We have not seen eye to eye on all occasions, but I believe each member has been imbued with the desire to do the best he could for the Town. I also wish to tender my thanks to the citizens of Thebarton in electing me unopposed for a second term as Mayor, and to say that I will do my best to serve the Town in every way possible. In this I speak for the Mayoress also. I desire to submit briefly a report of the various activities of the Town during the past twelve months:- WORKS Chairman of Committee, Ald H. S. Hatwell. The difficulties experienced in obtaining the various material required in Corporation Works have been more acute than ever this year, mainly by the restrictions placed on Councils by the Building Materials Office, thus practically stopping all construction work. A number of asphalt paths have been patched and both paths and roadways in various parts of the Town have been resurfaced with bitumen. Weed poisoning has been practically at a standstill owing to the inability of obtaining poison. Weeds have had to be skimmed and owing to showery weather have commenced growing very rapidly. Maintenance work has been proceeded with, but the outdoor staff has been depleted through various causes throughout the year. The Annual inspection of the Town was held on the 29th October, terminating with a dinner at the Oriental Hotel. The guests of the evening were the Commissioner of Highways, the Commissioner of Police, the Mayors of Hindmarsh (Mr John Hallett) and West Torrens (Mr Charles R. J. Veale). Sir William Goodman, A. V. Thompson, M.H.R. and J. F. Walsh, MP sent apologies. Messrs J. Hallett and Sons are to be congratulated on their efforts in assisting the Council by building a brick wall trying to prevent unauthorised persons from tipping rubbish. When the wall across Ashwin Parade is built, conditions in this area should be greatly improved. INCINERATOR The furnaces had to be rebricked this year. This is the first occasion since the Incinerator was built 10 years ago. The quotation from the Engineering and Combustion Co Pty Ltd in September last was for £212 but other work has since been found necessary and has been carried out by that firm. FINANCE Chairman of the Committee, Ald A. L. Langdon During the year the final payments have been made on the Incinerator loan, also for the construction of the Roadway on Railway Terrace and portion of Taylors Road from Ashley Street to the River. Both of the latter works were carried out by the Highways and Local Government and arrangements made for repayments over a term of 3 years. Considerable relief has been afforded the Metropolitan Councils in reduction and remission of contributions to the Infectious Diseases Hospital Board mainly through the efforts of Cnr K. G. Oswald, the representative on the Board for the group comprising the Corporations of Glenelg, West Torrens, Hindmarsh, and Thebarton, he, Cnr Oswald being instrumental in persuading the members to use some of the accumulated reserves. The contributions paid to various bodies are responsible for a heavy drain on the Councils income, among these I would instance Metropolitan Drainage Act, Fire Brigades Board, Repayments of Principal and interest on Loans, Street lighting and Refuse collection and disposal. HEALTH Chairman of the Committee, Ald K. J. Leal The Town still maintains a record for freedom from anything in the nature of an epidemic of Infectious diseases. Isolated cases that occur are immediately followed up and all precautionary measures are taken. The Medical Officer Dr R. G. Burnard expresses his pleasure at the condition of the Health of the townspeople generally. The Central Board of Health advised the appointment of Dr George McQueen who will devote himself to the problems of Industrial Hygiene and general features of Health Work. The doctor has paid a visit to the Office. OVAL The South Australian Owners’, Breeders’, Trainers’, Reinsmen’s, Association Incorporated held eleven trotting trials on the Oval, the Season terminated on April 2nd. The Nett profits amounting to £250/19/6 have been paid into the account in the Savings Bank at Mile End. The Association have made certain suggestions for alteration to the Oval from their point of view. No finality has yet been reached. The West Torrens District Cricket Club both A & B Grades played full programmes of matches on the Oval last season and from reports received they found the Oval quite satisfactory, as a matter of fact the general opinion (during both the cricket and Football matches) was that Thebarton Oval was equal to any in the Metropolitan Area. This was due to a great extent to the flooding of the Oval from the bore during the night. The West Torrens Football Club has commenced the Season well and I am sure you will all join with me in wishing them a successful season culminating with Premiership favours. A comparison of the financial returns for the two previous seasons show that a much greater interest was taken in Football last year. League Taxation Council 1945 £631/19/9 £265/10/2 £230/14/3 1946 £1774/4/4 £661/1/4 £593/19/8 I forwarded a letter of congratulation to Mr Bob Hank, a member of the West Torrens Football Club who won the Magarey Medal last season. The Thebarton School Football Club were successful in obtaining the Schools District Premiership and the Primary School Championship last year, and thus obtaining the Mark Mitchell Shield for 1946. Owing to the inability to obtain a permit from the Director, Building Materials Office for the purchase of cement and Jarrah, the work which was desired by the West Torrens Football Club of terracing the mounds, and new floor in the large training room etc was unable to be proceeded with. Mr W. J. Whitford has again been appointed liaison officer between the Council and the Club. OLD TOWN HALL A lease was granted to the Thebarton Branch of the Returned Sailors’, Soldiers’, and Airmen’s Imperial of Aust for the use of the Old Town Hall for a period of two years from 1st July 1946. SUB CONTROL STATION An agreement dated 2nd October, 1946 was entered into with the Thebarton Division of St John’s Ambulance Brigade Overseas SA District for the use of the Sub Control Station as their Headquarters for a term of 21 years from 1st Oct, 1946, the Division agreeing that in the event of any emergency arising that the premises shall be made available to the Corporation. Both men and women’s branches use this as their headquarters THEBARTON GIRLS TECHNICAL SCHOOL The above school achieved success at the Combined Technical School Sports held on the University Oval on August 1st and have received the congratulations of the Council. The parents and citizens Concert on 8th November in aid of the School was an outstanding success, the nett amount raised was £65/10/- and would be subsidised £ for £ by the Department. The speech afternoon was held on December 17th. WEST PARK BOWLING CLUB With the idea of providing for bowls on the Oval land the Council after various negotiations on the matter have accepted an offer from the Education Department in which they agreed to sell 190 feet of the frontage along Taylors Road for £490/-/- – the Council agreeing to transfer to the Education Department a piece of land at the rear measuring 70' x 163' 6" in order to square off the land owned by the Department.
