Chima Okereke, PhD Development of Infrastructure to stimulate the Nigerian economy and case for a Nigerian National Programme Management Office (PMO) O. Chima Okereke, PhD With oil prices now stabilised at a low level in the global market, the Nigerian Federal Government plans to stimulate economic activities by investing thirty percent of its 2016 budget, the first budget of the administration, on development of infrastructure. A research on the projects earmarked for funding shows that these are mostly, if not all, from the last administration which have been abandoned because of lack of fund. With the change of government in May 2015, the projects did not receive any more funding until they stopped. This paper discusses the topic in the following headings: 1. The government stimulation plan and projects to be reactivated. 2. Foreign and local investors 3. Probable criteria used to determine the projects and the implication of projects being abandoned 4. Project management practice in governments of some advanced nations and a business justification for a National PMO 5. Concluding remarks 1. The government stimulation plan Greatly diminished energy income has prompted Nigeria to look to private sector and foreign financing to help develop its infrastructure in a bid to stimulate its economy. The Nigerian Federal Government announced plans in November 2015 to set up a $25bn infrastructure fund for long-term projects in the transport and energy sectors. -

[email protected], *Author for correspondence Email: [email protected] Abstract Purpose: The study examined the effect of airport marketing attributes on word of mouth communication at the Sam Mbakwe Airport, Owerri, Imo State, Nigeria. Design/Methodology: The descriptive survey research had a dataset of 150 domestic passengers found at the Sam Mbakwe Airport, Owerri during the study period in November, 2019. A well structured questionnaire containing 14 items in addition to 4 demographic items was used to elicit data from the respondents. With the help of SPSS, the data gathered was utilised to validate the model developed for the study empirically through statistical tests. Findings: The inferential statistical analysis revealed that airport terminal facilities and airport security and safety had significant effect on passengers’ word of mouth communication. Originality: The recognition of airport terminal facilities and airport security and safety as marketing attributes having effect on passengers’ behavioural intentions constitute a novel contribution -

[email protected] [email protected] [email protected] Abstract The increase in international and domestic movement of passengers and cargos have made the air transport business more especially airports to be more busy in terms of paseenger and aircraft traffic. The aim of this study is to evaluate the airport efficiency performance in Nigeria using DEA-BCC model approch. Non parametric method of production frontier approach were used to analyse 30 airports panel data of the study period from 2003- 2013 in relation with the airport multiple inputs (terminal capacity, runway dimension, number of employees, total assets and total cost) and outputs (passenger throughputs and aircraft movement). The result shows that there is high significant relationship between some inputs (total assets, runway dimension and employees) and the outputs. The efficiency scores of the various airports are determined from the output-orientation analysis. The result also shows that hub airport, commercial/large city airport and private airport are the ones that are productive and efficient. Finally, policy implication on how the inputs are to be improved to make the airports that are not efficient to be efficient. Work will start in early 2013. Declan Collier, the airport’s CEO said: “With the investment we’re announcing today and the further infrastructure work over the next three years, we can reach our permitted capacity, maintain our high standards, and absorb some of the European air traffic from other airports in the Southeast that are beginning to feel the strain.” It is hoped that the number of aircraft movements will grow from 70 000 to 120 000 a year, with passenger numbers swelling from 3.2 million to as many as 10 million. The airport has ten airlines operating flights to some 45 cities and has grown significantly since opening in 1987. London-Heathrow Airport has held a topping-out ceremony for the Terminal 2 satellite pier, T2B, to mark the final stage of Phase 1 of the GBP 2.5 billion project. The event signalled the completion of construction of the 522-m long satellite pier that will have 16 boarding gates and - once finished - will be connected to the main Terminal 2 by a walkway beneath the airfield. Steve Morgan, BAA’s Director of Capital, said: “We have reached a significant point in the construction of the satellite pier of Terminal 2. -

NATIONAL INTEGRATED INFRASTRUCTURE MASTER PLAN Iii
FEDERAL REPUBLIC OF NIGERIA NATIONAL INTEGRATED INFRASTRUCTURE MASTER PLAN ` Classified as Confidential NATIONAL INTEGRATED INFRASTRUCTURE MASTER PLAN iii Foreword I am delighted to present the Revised National Integrated Infrastructure Master Plan (2020-2043) produced by the Federal Ministry of Finance, Budget and National Planning. The Revised National Integrated Infrastructure Master Plan (NIIMP) gives update on some of the infrastructure development activities, spending, and progress achieved on the capital projects executed across the seven key infrastructure asset classes namely: Transportation; Energy; Social Infrastructure; Information and Communications Technology; Housing; Agriculture, Water & Mining; Security and Vital Registration. The NIIMP provides the roadmap for building a world-class infrastructure that will guarantee sustainable economic growth and development. It would enable the nation to take advantage of the vast opportunities in the domestic and global economies to enhance the nation’s competitiveness and improve the quality of life of the citizenry. In recent years, the Federal Government adopted different strategies in addressing the huge infrastructure gap in all the sectors of the Nigerian economy. Some of these strategies include the Nigerian Vision 20:2020, the National Integrated Infrastructure Master Plan (NIIMP) and the Economic Recovery & Growth Plan (ERGP) that form the basic government blueprint for building world-class infrastructure required to grow the economy and improve Nigeria’s global competitiveness. The revised NIIMP provides an integrated view of infrastructure development in Nigeria, with clear linkages across key sectors. It identifies and elaborates on enablers for successful implementation in line with the current economic realities. It takes stock of existing infrastructure and identifies the required investments to bring infrastructure to the level desired by Nigerians in line with the country’s growth aspirations.
