

2.2 Brief Description of the Nature of the Project:  The Letter of Intent (LoI) for Kanki Sand Unit has been issued by the Director of Mines & Geology Department, Madhya Pradesh in favor of M/s Moil Limited for removal of sand from village - Kanki, Tehsil – Lalbarra and Distt. – Balaghat. for the period of 20 years with some necessary terms & conditions. Refer Annexure no.1.

 Mining of River Sand is proposed in the river bed, the total mining area is 4.413 ha. Mining will be carried out by opencast method in the river bed area of 4.413Ha. Proposed production is 50000 Cub m/year of Sand.

2.3 Need for the project and its importance to the country and or region: The demand for sand is increasing day by day construction activities & infrastructure development. With the rapid pace of development and industrialization, the demand of building material has enhanced manifold in the last 10-15 years and the demand of sand has risen mainly in infrastructure activities like roads, highways, buildings & townships. Sand mining not only narrows the gap between the demand and supply if building material but also enhances employment opportunities and economic growth of the region. Besides, the production will also benefit the State in the form of revenue generation. Apart from this, the project will generate direct and indirect employment opportunities from the nearby villages. Also, the mine management will conduct medical camps at regular interval in the nearby villages and will help in providing infrastructure like school furniture, water tankers, etc.

2.4 Demands-Supply Gap: The entire sand of this project will be used for backfilling of Bhareli and

Ukwa underground mines. 2.5 Imports vs. Indigenous Production

There will be no import for the project. There will be indigenous inputs in the entire mining activity.

2.6 Export Possibility

The mining activity is not prospecting exports.

2.7 Domestic/Export Markets The entire sand of this project will be used for backfilling of Bhareli and

Ukwa underground mines.

2.8 Employment Generation (Direct or Indirect) The mining project will generate direct & indirect employment. About 10 people will get direct employment. The local persons will be given employment in the project. Indirect employment in allied and related industries, such as transportation, maintenance, food etc. will also be generated by the project.

3.0 PROJECT DESCRIPTION 3.1 Type of Project including interlinked and interdependent projects: The proposed project is not an interlinked project. It is an independent project that involves extraction of sand from Wainganga riverbed of , Madhya Pradesh.

3.3 Details of Alternate Site Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental Considerations Gone Into Should Be Highlighted: Mining is site specific project hence no alternate site is considered.

3.4 Size/Magnitude of Operation: 3.4.1 Total mining area as per the LoI is 4.413 ha having one mining blocks v.i.z River Bed Block (3.91Ha) and Construction of temporary roads within the River Bed (0.51 Ha). 3.4.2 Reserves  Proved Reserve in River bed area as estimated as per UNFC Code (111) = 84000 cub m.  Annual Production in cub m = 50000 cub m./year

3.5 Project Description with process details: It is river bed mining project of River sand from the river bed area of 4.413 ha, in Wainganga River. Proposed production is 50000 cub m. /year The open cast mining method will be used. Only excavation & loading activities will be required as the mineral is loose and no drilling & blasting is required. The activity will involve the following: • Sand from river bed will be mined till a depth of 3 metres. • JCB will be used for lading purpose only • Proper benching of not more than 3 m height will be maintained. • Roads will be properly made and water sprinkling will be done for dust Suppression.

Mining will be done scientifically as stipulated by Madhya Pradesh Minor Mineral Concession, Stocking, and Transportation of Minerals and Prevention of Illegal Mining Rules, 2012.

Special conditions for river bed mining: In case of river bed mining/ excavation of minor mineral, in order to ensure safety of river-beds, structures and the adjoining areas, the following special conditions shall be abide by the lessee:-  No mining would be permissible in a river-bed up to a distance of five times of the span of a bridge on up-stream side and ten times the span of such bridge on downstream side, subject to a minimum of 250 meters on the up-stream side and 500 meters on the down-stream side;

 The maximum depth of mining in the river-bed shall not exceed three meters measured from the un-mined bed level at any point in time with proper bench formation.  Mining shall be restricted within the central 3/4th width of the river/rivulet.  The mining area falls under one blocks. The River Bed Block (3.91 Ha) and Construction of temporary road within the River Bed Block (0.51 ha). Mining will be carried out in River Bed Block (4.413 ha).as shown in the Plates. 3.6 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Products, Mode of Transport of Raw Material and Finished Product:

No raw material will be required. The operation involves extraction of sand in its existing form and then loading the material into trucks which will transport the material to the local market.

3.7 Resource optimization/ recycling and reuse envisaged in the project, if any, should be briefly outlined. Not applicable.

3.8 Availability of water its source, energy/power requirement and source : Total Water requirement is 1 KLD, Drinking water to the staff and workers shall be supplied from hand pump and water tanker. Water for other uses will be made available from the river.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management /disposal: Solid Waste: There will be no generation of waste as recovery of mineral is 100 %. The entire mineral will be used for backfilling of the older excavated mining area of the Moil. Liquid Effluent: Septic tanks/portable toilets will be provided at the project site and therefore there is no chance of generation of any liquid effluent from the project site.

4.2. Land form, land use and land ownership: Total mining area is 4.413 Ha The mining area falls under one blocks. The River Bed Block (3.91 Ha) and Construction of temporary road within the River Bed Block (0.51 ha). Mining will be carried out in River Bed Block (4.413 ha).

4.3 Topography:

The topography of the applied area is mainly plain land gently dipping towards North to South side indicating the flow of direction of River. The

highest and lowest elevation of the lease area is being same 299 mRL. The applied area forms a part of Survey of India topo-sheet no. 64C/1, 64C/2, 64C/5 & 64C/6 and located between Latitude 21°49'53.7"N to 21°49'47.7"N Longitude 80°10'7.8"E to 80°10'1.9"E.

4.4 Existing Land use Pattern: Kanki Sand lease area is located in south west of village Balaghat. The nearest vllage is Kanki, which is situated towards east south from the lease area at a distance of 1 Km. approximately. The lease area is situated in the flat terrain and within the Wainganga River bed. The surrounding areas are mostly virgin/ occupied by village hutments and some cultivated areas. The main agricultural product is paddy and some areas are cultivated for spices such as tur dal, Channa etc.

4.5 Existing Infrastructure: The following infrastructure is available:  The site is connected by SH- 11 which is at a distance of 1.63 km in East direction.  SH-26 which is at a distance of 1.93 km towards SSE direction  Balaghat Railway Station (3.85 km, SE)  Birsi Airport (Maharastra) (36 km, SSE)

 Proper power supply is present in nearby villages. Site services as per Mines Rules 1956 will be developed. First-Aid station with all necessary medical facilities, Toilets as per the provisions of Mines Rules will be developed. Regular medical checkup of the mine employees will be carried out as per the provisions of Mines Rules 1956.

4.6 Soil Classification: The district is broadly covered by three types of soils. Black cotton soils, Sandy loam & lateritic soil

4.7 Climatic Data From Secondary Sources The Climate of Balaghat District, M.Pis sub- tropical characterized by a hot summer and general dryness except during the southwest monsoon season. The year may divided into four seasons. The cold season, December to February is followed by the hot season from March to about the middle of June. The period from the middle of June to September is the southwest monsoon. October and November form the post monsoon or transition period. The normal annual rainfall of Balaghat district is 1294.5 mm. received maximum rainfall during southwest monsoon period i.e. June to September. Thus, surplus water for ground water recharge is available only during the southwest monsoon period. C and minimumThe normal maximum temperature recorded during the month of May is 43 C. The normal annual means maximum and minimum temperaturesduring the month of December is 8 Cof Seoni district are 32 & C respectively.8 During the southwest monsoon season the relative humidity ranges between 70-75%. In the rest of the year it is drier. The driest part of the year is the summer season, when relative humidity is less 34%. May is the driest month of the year. The wind velocity is higher during the pre monsoon period as compared to post monsoon period. The

maximum wind velocity 7.7 km/hr observed during the month of June and minimum 3.9 km/hr during the month of December.

4.8 Social Infrastructure

 Kanki is the nearest village and central point in this area and here educational facilities are available in the form of primary and secondary schools.

 Village people are availing drinking water facilities generally from the Hand pump, open well and tube well.

 Communication services like post office and telephones are available in the nearby village. Some of the villagers have mobile phones.

 An occupational health unit will be organized and the proposed measures will be adopted:  Pre & Periodical Medical Checkup program for all the workers.  Compulsory medical checkup program and first-aid box with necessary equipment will be provided.  Training for workers regarding occupational hazards. Safety equipment i.e. dusts mask, safety shoes, gloves etc.

5.0 PLANNING BRIEF

5.1 Planning Concept  Proposed Method of Mining in River bed mining is for extracting sand from Wainganga River bed. As per Madhya Pradesh Minor Mineral Concession Rules, 2012 extraction is limited to 3.0 m depth or above ground water table, whichever comes first. Mining activity will be carried out in allocated areas only.  Activities will be carried out as per the production schedule given earlier. The mining quarry will be working as self sustained units with all facilities

like site office, rest shelter, first aid and drinking water etc. Mineral will be removed in 3.0 m layer.  This is as per the digging depth of the equipments. Mineral will be loaded in trucks. Trucks and equipments will be on hire basis. No overburden or waste will be generated as the sand is exposed in the river bed.  Workings will be restricted within the lease area/ khasra as per the description report given by Mining Department. Mining activities will be carried out in a manner so that there is no obstruction to the movement of water flow, if any. Mining operation will not be carried out during monsoon season.

5.2 Population Projection: Man power requirement for mining is estimated to be 10 Nos. Most of the employees will be recruited from neighboring areas depending upon the availability of skilled & unskilled people. So there will no permanent migration of people, hence there will be no population projection. .

5.5.3 Health and safety System The collection of minor minerals from the river bed does not cause any occupational ill effects. Except dust generation (which is negligible as the River beds are wet) during dry climate season i. e. summer. There is no source which can show a probability for health related diseases. Dust masks will be provided to the workers working in the dust prone zones.

During the opencast working, and allied activities, all the precautionary measures shall be taken into account as per MMR 1961 and MCDR 1988 for safety and security.

6.0 PROPOSED INFRASTRUCTURE 6.1 Industrial area (processing area) No industrial area is proposed. 6.2 Residential area (non-processing area) As the project will provide employment to people from local area, no residential area has been proposed for the project. 6.3 Greenbelt development A suitable combination of trees that can grow fast and also have good leaf cover to contain dust pollution shall be adopted to develop greenbelt. Greenbelt development will be done wherever possible.

6.4 Social infrastructure The project proponent will be committed for social development structures like health camps and minor physical structures in health centers. 6.5 Connectivity (traffic & transportation) The mined sand will be transported by hired trucks. Loaded trucks will travel on existing village roads which connect to SH-26 which is at a distance of 1.94 km in SSE direction and Sh-11 which is at a distance of 1.63 km in East direction through which the sand will be sent to various destinations. 6.6 Drinking water management Drinking Water will be made available from hand pump. The water requirement for mining & allied activities (sprinkling, greenbelt development), drinking and plantation have been estimated to be 1 KLD. The break-up of water requirement is as follows:

7.0 REHABILITATION & RESETTLEMENT PLAN There is no human settlement within the mine lease area. No human settlement will be disturbed due to the mining activity. So, no Rehabilitation and resettlement is proposed.

8.0 PROJECT SCHEDULE 8.1 Proposed Schedule and Approval for Implementation The Proposed project shall be established after getting the Environmental Clearance from regulatory authority.

8.2 Project Cost Estimation Estimated Project Cost for the proposed project is 5.5 Crore/- (A) Capital investment (B) Estimated Project Cost with the proposed production is = 5.5 Crore. (C) CSR Budget = Rs. 0.50 lac/ year (D) EMP = Rs. 1.00 lac/-year

Economic Viability Not Applicable the mine out sand will be used for re-storage of the existing mine out pit of the project proponent.

9.0 ANALYSIS OF PROPOSAL

The project will provide employment to the people residing in vicinity directly or indirectly by the project. This also ensures scientific method of sand extraction. The appropriate amount of corporate social responsibility is promised by the project proponent. The underlying benefits through the proposed project are:  It aims to provide additional employment to the local population of the proposed project. As there would be vocational training camps and Technical Training of mining to the regional people, hence there will be potential manpower available for the proposed & surrounding mines of the area.  For extracting the mineral no blasting will be carried out. Conveyance facilities to all employees, for daily commuting will be provided.  Refresher training will be imparted as per the requirement to generate potential manpower. Workers will be imparted training in use of personal protective equipments.  In addition to this the project proponent proposes to conduct health care camps and medication programmes.

As per the preliminary data, the above activities were identified on the need based requirement of the study area. Further activities will be analyzed, after the analysis of the baseline data generation and socio- economic field observations; the appropriate sustainable development will be contributed and projected by the proposed project. =====*********=====
