Stage VI Tabulating ownership and original plot details. In this stage ‘F form’ is filled for each land parcel and estimates it original plot value.

Stage VII Delineating the final plots and estimating the semi-final values and compensation for the land Establishing cost of infrastructure and the TPS. Furthermore, estimating the value of Final Plots and Stage VIII betterment charges. Meeting of landowners and modification of TPS are done by appropriating the land for roads. At this Stage IX stage, it is referred as ‘Draft TPS’. • The process of preparing the TP Scheme took very long and still there are some issues evolved in the process, as physical plan and the financial proposal issues need to be looked upon prior to implementation.

• In fact, implementation of 74th amendment, which empowers the local authority. But somehow this TPS mechanism is still centralised; as power is vested in the state government to approve and sanction the DPs and TPS.

Hence setting up the separate cell will increase the expenses for these cities. • These plan can be made suitable if the land deduction under TP scheme mechanism is defined for the small and medium towns, because these cities don’t require such large plans and taking away the land from owners at same ratio which is followed by large cities can affect their livelihood.
