PREFACE he paradox of the coronavirus pandemic and the ensuing economic shutdown is that it has exposed the deep Tfissures that have stealthily undermined the health of local journalism in recent years, while also reminding us of how important timely and credible local news and information are to our health and that of our community. -

Claire Misfeldt Communications Capstone Paper D1 #BiggerinTX, #COVID19: An Examination of Economy and Government as Ideograph between State, City, and County Officials in Texas on Twitter Introduction The ongoing COVID-19 pandemic has transformed from a viral infection into a social phenomenon in the United States as issues of individual freedom and community action have become more apparent. States where the Republican party has the majority power, like Texas, saw high volumes of cases due to relaxed policies about mask wearing and building capacity. However, while state representatives were more adamant about reopening the State and continuing with business as usual, Texas city officials were trying to push for stay-at-home restrictions and mask mandates. This disconnection on COVID-19 responses in Texas, especially in the spring and summer of 2020, highlights the ever growing tension between state and city governments. Part of this is due to the fact that city officials, like in Houston, are more Democratic in terms of political party and are more willing to invoke government intervention for a crisis. Because of the differing political ideologies, conservative Texas state politicians and city officials saw more conflict than resolution in terms of agreeing how to respond to the pandemic. Besides communications concepts surrounding narrative and new media, there is also another layer to consider when examining politicians’ twitter accounts. As well as aiding in the polarization of American politics, the COVID-19 pandemic has also provided more evidence that poor, BIPOC communities are more susceptible to government inaction. These communities are 1 Claire Misfeldt Communications Capstone Paper D1 more likely to contract and die from COVID-19, possibly due to lack of universal healthcare and the fact that people in these communities make up a majority of the essential workforce. -

It explores different practices of risk and crisis communications experts related to the use of social media and proposes a framework for monitoring the development of practices among countries in the use of social media for risk and crisis communications. The three step process spans passive to dynamic use of social media, and provides governments a self-assessment tool to monitor and track progress in the uptake of effective use of social media by emergency services or crisis managers. 2 NOTE BY THE SECRETARIAT This report addresses risk and crisis communications, a core policy area for the High Level Risk Forum. It draws on the outcome of the discussions held at a workshop organized jointly by the OECD and the International Risk Governance Council (IRGC), in Geneva (Switzerland), on 29 June 2012 on the theme of ''Risk and crisis communication: the challenges of social media''. This workshop gathered participants from 12 OECD countries, think tanks, academia, the private sector and international organizations to discuss the challenges that emergency services and public relations managers confront in relation to the emergence of social media. -

Let’s start out by introducing yourself—and telling us about your favorite podcast episode or interview. What made it great? Eric Johnson: My name is Eric Johnson and I'm the producer of Recode Decode with Kara Swisher, which is part of the Vox Media Podcast Network. My favorite episode of the show is the interview Kara conducted with Facebook CEO Mark Zuckerberg — an in-depth, probing discussion about how the company was doing after the Cambridge Analytica scandal and the extent of its power. In particular, I really liked the way Kara pressed Zuckerberg to explain how he felt about the possibility that his company's software was enabling genocide in Myanmar; his inability to respond emotionally to the tragedy was revealing, and because this was a podcast and not a TV interview she was able to patiently keep asking the question, rather than moving on to the next topic. Rebecca Reed: My name is Rebecca Reed and I’m an Education Consultant and Host of the Off the Assembly Line podcast. Off the Assembly Line is your weekly dose of possibility-sparking conversation with the educators and entrepreneurs bringing the future to education. My favorite episode was an interview with Julia Freeland Fisher, author of Who You Know.
