    MANAGEMENT OF THE UNDERWATER AND COASTAL ARCHAEOLOGICAL HERITAGE IN ISRAEL’S SEAS (I) GESTIÓN DEL PATRIMONIO ARQUEOLÓGICO SUBACUÁTICO Y COSTERO EN LOS MARES DE ISRAEL (I) EHUD GALILI1 - SARAH ARENSON2 [email protected] [email protected] ABSTRACT The Maritime cultural heritage of Israel reflects important chapters in the history of humanity, including the Neolithic revolution and the beginning of agriculture, the emergence of the first empires and the foundation of the three monotheistic religions. Erosion due to sea level rise and human activity is destroying important coastal and underwater archaeological sites. Low levels in the Sea of Galilee and the Dead Sea exposed many archaeological remains, which are threatened by erosion, treasure hunting and coastal development. Without intensive rescue and protection activities, the valuable cultural maritime heritage will vanish within a few decades. Legal and operational tools are currently 151 applied in order to assure integrated coastal zone management, to control coastal development and to protect the marine cultural resources. Among these are the Antiquities Law, the Planning and Building Law, the Nature and Parks Law and the Law for the Protection of the Coastal Environment. Coastal and underwater sites are mapped and monitored, protected coastal and underwater sites are declared and rescue surveys are carried out in the endangered sites. A national risk assessment document of the coastal and underwater heritage and detailed preservation and protection plans have been prepared. Pilot projects for protecting and preserving the sea walls of Ashkelon, Apollonia and Akko were completed and several damaged harbors in the Sea of Galilee were reconstructed.

    Rebecca Kasmin The Vandalism of the Mosaics in the Severan Synagogue in Hammat Tiberias Rebecca Kasmin In the third and fourth century CE, the ancient city of Hammat Tiberias, located in modern-day Israel, developed as a Jewish center. One of its synagogues, excavated in the 1960s, contains a remarkable floor mosaic, one of the earliest synagogue mosaics in the country. It is composed of several panels, depicting traditional Jewish religious objects, as well as a zodiac wheel, complete with personifications of the four seasons, plus the figure of the god Helios in the middle, riding in his chariot. The extraordinary nature and circumstances of the mosaic and synagogue make its recent vandalism all the more difficult to bear. This article analyzes the vandalism of the mosaics that occurred on May 29, 2012, which seems most likely to be attributable to the Haredim, an ultra-orthodox sect of Judaism. After a discussion of the history of the site, and an analysis of the mosaics themselves, I discuss the perpetrators and their motive, the physical damage, recent comparable acts, and what could be done to prevent future attacks of a similar nature. In 1972–1973 a systematic archaeological survey of the map area was conducted by a team headed by Yehuda Dagan, on behalf of the Archaeological Survey of Israel and the Israel Antiquities Authority (formerly the Department of Antiquities and Museums). Compilation of Material A file for each site in the Survey archives includes a detailed report by the survey team members, plans, photographs and a register of the finds kept in the Authority’s stores.

It has caused me problems, but for good reasons — that is to say, there is such a lot happening at the moment on the railways of the Middle East, and especially in Israel, that I could have filled the magazine wholly with current events. However, the aim is to make each issue as balanced as possible with the material available - so despite the lengthy reports on the modernisation and expansion of Israel Railways and the welcome reactivation of the Carmelit, there are historical items and expansion of earlier topics. This issue is due out in September 1992 - exactly one hundred years since the opening of the first railway in what is now Israel, that from Jaffa to Jerusalem. Alas, it is not yet clear what celebrations are being organised, apart from the issue of commemorative postage stamps, but I hope to bring out a special issue soon to mark the occasion. For now — let us take heart that the system in Israel is looking healthier than for many a long year, let us note with sadness that the Hedjaz system appears to be on its last legs (or wheels), and let us hope that the next hundred years are as interesting <though hopefully less violent) than the last hundred years have been.

Smith Faculty of Agriculture, Food and Environment, The Hebrew University of Jerusalem, POB 12, Rehovot 76100, Israel Email: [email protected] ABSTRACT Scale insects (Hemiptera: Coccoidea) of four species of oaks (Fagaceae: Quercus) in Israel namely, Q. boissieri, Q. calliprinos, Q. ithaburensis, and Q. look were collected and identified from natural forest stands during the period 2010-2013. A total of twenty-seven species were determined from nine scale insect families: Asterolecaniidae (3 species), Coccidae (3), Di- aspididae (7), Eriococcidae (3), Kermesidae (6), Kuwaniidae (1), Mono- phlebidae (1), Pseudococcidae (2), and Putoidae (1). Six of these species represent new records for Israel and five are identified to the genus level. Kuwaniidae is a new family record for Israel. Species that were previously collected or recorded on oaks in Israel are listed and discussed. Information is given about host trees and global distribution. The majority of the spe- cies reported here are monophagous or stenophagous and they appear to be non-pestiferous to the oak trees in Israel. General traits that describe each scale insect family in the field are provided, together with an identification key to aid in the determination of slide-mounted specimens into families represented in this study.     A Guide to Birding in Israel & Trip Report for 25th April – 5th May 2019 Trip Report author: Steve Arlow [email protected] Blog for further images: https://stevearlowsbirding.blogspot.com/ Purpose of this Trip Report / Guide I have visited Israel numerous times since spring since 2012 and have produced birding trip reports for each of those visits however for this report I have collated all of my previous useful information and detail, regardless if they were visited this year or not. Those sites not visited this time around are indicated within the following text. However, if you want to see the individual trip reports the below are detailed in Cloudbirders. March 2012 March 2013 April – May 2014 March 2016 April – May 2016 March 2017 April – May 2018 Summary of the Trip This year’s trip in late April into early May was not my first choice for dates, not even my second but it delivered on two key target species. Originally I had wanted to visit from mid-April to catch the Levant Sparrowhawk migration that I have missed so many previous times before however this coincided with Passover holidays in Israel and accommodation was either not available (Lotan) or bonkersly expensive (Eilat) plus the car rental prices were through the roof and there would be holiday makers everywhere. I decided then to return in March and planned to take in the Hula (for the Crane spectacle), Mt. Hermon, the Golan, the Beit She’an Valley, the Dead Sea, Arava and Negev as an all-rounder. However I had to cancel the day I was due to travel as an issue arose at home that I just had to be there for.
