How many total counterterrorism investigations are there? ■ The EO uses the term "counterterrorism investigations." Can you please define that? CRS did a report in 2013 on FBI terrorism investigations that said "between March 2009 and March 2011, the Bureau opened 82,325 assessments" of groups or individuals who were being investigated for possible terrorism ties, and those assessments produced just under 2,000 full or preliminary investigations. Are the 300 refugees under full or preliminary investigation, or are they at the assessment level?
