Steve McDaniel ~ Director This weekend is our Annual Mother’s Day Plant Sale at McMillen Park’s Community Center. We held our pre-kickoff meeting with the design team for phases 2 & 3 of Riverfront Development. This was primarily on identifying coordination methods, time tables, discussed permitting, ect. Dealing with flooding in several of our parks over the course of the last few weeks. This includes Promenade, Johnny Appleseed, Lawton, Headwaters, Swinney, Foster, and Tillman Parks. Foster Park’s Golf Course was closed four days due to high waters. We had several press conferences this past month. We announced our Summer Concert Series on April 24th, Arbor Day on April 26th, and ground breaking ceremony for the Conservatory Connector project on April 30th. We continue working with the development to the east of the Community Center. We have been told there will be some impact to Maiden Lane, so we working out a solution to bring a new entrance off of Berry Street. The staff of the Conservatory continues to work on bringing in a vendor for our restaurant space off of Calhoun Street. City Utilities work is starting to gear up at Foster Park with regards to the retrieval shaft. They will begin removing materials this spring. They will also be starting work in the area as part of their other utility work tying of the sewer to the drop shaft. New batting cages will be built at Hamilton Park as part of a grant that the little league received from the Tin Caps and the Mayor Office. Bob Arnold Northside Park’s pool along with all of the city splash pads will be opened on Memorial Day weekend. We are adding three additional sites in our parks working with Community School’s lunch program. Foster, McCormick and Bob Arnold Northside Park are the locations of a new mobile lunch program. The 41st Annual Senior Games starts the first week in June.

Chuck Reddinger ~ Deputy Director, Recreation Services, Headwaters, Riverfront Travel Services  On April 27th 37 travelers went to Chicago to see the “One of a kind Show” at the Merchandise Mart. 700 artists were present to show and sell their very own designs.  The May 4th, trip to Holland, Michigan for the Tulip Festival was sold out.

Outdoor Recreation  10 trees removed from Johnny Appleseed campground (6 sugar maple and 4 cherries) and were taken to Salomon Farm Park to be milled; lumber will stay at Salomon for CIP projects.  Johnny Appleseed campground opened April 15th.  KPC Media ran an article about Salomon Homestead restoration in all of their circulars, resulting in 100+ donation offers of antiques.  Salomon purchased two mini Kunekune piglets that will provide better interaction with little children and a Juliana pig that is domesticated and knows a few tricks (sit, spin and shake).  Staff member donates 4 ducklings to Salomon.

Golf  Due to weather conditions the Concordia Invitational was cancelled for April 20, 2019 at Foster Park Golf Course. The weather has been a major factor in cancelled leagues, regular play and small events at all three facilities during April.  Coming up in June and July we will be hosting a junior golf instruction/play program and a ladies golf instruction program. Both to be hosted at Shoaff Park Golf Course.  All three courses have been updated with new televisions, refrigerators and other food supply items (thermometers, storage containers, tongs, etc.) necessary to better meet Board of Health.  Phone and phone line testing is still going on at the three courses. Eventually, all three facilities will be converted over to the city’s internal system with new hardware.  Pepsi coolers have been updated and or replaced by Pepsi for our beverage sales.  The golf shops have been updated with a few new displays, hangers and current merchandise/products. Community Center  Reached out to principals at area high schools in hopes of promoting seasonal summer employment.  Multipurpose Room Floor is almost complete. It just needs to be sealed.  Parking Lot Drain was fixed by Wayne Asphalt.

Athletics and Aquatics  Conducted an on-site interview with Holly from Animal Control for Public Access TV. It was informative for the public to understand how they become a member of our two dog parks as well as the do’s and don’ts for animals in the parks.  Continue to get drone footage of the Riverfront as the project nears completion. Also using it to get the Projects Department pictures for future construction and repairs.  Spring Lacrosse started with an enrollment of 14 participants. As is with all of the programs this spring rain has been an issue.  Spring Tennis lessons started with an enrollment of 42 participants. We have two outstanding instructors that numerous parents have commented about.  Instructional Basketball Academy started with an enrollment of 20 participants. Fortunately they aren’t fighting the rain and makeups.

Riverfront  The focus of April for all staff was working on the Promenade Park Grand Opening. We have a variety of community organizations committed, performances scheduled, and community vendors booked. We have also been holding volunteer information meetings to get volunteers enrolled for the Grand Opening. All activities are going well.  We welcomed four new seasonal staff this month to assist with programming and events: Kelly Benton, Brooklyn Bieszke, Andrea Douthitt, and Brian Blackwell. All are excited to be a part of the Riverfront movement. Two staff members attended Crew Captain training with the DNR and all will go through more extensive water training in May.  We held the last of the Riverfront Education Series events which was titled “Party on the Riverfront” at Hop River Brewing Company, a committed Riverfront partner.  We held the first night of an event series with Trubble Brewing called Promenade Park Preview. We had 25 attendees come to learn more about what Riverfront is doing to be environmentally friendly both in the park and through our programming.  We had three outreach events this month, as well. Staff presented for the Fort Wayne Rotary Club, Fort Wayne Encore Club, and participated in Eagle Marsh’s Earth Day event.  Total April event & program attendance: 110  Total April outreach attendance: 2,600

Business Development:  Submitted five “Botanica Jones” exhibit grant applications. Raker Foundation o $4,500 PNC Charitable Trusts o $4,500 Wilson Foundation  Member Brian Reus donated $500 toward our Plant Labeling project. A thank you letter will be sent soon.  Groundbreaking for our Botanical Connections project was held on April 30. Mayor Henry and Director McDaniel provided opening remarks about the importance of offering welcoming amenities to downtown visitors, and Park Board member Justin Shurley joined them in turning the ceremonial shovelfuls of soil. Media were well represented.

Rentals:  The Park Board approved several new room rental options and associated reduced catering fees at their April meeting. Exhibits:  Our new “Migrations” live butterfly exhibit was quickly and carefully installed, including a paved, secure free flight tent, environmentally controlled hatching lab, colorful geographically- representative garden areas, and educational signage.

Events and Programs:  Youth Field Trips April 2019 13 groups 326 students April 2018 22 groups 749 students The 56% decrease is due primarily to the late occurrence of Easter this year which took two prime weeks off the books for visiting our Butterfly exhibit. However, we have forty-seven (47) youth visits scheduled in May.  Our 2019 Easter in the Garden event brought 2,678 people, staying about even with last year’s attendance.  Offered an alternative to our very popular, very crowded Easter in the Garden event held on Good Friday on the Saturday prior.  Offered a Garden Close-Up called “Migration Station.” There were 54 people (24 adults, 30 children) in attendance during the program period.

 Evan Firestone has generated a 92-sign plant label list, and moving us toward updating plant accessions and signage.

Staffing:  Hired Amanda Amstutz as the new Supervisor of Public Programs & Volunteer Development.  Interviewed and hired two part-time host staff – Nathanael Zepeda and Allison Olinger.  Jane Ford retired from the Conservatory position of Gift Shop Coordinator. Staff organized a nice retirement party which was well-attended. Jane’s last day was April 5.  Liz Firestine resigned from her position as Adult & Volunteer Program Coordinator to accept a job with the County. Her final day was April 12.

Foellinger Theatre  Purchase of proposed speaker system was approved at Board of Park Commissioners meeting in April. This represented a significant time investment of theatre management and staff, and it is a very large first step forward to better meeting our rental client’s concert production needs.  We hosted the season release event in the theatre basement.  Theatre staff helped at Weisser Center with the 10 Point prayer service.  Theatre staff and local stagehands union crew installed curtains, lighting, and truss for the upcoming season. .  Theatre staff opened the box office during an evening without a concert for the first time in over six years. Traffic was steady.  Volunteer usher training was held in the theatre basement. Turn-out was overwhelming. Our volunteers love Foellinger Theatre, and they are a valuable part of the theatre operation.  First in person ticket sales for our newly initiated TicketMaster system were held in April. Fairly smooth experience so far.

Highlights:  April 16-17th: IAN Summit Conference -Staff spent 2 days at the Afterschool Network Summit Conference, gaining knowledge and information from multiple sessions. Staff shared information with other team members in a follow up all staff meeting, giving something they took from the conference. This allowed everyone to brainstorm ideas and open up about how we can better serve the youth who come through the center doors.

Staff also had down time to connect with other staff members outside of work related activities. We enjoyed each other’s company walking through downtown, eating out, and playing competitive games against each other. These days allowed staff to re-energize and prepare themselves for the youth upon returning to the centers.

 April 18th: Community Unity Night Event - -Cooper ended the community unity event of the 3 part series on Human Trafficking. This event ended with information on how you can be protected from Human Trafficking. Youth had the opportunity to encounter with police officers and ask questions at the end.  Third Annual McMillen Mother Daughter dinner was a success! 15 mothers attended the dinner that the children prepared! The mothers and daughters were welcomed by Andre Patterson, participated in a drumming circle together with Diane Roger's and enjoyed a meal served to them by their daughters. It's a great way to get parents in the building and learn what their children are doing as well as upcoming events. Big thank you to staff.

The Parks and Recreation Department paid 130 full time employees at the end of April 2019. We are in the process of seasonal hiring and have currently hired 180 seasonal employees for 2019 at the end of April 2019. This year we have requested 471 seasonal employees. All jobs that need to be posted are currently posted and applications are being received and sent directly to the hiring managers (in most cases). Some jobs do not need to be posted because employees from years past are returning again this summer. In 2018, we hired 380 seasonal employees and the peak seasonal employment month was July. We currently have two full time positions that need to be filled and they are in various stages of processing:  Program Facility Coordinator - Volunteers / Older Adult - Community Center  Program Facility Coordinator Adult - Conservatory Vendor and construction contract invoices have picked up as we get into our busy season so Accounts Payable duties have increased significantly. The following is keeping the Registration Staff busy:  Registration for children’s summer programs and summer camps began March 18th.  The Summer Fun Times Registration began on May 8th.  Foellinger Tickets sales from our office began on April 30th.  The Pavilion reservations are picking up. Foellinger Theater Ticketmaster Merchant Number was applied for and received. We received BOCA Printers and Training for the Front Office and the Box Office Staff from Ticketmaster. Golf Courses have been set up for business on RecTrac including various golf greens fees, driving range buckets, cart rentals, concessions and Pro Shop merchandise. Golf Courses have been set up for sales tax payments through the Indiana Department of Revenue for their taxable items such as carts, concessions and Pro Shop merchandise. We are performing preliminary work on the 2020 Budget preparation with the various Deputy Directors. We are monitoring the Riverfront funding and preparing a reimbursement request from the Northeast Indiana Regional Development Authority and from the Park Foundation. We are assisting Park Staff and Internal Audit on a routine follow up audit of Parks Maintenance and Horticulture area. We provided guidance to Park Staff and State Board of Accounts on verification of selected Parks Capital Assets for the CAFR Audit. The employees of the Finance Office are members on the following committees: Promenade Park Operations, Golf Committee Operations, Golf Finances, Foellinger Ticketing, Foellinger Focus, Munis Project Numbers and Data Board. We are working on issues regarding fees, reservations, ticketing, financial planning and financial accounting. Wells Fargo Banking was transitioned on November 27, 2018 from the traditional branch deposits by the various park remote locations to the central collection of deposits that are taken by Garda Armored Courier Service from the Parks main office to the Wells Fargo Vault Branch in Downtown Fort Wayne. are still working with the Controller’s office to resolve various issues with this new process. Most of the issues are with the timing of the Garda pickups and with Wells Fargo Cash Vault processing and reporting. We currently have seven locations depositing with the Golf Courses now being open with a peak during the summer season reaching eleven locations depositing.

Steve Schuhmacher ~ Deputy Director, Facilities, Grounds, & Safety Operations Facilities Maintenance  We had 114 Pavilion rentals this month. This number is up from 94 in March.  Graffiti was pressured washed off the Tillman tennis court, stairs leading down to the court.  Pavilion and rest room water service has been restored with the exception of McMillen, due to a water line break. Rest rooms have been left open with minimal damage so far. Packard neighborhood as well as Psi-Ote Neighborhood association has asked that we keep these park Rest rooms unlocked for the season.  The Lakeside sunken gardens as well as the inside of the reflection pond were pressure washed.  Relief workers pressure washed the seats and patron areas at Foellinger Theater.  The restrooms at Foellinger Theatre were cleaned and prepped for the 2019 season.  The relief workers pressure washed the graffiti of the skate park bowl, Rockhill, Old Fort look-out, Study playground, and McCormick.  Relief workers and the working leader painted the inside and outside of the Hamilton park shelter.  A new urinal and toilet was installed at Memorial park pavilions men’s restroom.  Updated LED lighting was installed at both Rockhill park shelter and in Swinney park tennis restrooms.  The emergency lights were updated to LED fixtures in Weisser park center’s auditorium.  New cabinets were installed in the discovery corner at the Botanical Conservatory.  The fountains at Freimann square were installed for the 2019 season.  Shoaff park ball diamond fencing was repaired to allow the gates to open correctly.  New TV wall mounts were installed for the pro shops at both McMillen and Shoaff Park golf courses.  Memorial park pavilion restrooms lighting was upgraded to LED fixtures.  Show change at the Botanical Conservatory was completed. This was to remove the winter showcase and set up the annual Butterfly exhibit.  Site prep began for the new batting cages for Hamilton park baseball field.  The water main for McMillen park pool and pavilion was excavated and repairs were made to restore service to the pool and pavilion.  Hurshtown reservoir was prepped for the 2019 season. This included; installing all piers, removing window guards, delivering and placing the rental and staff boats, and turning the well pump on.  A new maintenance tech was hired for Promenade Park.  A new Park Facility person was hired for Promenade Park.  Two seasonal utility people started this month.  Weisser park had new walkway lights installed as well as new driveway lights  Weisser Park had conduit and wire ran to their tennis court pole light for future installation of additional lighting.

 Mowers are moving through the parks at a rate 7 days per cycle  Athletic crews set up 2 rugby fields and 5 soccer fields  The turf on athletic fields and some ball diamonds were rolled with a large turf roller  A soccer tournament at Tillman Park resulted in those fields being taken out of play  Ball diamond crews performed spring prep on 25 ball diamonds  New base pegs and a pitcher’s mound were installed at the Lions ball diamond  Herbicide was sprayed on ball diamond infields, warning tracks, and fence lines  Heavy equipment excavated a damaged water line at the McMillen Pool  The old Johnny Appleseed camp host shed was moved to Salomon farm  The Salomon garden shed was relocated closer to the vegetable garden  Seeding was performed at Salomon farm to repair bare spots near the learning center  Bleachers were moved from the Headwater ice skating rink to the Jennings Center  Playground mulch was delivered to Lions, Klug, and Kreager Parks  Potholes were repaired at Swinney, Franke, and the Jennings Center  The garbage truck transitioned to daily use starting on April 29th  Heavy flooding on the greenway closed a majority of the gates and underpasses  Flooding has extended into major park areas at Swinney, Foster, and Tillman  Mowing along the greenway was started on a weekly basis dependent on the flooding

The Salomon stock trailer ramp was rebuilt. Truck 68, a 2008 Ford F450 dump truck, lost power due to internal engine malfunction and had to have the engine replaced. Mower 516, a 2012 John Deere fairway mower had a major rebuild of the hydraulic system and steering axle completed.  The Safety Committee met on April 30 with four members in attendance. There were two treatable personal injuries this period, for a total of 2 for the year. Two OSHA recordable injuries for the year so far. No restricted days and no lost days for the year to date. Worker compensation costs to date are $356. There was one general safety training class, one CPR class, an Electrical Hazards A wareness class and a wood chipper safety class this month. Alec Johnson ~ Deputy Director, Planning & Development Planning Report  The Phase I Environmental Report was received for East Central Park. Findings, while not alarming, have triggered the need for a Phase II assessment. Quotes are due in early May for this work; design for a potential marina may continue after completed (3-4 weeks).  A consultant for the St. Marys River Streambank Restoration Project was selected. Biohabitats will begin design work for the project in May.

 High water levels have been cause for a pause in construction on both the Bloomingdale Park Streambank Restoration Project and the Guldlin Park Ramp and Floating Dock Project. Hopefully, rain subsides, the rivers drop, and work can continue in May.

 Work has continued in exploring potential projects for a Land and Water Conservation Fund grant. A trail project in Buckner Park has been identified; discussion with representatives from the IDNR will shed light on project feasibility as it relates to the grant.

 Further internal discussions took place regarding the future relocation of the Lawton Park Maintenance Yard and Franke Park Heavy Equipment Barn. Team members are exploring potential sites in the city, while still considering the Kelley Automotive grounds on State Street.

 Staff assisted in preparing a city-owned lot for an Arbor Day ceremony, organized by the Parks’ Forestry Division. Fort Wayne Parks & Recreation Department Staff Reports reporting April 19, 2019 through to May 7, 2019

 Design was completed for a landscape renovation at the downtown Community Center. The project will be bid out in the coming month and installed this year.

 The Franke Park Master Plan went through final review. Ratio Architects will present the plant to the Park Board in May.

 Schematic design for the location of a new monument sign and paved paths was completed for Memorial Park. It is anticipated that the sign will be completed this year.

 Discussions were carried out and written documents compiled regarding the operations of the Hosey Dam. It is Parks’ intent to begin a discussion with City Utilities on the pros and cons of the annual opening and closing of the dam’s tainter gates, with hopes that a consistent water level can be maintained throughout the year.

 Our final permit was finally issued for the construction of the Spy Run Creek Streambank Restoration Project. Construction is scheduled for June.

Horticulture and Landscape Report

 Showchange was completed at the Conservatory; the 100 Acre Wood exhibit was removed and the Butterfly exhibit was installed.

 Gardeners helped out in the greenhouse and delivered 18,300 plants to 60 schools for the SCFVA.

 Gardeners continued spring clean-ups throughout the parks. Clean-ups include debris and litter removal, pruning/deadheading, pre-emergent application, bed edging and mulching. Priorities include golf courses, rental facilities, high visibility areas, Zoo, and pools.

 5 Cherry Trees were planted in West Swinney before the annual Cherry Blossom Festival.

 Pre-emergent herbicide treatments on all large landscape/tree beds were completed the beginning of April.

 The Downtown Community Center and Freimann pots were planted with a spring display.

 Pfister Sprinkler systems began installing the new irrigation system at Lakeside Park. Work is expected to be completed the first week in May.

 Landscape maintenance under contract began in April. Leeper’s Lawn Service mulched the Kreager Playground, Courthouse Green, Freimann Square, Nuckols Park, Community Center, Foellinger Theatre, Main Street Medians, McMillen Pool, Meyers Park, and Northside Pool. They also completed the first round of pre-emergent weed control and fertilization to the turf, and began mowing.

 The spring displays were planted in the 197 downtown pots. Triscape is again the contractor doing the planting and maintenance for 2019.

 Quotes for the Downtown Community Center Patio Paver project were received. Triscape was the lowest bidder and will have the work completed by May 31st. The 20x20 patio will be installed on the south side of the building to provide a more usable space for events.  3 more Gardeners (Kaye Callow, Mike Heckley, Dan Schindler) took and passed the CORE herbicide exam to become Registered Technician Certified through the Indiana State Chemist. We will now have 6 Registered Technicians on staff.

 Dylan Amiot was hired as a full-time Gardener. Dylan’s responsibility will be Promenade Park. He will start on May 20th.

 After 30 years of service, Lynne Wilcutts retired from the Foster Gardener Helper Position on May 1st. Lynette Milne was hire to replace Lynne and is set to start on May 13th.

 3,500 seeds were sown for the Mother’s Day Plant Sale, Parks, Promenade Grand Opening display, Three Rivers Festival parade and Conservatory Showcase.

Riparian Management Report

 Presentations: presented general riparian maintenance information at Conservation Conversation; met with and presented possible riparian volunteer opportunities at Lippert Components; presented riparian, riverfront development and general Parks information at TekVenture for Earth Week

Forestry Report  Mayor Tom Henry joined Steve McDaniel, students from Whitney Young Early Childhood Center, Trees Indiana, and forestry staff to celebrate Arbor Day on Friday, April 26th. Several students helped plant two Montmorency cherry trees. These trees are expected to produce sour cherries well known for making delicious cherry pies.

 Working with the 311 Citizen Services to update the information that they have available concerning trees maintained by Fort Wayne Parks and Recreation.

 Scheduled the replacement of 19 trees located in tree vaults near Downtown. This planting is expected to be completed by Mid-May.

 Preparing tree planting specifications. We anticipate this going out for bid in the coming months.

 Pruned 748 street trees this month, bringing our 2019 total to 3720 trees. 7200 trees pruned annually represent a 7-year pruning cycle. This year we have set a goal to complete our annual tree pruning by August 1st.

 Removed 15 trees from the right-of-way.

 Completed 8 property damage appraisals resulting from trees struck by vehicles for risk management. Damages for the month totaled $1, 829.01 (2019 total = $12, 886.84)

 Resolved 24 special request down/hanging limbs.

Dawn Ritchie ~ Greenway Manager The Governor just announced a $3.3 million grant to Allen County for a 4.3 mile extension of the Pufferbelly Trail from Life Bridge Church to Fitch Rd (almost the DeKalb County line). The trail will be constructed in 2020 or 2021. This is a huge boost to our trails program!

Unfortunately, the City did not receive funding from the Governor’s Next Level Trails Grant Program for the Illinois Road Trail connection to Jefferson Pointe. the second round of grants. We’ll also get feedback from the DNR on how to score better. My guess is that we didn’t get funding because Allen County received funding AND because I could not secure letters of support from the owners of Parkwest Shopping Center, Jefferson Pointe and Apple Glen. Why would the DNR support the project when the property owners of these large shopping centers won’t even support the trail connection? The owner of Apple Glen actually stated that they don’t see any benefit to them by having a connection to our trail network! Looks like we need to do some educating.

Numerous sections of the Rivergreenway and the Towpath Trail are flooded due to recent rains.

There is a renewed effort to have equestrian trails in Allen County. There was an informational meeting on May 1st. More than 85 people attended. Commissioner Richard Beck, a horse owner, is very involved and has asked me to help. They are going to form a group and committees and put together a plan.

Trek the Trails has kicked off for the 10th year. We have 22 rides every Tuesday night until early October. In the first 9 years, we have ridden over 106,000 miles with nearly 13,000 participants. We had very good media coverage for the kick-off.

We met with the PFW students who are working on our trail maintenance app. We believe it will be ready to launch in the next month.

We opened bids for the Summit Park Trail (former railroad corridor west of Lima Rd). We only had two bidders. The low bid was $17,000 higher than the engineer’s estimate, but we’ll award it. The project is 0.5 mile between Washington Center and Ludwig and includes a trailhead parking lot. Construction should begin in June. We’ve already cleared the vegetation for the trail.

On Monday, May 13 two meetings are scheduled from 5:30 – 7:30 p.m. One will take place at Bridge of Grace Church, 5100 Gaywood Dr. The other will take place in Franklin School Park’s pavilion, 1901- 1999 St. Marys Avenue.

On Tuesday, May 14 two meetings are scheduled from 5:30 – 7:30 p.m. One is scheduled for Wunderkammer, 3402 Fairfield Ave. and the other will take place at Old Crown Coffee, 3417 N. Anthony Blvd.

The final pop-up meeting is set for Wednesday, May 15 from 5:30 – 7:30 p.m. in the alley adjacent to Pint & Slice, 816 S. Calhoun St.

All ages are welcome to attend all of the pop-up meetings; free popsicles will be shared during the events. In addition to discussing public art, residents will also have the opportunity to take part in painting a temporary art display of the word Ke-Ki-On-Ga.

Consultants from Designing Local of Columbus, Ohio will use the input provided by residents, as well as information collected through the website and one-on-one conversations, to create the Fort Wayne Public Art Master Plan. The plan is being developed for the Public Art Commission in partnership with the City of Fort Wayne Community Development Division and Arts United of Greater Fort Wayne.

The master plan will lay out a comprehensive vision for public artworks, such as murals and sculptures, now and in the future, and will help define locations and projects appropriate for Fort Wayne and its neighborhoods. The plan will identify guiding principles for developing and sustaining Fort Wayne’s collection of public artwork in a way that supports collaboration, diversity, economic vitality and the highest levels of creativity.
