LTD. GANDHIDHAM, DISTRICT KUTCH FORM-1 1 SCOPING The scoping for the project has been done based on FORM 1, as per EIA Notification, dated September 14, 2006 amended as on date. The scoping details are as follows: I. Basic Information S. The following may be considered: a) The project received clearance from the GPCB vide a clearance letter issued under the MSIHC Rules 1989, on January 24, 2000. The capacity sanctioned was for storage of petroleum Class A products for 73108 KL for which 42 storage tanks in all were permitted along with 67130 KL of Petroleum Class C products for which 15 tanks were sanctioned. Based on the above, the project was commissioned, and activities commenced. See Annexure 2 for details. No other permit than this clearance was taken at that time since it was understood by CRL that this permission was adequate to commence operations. b) Thereafter the project received NOC from the GPCB for storage of 17328 KL of edible and non- 4 New / Expansion / Modernization edible oil in lieu of giving up Class C products (15 tanks, 24688 KL) on July 1, 2004. See Annexure 3 Further, a CRZ clearance (is attached as Annexure 4 ) was taken from the Forest and Environment Department, Government of Gujarat for the quantity mentioned in S. No. 4 b above. This CRZ Clearance was based on the EIA report prepared by the Gujarat Institute of Desert Ecology (GIDE). This EIA report considered the entire site and covered all the tanks (existing and proposed) as per the chain of events listed in S. No. 4 (a-b) above. A copy of the report is attached as ready reference. See Annexure 18 c) Thereafter, the project received a Consolidated Consent and Authorization (CC&A) for 25,000 MT/Month. See Annexure 5. This CC&A was for the material handled (i.e. throughput) at that point of time, and was not reflective of the KADAM ENVIRONMENTAL CONSULTANTS | JULY 2015 5 EXISTING ISOLATED LIQUID STORAGE TERMINAL, NEAR OIL JETTY, TALUKA CRL TERMINALS PVT. No. 4 c above. d) With passage of time, while the maximum storage capacity was not exceeded, the material handled each month increased from 25,000 MT/Month to ~51,796 MT/ Month currently. e) The new EIA Notification, i.e. EIA Notification 2006, came into force on September 14, 2006. Under the new EIA Notification, applicability of Environmental Clearance (i.e. EC) for Isolated Storage and Handling of Chemicals is for threshold quantities stored as specified in the Notification. It was the opinion of CRL that since the sanctioned storage capacity was not increased, its project did not lie in the purview of the new EIA Notification. f) The GPCB, has, however taken a view that since there has been an increase in throughput, and the same has been specified in the CC&A, CRL should apply for and take a suitable EC for the project. Hence this application. We also request that the EC be processed for 1, 45, 000 KL Storage Capacity and not for throughput, since the EIA notification also specifies maximum storage quantity only. 1,45,000 KL Petroleum Class A, B, C, Non Classified and 5 Existing Capacity / Area etc. Veg Oil Product 6 Category of Project (A or B) Screening Category: B, Isolated Liquid Storage Terminal Does it attract the general conditions?
