  • Preliminary Report on the Canadian Use and Value of Non-Restricted
PRELIMINARY REPORT Canadian use and value of non-restricted firearms prohibited under SOR/2020-96 Submitted Photo Produced by the OFAH July 2020 EXECUTIVE SUMMARY he Preliminary Report on the Canadian use and value of non-restricted firearms prohibited under SOR/2020-96 is intended to better inform the general public, political, and legal discussions that are happening right now about the amended regulations (SOR/2020-96) Tintroduced on May 1, 2020 that prohibited a large number of firearms in Canada. To our understanding, this is the only comprehensive and cohesive examination of the uses and estimated financial values of previously non-re- stricted firearms prohibited under SOR/2020-96, including any available government impact analyses and rationalization for the prohibitions. The results of this preliminary report are intended to provide a qualitative list of previously non-restricted firearms to show the categorial uses by Canadians, but is not able to quantify how many people own or use these firearms, the frequency of uses, or the collective financial value of the firearms being prohibited. The preliminary report identifies the specific hunting and sporting uses as identified through a survey for 64 previously non-restricted firearms that are listed in the RCMP’s Firearms Reference Table (FRT) as prohibited by SOR/2020-96. There are many other newly prohibited firearms were not reported by survey respondents, as well as many identified firearms that meet the new prohibition thresholds for bore diameter and muzzle energy that are not yet listed in the FRT. The number of non-restricted firearms prohibited under the amended regulations is much higher than 64, but the report is limited to those firearms where specific ‘use’ information was provided through the survey.

SUBJECT LINE: BOMBSHELL - Mag Ban is a GUN BAN! TEXT: MAG BAN IS REALLY A GUN BAN! Direct Attack On Gun Owners, Hunters and Sportsmen Would Ban Popular American .22 Rifles! Would Turn Current Owners Into Felons - Up to TEN YEARS in Prison No Grandfathering, No Amnesty “Confiscate, Confiscate, Confiscate” A2006 = GUN BAN Anti-gun legislators’ attempt to ban ammunition magazines over 10 rounds (A2006) is a lot more than “just” a magazine ban. It’s also a gun ban that would outlaw some of the most popular .22 rifles in the United States, turn their owners into felons, and force them to abandon their property or go to jail for as long as ten years – essentially a confiscation. Whether by stealth or stupidity, A2006 (scheduled to be heard in Assembly committee on Monday, March 3), would make the following change to existing law: “’Assault Firearm’ means… A semi- automatic rifle with a fixed magazine capacity exceeding 15 10 rounds.” This change would flat-out ban many common and popular tube-fed .22 rifles, including the partial list of guns that would be banned at the bottom of this alert. Those in possession of these popular guns would be turned into felons overnight for possession of so-called “assault” firearms – a second degree crime in New Jersey carrying up to ten years in prison, with a minimum mandatory sentence of 3-5 years, with no chance of parole. A2006 contains no grandfathering to protect current owners, and no amnesty period or procedure for current owners who wish to comply (in ironic contradiction to the legislature’s creation of a limited “assault” firearms amnesty period in 2013, which has since expired).

Since then, more than 887 people have been killed and more than 1,578 injured by these weapons. Towns like Parkland, Las Vegas, Newtown, Aurora and San Bernardino and are now known for the mass shootings that shocked the nation. Mass murders in these towns and others across America demonstrate all too clearly the need to regulate deadly assault weapons and high-capac- ity ammunition magazines. On January 9, 2019, we introduced a new Assault Weapons Ban of 2019. This legislation, stron- ger than the 1994 bill, has two primary goals: • First, halt the sale, manufacture, transfer and importation of 205 of the most commonly-owned military-style assault weapons and ban an additional group of assault weapons that are particularly lethal because they can accept a detachable ammunition magazine and have one or more military characteristics. • Second, ban large-capacity magazines and other ammunition feeding devices that hold more than 10 rounds of ammunition.
