LibeRIA BULLETIN Bimonthly published by the United Nations High Commissioner for Refugees - Liberia 1 October 2004 Vol. 1, Issue No. 4 Voluntary Repatriation Started October 1, 2004 The inaugural convoys of 77 Liberian refugees from Sierra Leone and 97 from Ghana arrived to Liberia on October 1, 2004, which marked the commencement of the UNHCR voluntary repatriation. Only two weeks prior to the beginning of the repatriation, the County Resettlement Assessment Committee (CRAC) pro- claimed four counties safe for return – Grand Cape Mount, Bomi, Gbarpolu and Margibi. The first group of refugees from Sierra Leone is returning to their homes in Grand Cape Mount. UNHCR is only facilitating re- turns to safe areas. Upon arrival, returnees have the option to spend a couple of nights in transit centers (TC) before returning to their areas of origin. At the TC, they received water, cooked meals, health care, as well as a two-months resettlement ration and a Non- Signing of Tripartite Agreement with Guinea Food Items (NFI) package. With the signing of the Tripartite Agreements, which took place in Accra, Ghana, on September 22, 2004 with the Ghanian government and in Monrovia, Liberia, on September 27, 2004 with the governments of Si- erra Leone, Guinea and Cote d’Ivorie, binding agree- ment has been established between UNHCR, asylum countries and Liberia. WFP and UNHCR held a regional meeting on Septem- ber 27, 2004 in Monrovia and discussed repatriation plans for Liberian refugees and IDPs. WFP explained that despite the current food pipeline constraints, the repatriation of refugees remains a priority for the Country Office. -

362 Environmental Conservation Sapo National Park in West Africa: Liberia's First Sapo National Park is the first to be established of three proposed national parks and four nature reserves that were selected in late 1978 and early 1979 with the assistance of IUCN and the World Wildlife Fund. The Park is situated in southeastern Liberia and covers a total land area of 505 sq. miles (1,308 sq. km) of primary lowland rain-forest (Fig. 1). Sapo is 440 miles (704 km) by road from Monrovia, Liberia's capital city. There are regular local air services from Monrovia to Greenville (lying to the South-West of the Park) and Zwedru to its North. The new National Park supports many species of large and small mammals which are also distributed through- out the forested regions of the country. Among these are FIG. 1. Department of Agriculture - - - - Introduction The forests of Liberia represent a valuable resource to that country-- especially so because they are renewable. Under good management, these forests will continue to supply mankind with products long after mined resources are exhausted. The vast treeless areas elsewhere in Africa give added emphasis to the economic significance of the forests of Liberia and its neighboring countries in West Africa. The mature forests of Liberia are composed entirely of broadleaf or hardwood tree species. These forests probably covered more than 90 percent of the country in the past, but only about one-third is now covered with them. Another one-third is covered with young forests or reproduction referred to as low bush. The mature, or "high," forests are typical of tropical evergreen or rain forests where rainfall exceeds 60 inches per year without pro longed dry periods. Certain species of trees in these forests, such as the cotton tree, are deciduous even when growing in the coastal area of heaviest rainfall, which averages about 190 inches per year. Abstract Marcot, Bruce G. 1995. Owls of old forests of the world. Gen. Tech. Rep. PNW- GTR-343. Portland, OR: U.S. Department of Agriculture, Forest Service, Pacific Northwest Research Station. 64 p. A review of literature on habitat associations of owls of the world revealed that about 83 species of owls among 18 genera are known or suspected to be closely asso- ciated with old forests. Old forest is defined as old-growth or undisturbed forests, typically with dense canopies. The 83 owl species include 70 tropical and 13 tem- perate forms. Specific habitat associations have been studied for only 12 species (7 tropical and 5 temperate), whereas about 71 species (63 tropical and 8 temperate) remain mostly unstudied. Some 26 species (31 percent of all owls known or sus- pected to be associated with old forests in the tropics) are entirely or mostly restricted to tropical islands. Threats to old-forest owls, particularly the island forms, include conversion of old upland forests, use of pesticides, loss of riparian gallery forests, and loss of trees with cavities for nests or roosts. Conservation of old-forest owls should include (1) studies and inventories of habitat associations, particularly for little-studied tropical and insular species; (2) protection of specific, existing temperate and tropical old-forest tracts; and (3) studies to determine if reforestation and vege- tation manipulation can restore or maintain habitat conditions. An appendix describes vocalizations of all species of Strix and the related genus Ciccaba. International Union for the Conservation of Nature Country: Cameroon PROJECT DOCUMENT Project Title: Supporting Landscape Restoration and Sustainable Use of local plant species and tree products (Bambusa ssp, Irvingia spp, etc) for Biodiversity Conservation, Sustainable Livelihoods and Emissions Reduction in Cameroon BRIEF DESCRIPTION OF THE PROJECT The Republic of Cameroon has a diverse ecological landscape, earning her the title “Africa in Miniature”. The southern portions of Cameroon’s forests are part of the Congo Basin forest ecosystem, the second largest remaining contiguous block of rainforest on Earth, after the Amazon. In addition to extensive Mangrove belts, Cameroon also holds significant portions of the Lower Guinea Forest Ecosystems and zones of endemism extending into densely settled portions of the Western Highlands and Montagne forests. The North of the country comprising the Dry Sudano-Sahelian Savannah Zones is rich in wildlife, and home to dense human and livestock populations. Much of the population residing in these areas lives in extreme poverty. This diversity in biomes makes Cameroon one of the most important and unique hotspots for biodiversity in Africa. However, human population growth, migrations, livelihoods strategies, rudimentary technologies and unsustainable land use for agriculture and small-scale forestry, energy and livestock, are contributing to biodiversity loss and landscape degradation in Cameroon. Despite strong institutional frameworks, forest and environmental policies/legislation, and a human resource capital, Cameroon’s network of biomes that include all types of forests, tree-systems, savannahs, agricultural mosaics, drylands, etc., are progresively confronted by various forms of degradation. Degradation, which is progressive loss of ecosystem functions (food sources, water quality and availability, biodversity, soil fertility, etc), now threatens the livelihoods of millions of Cameroonians, especially vulnerable groups like women, children and indigenous populations. -

This article deals specifically with African discoveries 24 and excludes nearby Madagascar.
