Summary of Academy for School Leadership (DASL) Professional Programs

DASL has provided professional learning opportunities and school-based leadership training for over 20 years in Delaware and nationally. DASL’s signature leadership programs (Appendix A), along with our many customized programs, focus on the individual needs of the schools and districts we serve. DASL’s offerings continue to evolve as new research comes to the forefront. DASL has earned credibility by working collaboratively with schools, districts and Departments of Education for the past twenty years. The staff has also earned a national and international reputation, providing consultative and advisory services to Department of Education staff and professional administrators’ organizations in Hawaii, Kentucky, South Carolina, Ohio, New York, Iowa, Kansas, Wyoming, North Carolina, New Mexico, Georgia, Maryland, California and Alabama and training in the countries of Trinidad and Tobago and Greece. DASL also partnered with the professional learning community convened by Albany State University for the purpose of collaborating with faculty of 14 universities in redesigning leadership preparation programs. DASL leadership specialists trained 40 university faculty who work with principal interns using DASL’s blended coaching model. This work supported the Wallace Foundation University Principal Preparation Program Initiative (UPPI). In addition, DASL has developed and maintained national partnerships with a variety of organizations to augment services it provides to Delaware educators and national and international clients (see Appendix B: DASL’s National Partnerships).

In order to demonstrate DASL’s broad-range expertise, ability to customize professional learning opportunities and nimble operations, below are our most recent accomplishments during the past twelve months.

Building Partnerships ● Developed partnerships with 25 school districts to support school leaders ● Brought together 28 school teams for an onsite and virtual Professional Learning Network focused on Principals’ Role in Leading Special Education. DASL’s experience with similar type and size of clients. The large majority of DASL’s customer base is K-12 schools (95%). DASL also supports the Pre-K and collegiate levels (5%). DASL’s work with higher education faculty is often related to school leader preparation programs (Albany State University in Atlanta, GA and North Carolina State University in Raleigh, NC). DASL has provided similar professional development, and leadership training services requested by CUSD to several similarly sized or larger clients. For example: 1) Long Beach Unified School District, CA (81,000 students). Recently, DASL provided a professional development program for school teams on the use of the design thinking process for school improvement. This project involved preparing and customizing approximately 30 hours of learning experiences for 75 educators (administrators and teachers) and the leadership of a team of a dozen facilitators who were supporting the vision for the training. 2) Delaware Department of Education (138,000 students). Some of the most recent services provided include: ● Administrator Evaluation System Training – DASL trained and credentialed every administrator in the State. ● Online professional learning Series -DASL created a 6-module online professional learning series aligned to the administrator evaluation system. ● Administrator Induction Program – DASL provided 1:1 onsite coaching to second year assistant principals across the State. ● Developed and led 10 school teams through a year-long series utilizing the Design Thinking protocol. 3) Red Clay Consolidated School District (17,000 students). ● DASL facilitated professional learning for leadership teams to guide work in distributed leadership.

DASL Team Biographies (Resumes can be found in Appendix C.)

Jackie Wilson has been advocating for state policy that supports standards, training and improved working conditions for school leaders for 20 years. She has over 40 years of experience in education including teaching, reading specialist, assistant principal and principal, Director of Professional Accountability at the Delaware Department of Education, and higher education. She was selected Delaware’s National Distinguished Elementary School Principal (2002) and a USDOE National Blue Ribbon School Principal (2001).

Dr. Wilson is an assistant professor in the School of Education where she teaches the Classroom Management and Discipline in the Master of Education Program and Leadership Theory in the EDD School Leadership Program. She has also served as the director of the Delaware Academy for School Leadership (DASL) since 2010. In 2015-2017 she led the merger of three professional development centers and designed a comprehensive model of professional development that includes content and leadership coaching and professional learning. In her role as the Director of the Delaware Academy for School Leadership, Dr. Wilson leads a team of leadership specialists providing professional development and coaching support to education leaders. She continues to serve as a consultant and technical assistance partner with NASSP, NAESP, CCSSO, NGA,, AASA,, the New York City Leadership Academy, American Institute for Research, and the Wallace Foundation. Dr. Wilson’s current work includes leading NASSP’s School Leaders Academy using design thinking for school improvement; serving as consultant to three urban districts engaged in the Principal Pipeline Learning Community; and as a consultant to an urban school district focused on equity focused school leadership pipelines. Dr. Wilson also spent three years facilitating a project group for the Wallace Foundation Principal Pipeline and Principal Supervisor Initiative; and serving as a team facilitator at North Carolina State University as they work on the redesign of their principal preparation program. Dr. Wilson was selected as the Executive Director of the National Policy Board for Educational Administration in April 2018. She works in collaboration with professional organizations, states and districts on the adoption and implementation of the Professional Standards for Educational Leaders and the National Standards for Leadership Preparation.

Sharon Brittingham has 47 years of Delaware public education experience including 24 as a middle school language arts teacher and ten as an elementary principal. Both her elementary and middle schools were National Blue Ribbon Schools. Sharon has an extensive background in special education, gifted education and literacy. In addition, she has years of successful leadership coaching and professional development. Sharon has presented at national and state conferences as well as trained educators in Maryland, Hawaii, New York, Pennsylvania, and Tobago. EdTrust (It’s Being Done, Karin Chenoworth) and PD360 (Schools that Succeed video series) recognize the work Sharon did in turning around her elementary school.

Mark Holodick brings to DASL over 20 years of administrative leadership experience in the PK- 12 system. In 2009, Dr. Holodick was appointed Superintendent of the Brandywine School

District. Prior to being named Superintendent, he was Principal at Concord High School and at a blended middle and high school in the . Dr. Holodick was recognized as Administrator of the Year for 2016 by the Delaware Association of Educational Office Professionals and previously was named the School Administrator of the Year by the Delaware Association of School Librarians. He is proud to have been recognized by peers and named 2017 Superintendent of the Year by the Delaware Chief School Officers Association. He is a member of the statewide Vision 2025 implementation committee and the Claymont Lions Club and previously served on the board of the Delaware Interscholastic Athletic Association as both President and Vice President. Dr. Holodick has also served as the President of the Delaware Chief School Officers Association and currently serves as a member of the College Board’s Superintendent Advisory Board Council, Board of Trustees at Goldey Beacom, Board of Trustees with the Delaware College Scholars Program, and Board of Directors with the Delaware Foundation for Science and Math Education.

Dave Santore served the State of Delaware for twenty-one years as an administrator. From 2011-2017, he served as Principal of Dover Air Base Middle School in the Caesar Rodney School district, which was named a 2016 National Blue Ribbon School. During his tenure, the school received two State of Delaware Recognition Awards. The first was for Improvement (2012), and the second was for Academic Excellence (2015). In addition, Dover Air Base Middle was recognized by thebestschools.org in 2014 as the 35th best Middle School in the United States. During his tenure in Woodbridge as K-12 Director of Instruction from 2004-2011, Woodbridge Elementary School received both a National Blue Ribbon Award and a National Distinguished Title I Award (2010) and was named a superior school six times. In addition to his work in schools, Dave has served on many state-level committees, including as chair of the State Mathematics Coalition, and as a member of the Secretary of Education’s Change Management Committee for Race-to- the-Top implementation. Furthermore, he co-chaired a Delaware Performance Appraisal System (DPAS) Advisory sub-committee. Dave is excited to work with others to build leadership capacity with the ultimate goal of improving instructional practices to foster student achievement.

Chester Cox joined DASL with 27 years of experience in public education in the State of Delaware. He began his career with the Caesar Rodney School District as a 5th grade teacher at Star Hill Elementary where he remained for 7 years. During his tenure in the classroom, Chester was appointed as a Lead Teacher by the building principal. Chester was appointed as an assistant principal at Postlethwait Middle School in 2000 and also worked at Fifer Middle School until May of 2005 at which point, he became principal of Star Hill Elementary School where he remained for 9 years. Under his leadership, Star Hill achieved a Superior Rating from 2005 – 2014, was named as a Super Stars of Education School, and was named as a National Blue Ribbon School in 2012.

Chester was appointed as the Director of Student Services for the Seaford School District in 2014 where he remained until his retirement in July of 2019. Chester partnered with organizations such as the Delaware State Housing Authority to provide housing vouchers to

He also worked with a multitude of agencies and organizations to provide support to staff to better meet the needs of students experiencing trauma, and direct support to those students. Chester has a passion for classroom instruction and is excited about joining the DASL team to provide support to schools to meet the needs of every student.

Constance F. Fisher is a native Delawarean, serving over 25 years in Delaware’s public education system. Her career in education began as a kindergarten teacher where she taught in rural, urban and suburban settings. She served in a variety of administrative roles: Administrator of the Douglass Kindergarten Center, Principal of Linden Hill Elementary, Manager of Elementary Schools, Special Assistant to the Superintendent for Accountability, and Assistant Superintendent for Curriculum and Instruction K-12 serving 16,000 students, 900 teachers, and 80 administrators across 26 schools.

As Assistant Superintendent for Curriculum and Instruction Connie developed and implemented a district-wide, school-based reform program that delivered systemic change in instruction and accountability. The program addressed key instructional areas: curriculum, instruction, professional development, formative assessments and meaningful teacher feedback along with accountability components: district and school-based achievement goals, improvement plan process and teacher/administrator evaluations. The reform effort resulted in progressive improvements in student achievement district-wide, over multiple years.

For the past six years Connie has served as a DASL leadership specialist providing support to principals, assistant principals and district administration in the areas of school improvement and strategic planning. She has co-facilitated over 10 school-wide Comprehensive Success Reviews in elementary, middle and high schools. She has taught classes at the undergraduate level. Most recently, Connie has facilitated a strategic planning process with eight different educational groups. Areas of special interest are district and school-wide improvement; curriculum/instruction audits, improvement planning process, providing meaningful feedback to teachers, team building, project management, and early childhood education.

Tracy Hudson has been an educator for over 40 years. During this time, she has been a middle school and elementary teacher, special education coordinator, reading specialist and administrator. During her tenure as reading specialist, her school was recognized as a NCLB National Distinguished Blue Ribbon School and National Distinguished Title I School by the U.S. Department of Education. Her school was also recognized with the Fordham University Change Award, Ed Trust “Closing the Achievement Gap” Award, and Exemplary HOSTS Mentoring Program. She was the coordinator of the Southern Delaware Professional Development Center 2007-2016. In this role, she assisted school districts throughout the state of Delaware with Professional Development. As the coordinator, she has worked collaboratively with the Delaware Department of Education to develop and train teachers as they transitioned to the Common Core State Standards. She is certified as a DPAS II Evaluator for both teachers and administrators and a Learning Focused Trainer. In 2016, she was awarded the Jean Martin Outstand Leadership Literacy Award by the Delaware Literacy Association.

John Kreitzer has worked as a teacher and administrator in middle school, special school, high school, and adult education settings, as well as district office. He has taught undergraduate, graduate, and doctoral classes at and Delaware State University. As a special school administrator, John promoted the establishment of classrooms in regular schools, along with professional development for the staff to ensure success. He promoted “responsible inclusion” rather than merely “immersion”. As a district level administrator, John has facilitated extensive professional development initiatives focused on helping teachers and principals understand standards, accountability assessments, data analysis, and curriculum mapping. Additionally, he was responsible for evaluating all building principals. In addition to his work as a local school leader, John has been involved with and chaired statewide committees, task forces, and advisory teams.

John has worked as a Development Coach, working with the University of Delaware’s Delaware Academy for School Leadership. As a Development Coach, he assisted principals and administrative teams with issues related to teacher evaluation. The work has included exploring strategies to improve instructional practice and student achievement. John has been a presenter at numerous state and national conferences and professional development sessions. Topics have included using data to improve student achievement, effective use of assessment data, understanding diversity, coaching for success, teacher evaluation, assessment strategies, authentic assessment, and development of an effective workforce. He continues to be interested in the development of effective supervisors and school leaders, helping them determine and apply practical applications of policy and theoretical foundations.

Jacqueline Lee joined the Delaware Academy for School Leadership as a Leadership Specialist with over 30 years of diversified experience in a variety of transformational leadership responsibilities, instructional coaching, and teaching positions. She taught elementary school, was an instructional coach, a student advisor, and served as principal of two elementary schools, one in the city of Wilmington and one in Newark both within the Christina School District in Delaware. Jacqueline also held the position of Priority School District Administrator where she was responsible for the development and implementation of three Priority School Plans, was the liaison between the Delaware Department of Education (DDOE), and the Christina School District, and supervised principals at both the elementary and middle school levels during the priority school process.

Under her leadership as principal of Gallaher Elementary School, the school was recognized by the US Department of Education as a National Blue Ribbon School. During her tenure as principal, Gallaher also received the prestigious Superstars in Education Award from the Delaware State Chamber of Commerce. Additionally, Jacqueline was awarded the Rodel Foundation of Delaware i-Educate Award. While serving as principal of Bancroft Elementary School she received the Second Mile Award given by the University of Delaware for her untiring dedication and commitment to the education of urban students. In 2016 she was nominated for Delaware’s National Distinguished Elementary School Principal. Jacqueline served on the following State and local committees: Wilmington Readiness Team; Eastside Community School; Delaware Tech Educational Advisory Board; Big Brothers Big

Alison Travers is a leadership associate in the Delaware Academy for School Leadership. She has served in multiple roles at DASL since 2008. She is the Program Manager for the University of Delaware “PPP”: Principal Preparation Program, an Alternative Route to Principal Certification in the State of Delaware. Since 2015, the program has prepared 45 certified school leaders in Delaware. She is also the coordinator of DASL’s national leadership partnership with the National Association of Secondary School Principals. Alison manages DASL’s 21st Century Community Learning extra time programs in elementary and middle schools in the State of Delaware. Alison also supports DASL’s grant writing and budget management efforts. She coordinates statewide events, including the Leadership Learning Series and the Policy & Practice Institute: Delaware’s Conference on Public Education, an annual statewide conference for education leaders in Delaware.

Alison completed her Ed.D. in K-12 Educational Leadership. Her doctoral research focused on support for novice school leaders and the development of their emotional intelligence to foster effective, positive leadership. She also holds a Master’s degree in Public Administration and organizational leadership, and a Bachelor’s degree in Psychology and History.

Sub-Contractors/Outside Consultants

Kelly An began her two-decade career with the Long Beach Unified School District as a college aide and upon completing her teaching credential taught elementary students in both Long Beach and the West Indies. She then served as an assistant principal and principal of both elementary and K-8 schools. Under her guidance, the school was redesignated as the only national School To Watch in the district and earned a Verizon Technology Development grant.

Dr. An then became an elementary director and currently serves as the Director of Leadership Development, overseeing twelve diverse leadership programs. Dr. An earned her Bachelor’s degree, teaching credential, and Master’s degree in Curriculum and Instruction from California State University, Long Beach. She completed her doctoral studies in Organizational Leadership at the University of LaVerne in July 2005. Dr. Kelly An is grateful for the opportunity to share her expertise with K-12 educators in their development as educational leaders as well as positively impact the achievement of our diverse student population. The slate of programs she oversees is designed to support educators at all stages of their careers, from teacher leader through director level positions. These programs have a lasting impact on the continued success of the district.

Gary Bloom currently serves as a national consultant focusing upon teacher and school leadership development, coaching and supervision. He recently retired from the position of Superintendent of Santa Cruz City Schools, a K-12 school district south of the San Francisco Bay Area. Prior to joining SCCS, Gary co-founded the New Teacher Center at the University of

California Santa Cruz and served as its Associate Director for School Leadership. Prior service has included K-12 teaching, site and central office administration, and as university faculty. He is the founding principal of the Alianza Bilingual Magnet School and the founding administrator of Central California’s innovative and highly acclaimed Anzar High School. Gary has presented and consulted with school districts and local, state and national agencies in the United States, Canada, United Kingdom, Australia, and Central and South America. He has presented at many conferences at national and state levels and is the author of dozens of articles on topics related to instruction, school leadership and professional development. He is lead author of Blended Coaching: Skills and Strategies to Support Principal Development and Powerful Partnerships: A Handbook for Principals Mentoring Assistant Principals, and Coaching-Based Supervision for Principal Supervisors. He is co-editor of The Peer Assistance and Review Reader.

Deborah V. Daniels currently serves as a facilitator for the Wallace Foundation’s University Principal Preparation Initiative in Georgia and ESSA Leadership Learning Community in Tennessee. The work in these areas include university principal preparation redesign, developing principal pipelines, addressing equity in schools and districts and developing equitable actions for P-20 programs. She is an educational consultant in the areas of principal and teacher leadership development, coaching and mentoring, highly effective instructional practice and lesson design, district and school leadership team development, and professional growth and evaluation. She also advises low-performing schools on the implementation of P- 12 turnaround strategies. As a part of this work, she trains districts and facilitates the development of district-wide classroom observation monitoring and instructional assessment systems.

Dr. Daniels served as former Dean of the School of Education for the University of the Cumberlands. As the Director of Ed Leadership Programs at the University of the Cumberlands, she directed the redesigned Ed. S. Principal, Superintendent, Instructional Supervisor, Director of Pupil Personnel programs. Dr. Daniels is also the former director of the Kentucky School Administration Manager Innovation Project and served as the national lead implementation specialist. She is the former State Director for the Kentucky Department of Education where she led the department’s initiatives on principal preparation, school leadership, and distributive leadership teams as well as directed the Wallace Foundation Leadership Grant for six years.

Brenda G. Wynder has been an educator for 29 years. She has spent her professional career focusing on creating environments that support increasing student achievement and improving staff performance.  Awarded a contract to work with national consultants to conduct an in-depth study of six urban school systems (Atlanta Public Schools, Boston Public Schools, Cincinnati Public Schools, Cleveland Municipal School District, District of Columbia Public Schools and Indianapolis Public Schools) resulting in a community blueprint for key components needed in sustaining high achieving urban school systems.

Assistant Superintendent for Instruction, Red Clay Consolidated School District. (July 2000- January 2004)

 Held full responsibility for all aspects of instructional leadership for approximately 16,000 students, 900 teachers, and 80 administrators across 26 schools in a demographically diverse community.

 Led development and implementation of the first comprehensive, district-wide, school- based reform program to deliver systemic change in instruction and accountability. This reform effort resulted in progressive improvements in student achievement in over 75% of all Red Clay schools during multiple years.  Created the district’s first professional development department to identify and provide consistent training in best instructional practice to all building administrators and teaching staff K-12. The district’s professional development office successfully addressed district-level priorities, school-level and individual teacher needs through custom-based workshops and the unique needs of new teachers through a new teacher-mentoring program.

29  Drove collaborative process for development of a clearly articulated curriculum from kindergarten through twelfth grade that supported all students in meeting state content standards.  Led design and implementation of a quarterly benchmark assessment system that provided teachers with timely student performance data that effectively informed their instruction.  Managed and allocated annual instructional operating budget of over $7 million.  Led strategic planning for instructional initiatives kindergarten through twelfth grade.

Special Assistant to the Superintendent for Accountability, Red Clay Consolidated School District. (January 1999- July 2000)

 Acted as chief liaison between administrators and teachers in developing a comprehensive and collaborative accountability plan for the district. In an effort to share the experience with colleagues throughout the state I wrote an article, “Accountability: One District’s Effort”. The article was published in the 2000 edition of Delaware Leaders, an official publication of the Delaware Association of School Administrators (Summer, 2000).  Spearheaded formation of a partnership with the University of Delaware, through the Delaware Academy for School Leaders (D.A.S.L.), to provide high quality professional development to the district’s administrators.  Designed and implemented a parent accountability program. Manager of Elementary Schools, Red Clay Consolidated School District. (January 1997- January 1999)

In the position of Manager of Elementary Schools, I had the opportunity to provide leadership and support to 14 elementary principals in the district. Some of the professional contributions made during this time are listed below.

 Developed a parent guide regarding a child’s first experience in the Red Clay School System. The booklet is entitled Welcome to the Wonderful World of Kindergarten. The book received an Award of Excellence from the National School Public Relations Association.

 Primary writer of a 21st Century Community Learning Center Grant: Project C.H.A.N.C.E., for which Red Clay was awarded approximately three million dollars to support three high poverty, elementary schools. The grant was written as a partnership with various community agencies (i.e., Christiana Care, YMCA, The Family & Workplace Connection, Read Aloud Delaware, University of Delaware’s Cooperative Extension program, the University of Delaware’s Research and Development Center and

30 the Wilmington Police). The grant provided school-based, cost-effective before and after school care, Saturday and summer programming with a strong emphasis on parent involvement and literacy development for grades pre-kindergarten through third grade.

 Led collaborative process in developing two Magnet Programs: Shortlidge Academy and Lewis Dual Language Academy. Both programs resulted in increased student achievement and received the Award of Merit from the National School Public Relations Association for their community marketing campaign.

Principal of Linden Hill Elementary School, Red Clay School District. (July 1991- January 1997)

The principalship at Linden Hill provided me the extraordinary experience of leading a community of learners to excellence. Accomplishments during my tenure as Principal include:

 Led the re-opening of Linden Hill Elementary school serving approximately 500 kindergarten through second grade students with a highly involved parent community.

 Created the school’s vision, mission and philosophy through a collaborative effort using N.A.E.Y.C.’s Standards for Quality Programs for Young Children as a guiding force. Today Linden Hill maintains the mission and philosophy established during my principalship and continues to be ranked as one of the top elementary schools in the state.

 Linden Hill received National Recognition through REDBOOK (April Edition, 1995) as being “Best in the State”. Schools were identified as being “Best in the State” by a panel of judges looking for schools with solid reputations, imaginative programs, exceptional teachers, involved parents and an uncompromising commitment to excellence.

DELAWARE ACADEMY FOR SCHOOL LEADERSHIP, UNIVERSITY OF DELAWARE SEP 2008-PRESENT DASL Leadership Associate Program manager for University of Delaware Principal Preparation Program, boasting over 30 certified school principals in the first three statewide cohorts (2015-2018).
