ZAHEER ABBASI adds from ISB: Chief Minister Punjab Usman Khuzdar briefed the Prime Minister on the cabinet formation during a meeting chaired by Imran Khan on Sunday. The Prime Minister interviewed around 30 members. The meeting also discussed various models of the governance to meet the expectation of the people and formation of the cabinet to deliver to the people. The meeting also decided to form a special task force to review the performance of the ministers and those who failed to show performance will first be given warning and then the prospect of removal from their ministries. The meeting also decided that additional vehicles in the Chief Minister House will be auctioned. Prime Minister was also quoted stating that those in the powers should be role model for the people and wanted the provincial government to adopt austerity. Khan was also quoted that people are hoping of change from the new government and all efforts must be directed for bringing about change. Political Attitudes in Lahore and the 2018 Elections April 2017 This brief was written by Ali Cheema (Lahore University of Management Sciences and Institute of Development and Economic Alternatives) and Asad Liaqat (Harvard University). The IDEAS team that worked on the survey, analysis, writing and associated tasks included Ahsan Tariq, Sherazam Tiwana, Hamid Tiwana, Muhammad Malik, Haseeb Sher Bajwa and Amenah Hasan. EXECUTIVE SUMMARY This brief presents results from a political attitudes survey in three national assembly constituencies in Lahore, including the tightly contested NA 122, and its neighbors NA 121 and NA 124 where PML-N won by a substantial margin in 2013. It is important to note that the results cannot be generalized to all Lahore, Punjab or Pakistan. Issues that matter for 2018 elections: Voters are concerned most about economic issues such as purchasing power and unemployment (Figure 1). Corruption is an important issue for a sizeable minority but anti-corruption campaigns that do not tackle economic issues are unlikely to resonate. Several public services including education, health, water, electricity and security matter for voters, but improvement in no one service is likely to swing the election. There is cautious optimism among voters regarding their own financial condition (Figure 2). They are also giving measured praise to PML-N for its performance in tackling their issues (Figure 3). Honesty and Development: While voters are polarized on the question of Nawaz and Shahbaz Sharif’s honesty (Figure 4), a big majority thinks they are capable of taking Pakistan into the league of developed nations (Figure 5). An overwhelming majority rejects that Imran Khan is dishonest (Figure 4), but at this stage of Election 2018, and in these three constituencies, he is seen less favourably as the leader to take Pakistan into the league of developed nations (Figure 5).

Dr. Mian Muhammad Azhar Assistant Professor, Department of Political Science & IR, GC University Faisalabad Email: [email protected] Dr. Muhammad Waris (Corresponding Author) Assistant Professor, Department of History and Pakistan Studies, GC University Faisalabad Email: [email protected] Fareeha Naqvi MS Scholar, Department of History, Minhaj University, Lahore Abstract A truly democratic society requires genuinely functional and representative political parties for promoting societal inclusiveness and extensiveness, public mobilization and motivated organization, arousing and stimulating participatory democracy, providing foundations for sustainable democratic institutions and linking them to the government. To maximize the benefits of participatory democracy, political parties have to articulate public needs and demands, aggregate and augment diverse political interests, train and educate political leadership as well as promote, responsibility, accountability, transparency and impart acceptability to the political system. In developed democracies, political parties channelize upward mobility, resource distribution and inclusiveness; nevertheless, in developing democracies like Pakistan, political parties are personality-centric with weak intra-party organizational structure. Lacking the real democratic culture at intra-party level sparks factionalism and fragmentation within the party since the party workers are not provided by any space for their proper elevation. Moreover, over-centralization of power in party leadership creates space for its arbitrary use and discourages the culture of internal debate and deliberation. Dynastic parties never tolerate dissident opinions and such workers are shown exit-doors. Consequently, the gap between central leadership and party workers widens which adversely affects the party in its binding, integration, functioning, and deliverance.

FOREWARD Mohtarma Benazir Bhutto Chairperson Pakistan Peoples Party constituted the local body Election Monitoring Cell for the 2005 local bodies elections at the centre as well as in all the four provinces of Pakistan. The Central Monitoring Cell worked out the said Elections and compiled a Booklet which after approval of the Chairperson was printed under the nomenclature of ‘Another Stain on the Face of Democracy’. In a press conference addressed by Makhdoom Amin Fahim President ARD flanked by Raja Pervez Ashraf Secretary PPPP, Sherry Rehman MNA, Central Information Secretary PPPP, and members of the Monitoring Cell, the Booklet was distributed and extracts whereof highlighted.
