INCADRAREA PROIECTULUI IN P.M.R.I. SIRET. ABORDARE STRATEGICA Bazinul hidrografic Siret este situat în partea de est - nord-est a României, fiind cel mai mare bazin hidrografic de pe teritoriul ţării. Densitatea rețelei hidrografice este mai mare în zona montană înaltă şi mult mai redusă în zonele de podiş şi de câmpie. Din punct de vedere administrativ, spaţiul hidrografic Siret cuprinde 11 judeţe, din care principalele sunt: Suceava, Neamţ, Iaşi, Bacău şi Vrancea (Figura 1). Figura 1 - Spatiul hidrografic Siret 4 Managementul riscului la inundatii in bazinul raului Suceava, judetul Suceava JBA Consult Europe – Analiza de Optiuni Cursurile de apă principale din spaţiul hidrografic Siret sunt râul Siret şi afluenţii de ordinul I ai acestuia, respectiv: Suceava, Moldova, Bistriţa, Trotuş, Putna, Râmnicu Sărat. Schema hidrotehnica existenta la nivelul intregului spatiu hidrografic este descrisa in schema de mai jos : Figura 2 - Schema de amenajare hidrotehnica, b.h. Siret (tinand seama de actuala echipare a bazinului dar si de zonele critice identificate in cadrul procesului de definire a proiectelor), au rezultat urmatoarele proiecte integrate majore la nivelul intregului bazin (Figura 3): 1. Amenajare bazin r. SUCEAVA în vederea apărării împotriva inundațiilor in judetul SUCEAVA 2. Amenajare bazin r. TROTUS în vederea apărării împotriva inundațiilor, in judetele NEAMT, BACAU si VRANCEA 3. Amenajare bazin BISTRITA în vederea apărării împotriva inundațiilor in judetele NEAMT si BACAU 4. Amenajare bazin r. Moldova în vederea apărării împotriva inundațiilor in judetele SUCEAVA si NEAMT. Zona 1 Amenajare bazin r. Suceava Zona 4 Amenajare bazin r. Moldova Zona 3 Amenajare bazin r. Siret) 6 Managementul riscului la inundatii in bazinul raului Suceava, judetul Suceava JBA Consult Europe – Analiza de Optiuni Aceste proiecte raspund obiectivelor de management al riscului la inundatii pentru cea mai mare parte a zonelor critice marcate pe harta (Figura 3), respectiv a localitatilor potential afectate, avand populatia in ecartul de mai jos: ➔ 151 – 250 locuitori ➔ 251 – 500 locuitori ➔ 501 – 3000 locuitori ➔ 3001 – 7000 locuitori Aceste zone critice au rezultat in urma unei analize matriceale (realizata unitar, in cadrul P.M.R.I., la nivel national), avand ca punct de plecare zonele afectate de inundatii istorice semnficative (considerate in intervalul 1970 – 2010) – Figura 4, pe baza carora s-au identificat zonele cu risc potential semnificativ la inundatii (A.P.S.F.R.) identificate in P.M.R.I. Siret 7 Managementul riscului la inundatii in bazinul raului Suceava, judetul Suceava JBA Consult Europe – Analiza de Optiuni Se mentioneaza ca cele mai mari viituri in bazinul Siretului s-au inregistrat în anii 1969, 1970, 1972, 1975, 1985, 1991, 2005, 2006, 2008, 2010, 2011, 2012, 2013, 2014 si 2016. Siret, s-au elaborat hartile de hazard si hartile de risc la inundatii (Figura 6 si Figura 7) – harti transmise la C.E. si publicate atat prin WISE cat si pe paginile de website ale A.N.A.R. - A.B.A. Siret, in conformitate cu cerintele Directivei Inundatii. Siret) In ceea ce priveste bazinul râului Suceava (Figura 8), in continuare se prezinta cateva caracteristici ale bazinului : • lungime L = 173 km. • suprafaţã bazin hidrografic S = 2.298 km2 • cuprinde 72 cursuri de apã codificate; principalii afluenţi ai râului Suceava sunt Putna, Pozen, Suceviţa, Somuz, Solca, Horaiţ, Soloneţ, Hãtnuţa, Dragomirna. 10 Managementul riscului la inundatii in bazinul raului Suceava, judetul Suceava JBA Consult Europe – Analiza de Optiuni Figura 8 – Bazinul hidrografic al Sucevei In bazinul hidrografic al Sucevei, sunt identificate 11 zone cu risc potential semnificativ la inundatii (A.P.S.F.R.), din cele 54 identificate la nivelul intregului spatiu hidrografic al Siretului; acestea sunt: ➔ 6 r. Suceava – av. loc. Ulma, sect. îndig. ➔ 7 r. Putna – loc. Putna ➔ 8 r. Voitinel – loc. Voitinel ➔ 9 r. Voitinel – av. loc. Voitinel, sect îndig. ➔ 10 r. Pozen – loc Horodinc de Sus ➔ 11 r. Pozen – sect. av. loc. Horodnic de Sus, am. loc. Rădăuți, sect îndig ➔ 12 r. Pozen – aval loc. Rădăuți ➔ 13 r. Sucevița – av. loc. Sucevița ➔ 14 r. Solca – av. loc Solca ➔ 15. r. Clit ➔ 16 r. Iaslovăț – loc Iaslovăț. Totodata, rezultatele cercetarilor obtinute in cadrul proiectului RO-RISK (2015- 2016), in cadrul caruia a fost realizata harta de hazard pentru viituri rapide - scenariul 11 Managementul riscului la inundatii

The deportation of the 3,500 people to Siberia was effected by the Soviets prior to the advancing Romanian/German occupation of Northern Bukovina.

    Ștefan cel Mare University of Suceava Field of study: Geography Habilitation thesis Abstract The practical - applied and scientific implications of the conducted climatic or interdisciplinary studies Dumitru MIHĂILĂ, PhD, Associate Professor Suceava, 2017 The habilitation thesis titled Practical - applied and scientific implications of the conducted climatic and interdisciplinary studies is structured in five parts (named chapters), which coherently present the evolution of the scientific and methodological-didactic activity of the candidate. Chapter I presents the Evolution of scientific activity between February 2003 - May 2017. This period was characterized by continuous search and challenges. The search has attempted to focus the research topic on certain directions, whereas the challenges have been related to the rapid pace in which the Romanian and international climatology has been developing. The scientific activity has directly depended on the informational, material and time resources available and on the developement context of the research activities carried out within the Department of Geography at Stefan cel Mare University of Suceava and in Romania. As far as information resources are concerned, I can say that they have always been hardly available. Here I firstly refer to meteorological data (diversified in format and content) that are the basis of climatological studies. It is undoubtedly known that climate studies should focus on data resulting from detailed meteorological observations (often hourly or sub-hourly) and spanning longer timeframes (often decades). They generally characterize vast territories. The climatic studies conducted were based on detailed, consistent meteorological data sets that were long enough to allow for robust conclusions to be drawn following processing and critical analysis.

This overall decline in population is not entirely true for the towns and cities of the North-East Region, as during the same period they recorded both decreases and increases in population due to positive natural balance. The North-East Region (partially superimposed over the historic region of the western Moldova) is considered the poorest region in the European Union and a disadvantaged area. The rural young population of Moldova is a reservoir which supplies urban areas and especially large cities. In these circumstances, the small towns of the North-East Region are seeking balance (demographic, economic, functional). This paper examines the demographic evolution of the small towns located in the area under analysis, in the post-communist period, illustrating the types of fluctuations in statistical methods as regards demographic changes and the risk of depopulation in the future, correlated with a lower overall population of Romania. Keywords : demographic evolution, small cities, post-communist, North-East Region INTRODUCTION The analysis of demographic trends is an important area for the adoption of appropriate policies to prevent depopulation. The North-East Region has a special status as the poorest European Union Development Region, the east central area of this region being a disadvantaged area (Iano ş et all., 2009), while registering a generally positive natural balance during 1990-2007.

Original Language: Russian Contents: English Translation Top Secret C P S U C C At the invitation of the Satu Mare, Maramures, and Suceava county committees and the Tulcea municipal committee of the Romanian Communist Party,356 delegations of workers from Transcarpathia, Ivano-Frankivs'k, and Chernivtsi oblasts and the city of Izmail, consisting of 3-4 people each, visited these counties of the Socialist Republic of Romania (with which they maintain permanent friendly ties) on 22-26 August to take part in ceremonies commemorating the 24th anniversary of the liberation of the country from fascist oppression. The oblast committees and Izmail municipal committee of the Ukrainian CP reported to the UkrCP CC about the results of these trips and the nature of the meetings and discussions they had with the leaders of the above-mentioned [Romanian] counties. The Soviet delegations witnessed the reactions of the Romanian side to the latest events connected with Czechoslovakia.357 Above all, it was evident that the population of Romania has not been given objective information about the state of affairs. It was also evident that information about the Soviet Union has been hushed up, and that a frenzied atmosphere of hostility has been stirred up against our country.

At local collectivity level, the knowledge of the territorial organization, as well as the establishment by the local public administration authorities of the structural organization of the local administrative system are important for the smooth running of the administration process. From this point of view, this article aims at analyzing the way of organizing the local public administration, both territorially and structurally, with specialization at the level of the territorial administrative unit of Rădăuţi Municipality in Suceava County. As a result of studying the territorial organization, we found that, according to the population, Rădăuţi Municipality occupies the second place on the county, and from the area point of view, it is situated on the 4th place. Then, the analysis carried out at the level of the public institution The Municipality Hall of Rădăuţi has highlighted various organizational structures with constant and uninterrupted activity that solve the problems of the this local community.
