HEALTH AND SCIENTIFIC MATTER NOTE

A) HEALTH-RELATED INFORMATION

1. Medication Importation Procedure Team physicians should carry with them a list of all medications they are bringing into Qatar for use with athletes / delegations. All medications should be cleared at customs. The Ministry of Public Health (MOPH) has a pharmacist at the airport to facilitate medication clearance at customs.

This list of all medications to be brought into Qatar should be submitted electronically four (4) months in advance to: Dr. Issameldien Hamid Head of Drug Release Section (Specialist Pharmacist) Pharmacy and Drug Control Department Ministry of Public Health Email: [email protected]

Please, prepare a list as follows:

International Nonproprietary Galenic Form (tablet, vial, cream, Dosage Quantity Name etc.)

• If you intend to import controlled medications (narcotics and psychotropics) you should list these separately, so that the MOPH may issue an import certificate for these medications. • You can check the list of controlled medications (narcotics and psychotropics) at International Narcotics Control Board (INCB) website www.incb.org. Contact the MOPH for the most up to date information if required. • If you intend to import drugs on the WADA Prohibited List, these should be accompanied by the respective TUE or a statement that these are meant for emergency use. • There is no limit with regard to the quantity of medications to be imported, though we advise that this should be adequate for the size of the delegation and the duration of stay. • Any remaining medications at the end of the competition may be exported without restriction. • In case you are in need of any medications, Team Physicians/Medical Staff may coordinate with the IAAF World Athletics Championships Medical Director, or Aspetar Pharmacy, who are usually in a position to provide the requested medications, or adequate substitutes.

M/16/19 1

Please, note that the Athletics Integrity Unit (AIU) may request this declaration pursuant to IAAF Anti-Doping Rules (Rule 15).

As per Qatar Laws, please note that team physicians attempting to import medications without MOPH approvals and appropriate import certificates (if required), may have get their items confiscated at Customs. MOPH and LOC will not be held responsible in any cases where approvals have not been obtained.

For any queries please email to - [email protected]

2. Temporary Medical Licensing No temporary medical license process will be in place for IAAF World Athletics Championships 2019 for visiting team physicians.

3. Temperatures in the Khalifa Stadium and in the Aspire Zone Warm-up Locations The Khalifa stadium has a unique air conditioning system which enables the temperature on the track and on the field to be adjusted. Only the upper air conditioning outlets will be used so that no airstream will directly affect athletes.

The Local Organizing Committee, Aspire Zone management and the IAAF have agreed on the following temperatures inside and around the stadium. In order not to provoke any thermal shock to athletes coming from the outdoor warm-up stadium, a thermal corridor will be set up as explained in the Figure 1 below.

4. Beat the Heat at the IAAF World Athletics Championships Doha 2019 Athletes and their entourage will have to face high temperatures and high hygrometry levels during these Championships. Athletes taking part in endurance or combined events will face a high risk of heat-related illnesses. Therefore, the IAAF and ASPETAR have designed the information leaflet “Beat the Heat”. We advise athletes and their staff to download this document at: https://www.iaaf.org/about-iaaf/documents/health-science

5. Race Emergency Medical Workshop Race Medical Directors will have the opportunity to improve their knowledge and race-day management skills at the IAAF-IIRM Race Emergency Medicine Workshop. This workshop will take place at the Sheraton Grand Doha Resort and Convention Hotel on the 5th October 2019.

The IAAF-IIRM Emergency Race Medicine Workshop – Doha, is a one-day course combining theory and practice, with the objective of providing participants with the ability to manage various scenarios, as they relate to medical and health care management during endurance events. Participation in the workshop is limited to 60 people, as the practical part of the course will be delivered through small groups, and participants’ interaction is a fundamental part of the learning process.

Participation is free of charge for all participants. Registration priority will be given to Race Medical Directors of IAAF Labelled road races, as part of their mandatory continuing medical education. Other healthcare professionals are welcome to register, and their participation will be confirmed upon availability of places and on a first-come first-served basis. Registered participants will get a certificate of attendance at the end of the workshop.

2) Research Project on Heat Stress during the IAAF World Athletics Championships Doha 2019 In order to determine the level of heat stress that elite athletes experience during the 2019 IAAF World Championships in Doha, the IAAF invites athletes to participate in a unique research study. This study has received ethical approval and will be conducted in collaboration with ASPETAR.

We are recruiting male and female athletes competing in the 10.000m, marathon, 20km or 50km race-walk events.

Athletes will: 1. complete a questionnaire on their heat acclimatization strategies and habits; 2. be weighed before and after the competition to ascertain their hydration status; 3. be assessed through 4K thermal cameras to estimate their external temperature while competing; 4. be monitored during the competition through miniaturized and harmless ingestible electronic pill (1.7 g) that records core temperature.

The benefits of participating to the study: Athletes will receive individual information on their personal results, profile and hydration status, as well as how they compare to the average of their competitors. The knowledge gained will help these volunteers to prepare for the Tokyo 2020 .

M/16/19 5

Your rights: We want to assure you that we will keep all information confidential. The decision to participate in the study is completely voluntary. The individual information gathered will not be shared outside of this study team.

What to do next: 1. For the athletes, coaches and medical staff to feel comfortable and familiar with the temperature pills, sealed replicas will be sent for free to the participants prior the Championships, so that they can try (ingest) it during a training session. 2.
