Constitution and Bylaws of the at Michigan Tech. Preamble In order to promote a free and wealthy society, with the Rule of Law, limited government and strong morals at its core, We conservative students at Michigan Tech do hereby found this Chapter of College Republicans.

Knowing the importance of collaboration, We Republican students will work closely with the Republican Party to get Republican candidates elected, as well as maintain the good name of the Grand Old Party. Knowing the importance of the Republican Party to the preservation of our ideals, and the importance of political activism and discourse, we do hereby adopt and ordain this Constitution. Article I. Name and Affiliation SECTION 1. Name ​ ​ The name of this organization shall be the College Republicans at Michigan Tech, hereinafter referred to in this document as the College Republicans, or CR. SECTION 2. Affiliation The College Republicans at Michigan Tech shall be the recognized campus affiliate of the Michigan Federation of College Republicans, and of the College Republican National Committee, and shall be subject to and abide by the Constitutions, Bylaws, and Resolutions thereof. Article II. Purpose SECTION 1. To make known and promote the principles of the Republican Party among members of the Michigan Technological University campus and community. SECTION 2. To aid in the election of Republican candidates at all levels of government. SECTION 3. To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels. SECTION 4. To develop political skills and leadership abilities among Republican students as preparation for future service by them, to the Party, and community. Article III. Officers SECTION 1. The officers which comprise the College Republicans shall be President, Vice President, Secretary and Treasurer. SECTION 2. All officers shall be elected at a regular CR meeting between April 1 and April 30 of each year, to be announced in writing to all members not less than two weeks in advance. SECTION 3. Any officer who is being replaced (whether due to graduate or because of failure to be re-elected) has the responsibility to pass on his/her responsibilities to the officer-elect. This includes all materials and knowledge necessary to perform the duty of the officer’s position. SECTION 4. Nominations of candidates for office in the College Republicans shall be made from the floor by any members in good standing1. SECTION 5. Officers shall be elected by a majority of those present and qualified to vote on the day of the vote (see below). SECTION 6. Vacancies occurring among the officers shall be filled by the election of the Executive Board at the first meeting following the occurrence of the vacancy, provided however that notice of that election that is to occur must be included in an annual notice of the Board meeting. A person elected to fill a vacancy shall serve as officer until the next annual election. Article IV. Executive Board SECTION 1. There shall be an Executive Board, which shall govern the College Republicans. SECTION 2. The Executive Board shall consist of the officers of the College Republicans. The President of each standing committee shall be a voting member of the Executive Board. SECTION 3. The Executive Board shall introduce, approve and implement all actions and activities necessary and proper for the functioning of the College Republicans and not inconsistent with this Constitution or the Bylaws. The Executive Board shall also be administrators on all social media connected to the College Republicans. SECTION 3. The President shall oversee the executive board and shall consult them before coming to a decision. He/She will also be the primary contact for the organization, and shall finalize all decisions after consulting the executive board. The President shall work closely with area politicians as well as the Michigan GOP. SECTION 4. The Vice President shall be the President’s second, and shall replace him/her as leader of meetings if the President is unable to attend. The Vice President also shall be the secondary contact for the organization. The Vice President will have the authority to make decisions should the President be unable. SECTION 5.

1 A member in good standing is defined as a regularly attending member who has paid his/her membership dues as well as actively participated in the group. The Treasurer shall be the master of finances for the College Republicans. His/Her name shall be attached to all transactions and financial activities. He/She and the President shall be the two co-signers on any accounts affiliated with the College Republicans. SECTION 6. The Secretary shall be the primary record-keeper of the College Republicans. He/She shall take attendance as well as keep notes on proceedings at meetings. The Secretary shall also be responsible for keeping all literature accrued by the College Republicans. He/She shall also keep all past publications. Article V. Membership and Voting SECTION 1. Any person affiliated or associated with Michigan Technological University community may apply for membership. Membership application information may be obtained from the Secretary. SECTION 2. In compliance with Michigan Technological University’s Board of Trustees Equal Opportunity Policy effective February 24, 2011, the College Republicans will not discriminate on the basis of race, religion, color, national origin, age, sex, sexual orientation, gender identity, height, weight, genetic information or marital status. The organization is also committed to the policy of not discriminating against disabled individuals or veterans. SECTION 3. Annual dues are required for membership in the CR. The Executive Board shall set the amount annually. SECTION 4. Any member of the CR may vote, insomuch as they have been recorded present at a majority (51%) of all meetings, and have met their dues by the date of election. Section 5. Votes for all elections and suggestions shall be counted by an impartial member of the group whom has not been nominated for an Executive Seat or is an incumbent member of the Board. Ties shall be broken by a unanimous decision of the currently sitting Executive Board. SECTION 6. In the event that any member of the CR has demonstrated disloyalty2 to the Republican party, or has refused to participate in events organized by the CR, he/she may be removed from the membership by a two-thirds (⅔) majority vote by the remaining general membership in attendance at the meeting. Removal shall require a motion on the floor of a meeting coupled with convincing evidence of the offense. Article VII. Impeachment SECTION 1. Any officer who, during his/her term in office, has demonstrated disloyalty to the Republican Party, negligence or incompetence in the performance of his prescribed Constitutional duties, or willfully impeded the CR program, may be impeached and removed from office. SECTION 2.

2 Disloyalty is defined here as a complete lack of support for Republicans, as well as spreading generally false information about the Republican Party, and shall not be used to silence dissenting opinions. Specific charges against the impeached officer must be approved by absolute majority of the officers of the CR, excluding the officer being impeached, at a meeting of the Executive Board. SECTION 3. From the approval of the charges until the next meeting of the Executive Board, the impeached officer shall remain in his/her office and be allowed to prepare his/her defense to charges. SECTION 4. At the first Executive Board meeting after the meeting in which the charges were approved, an officer or other person selected by the officers shall present the charges and the impeached officer shall present his defense. Following these presentations, the impeached officer may be removed from his/her office by the remaining members of the Executive Board. Article VIII. Parliamentary Authority and Meeting Proceedings SECTION 1. The parliamentary rules contained in the most recent edition of Robert's Rules of Order, Newly Revised shall govern the College Republicans in all cases to which they are applicable and in which they are not inconsistent with this Constitution nor inconsistent with the Constitution or Bylaws of the Michigan Federation of College Republicans or those of the College Republican National Committee. SECTION 2. At the beginning of each meeting, immediately following the President’s call to order, the Secretary shall take attendance. The Secretary is responsible for tracking attendance of each member. Article IX. Finances SECTION 1. All financial transactions, including fundraisers, must be approved by the Treasurer. SECTION 2. A ledger shall be kept by the Treasurer to record and monitor all financial transactions. SECTION 3. Significant transactions (above $500) must be motioned on the floor of a meeting, and require at least a one-half (50%) popular vote from voting members. All other transactions may be handled by the Executive Board. SECTION 4. Promotional clothing may be ordered by the general membership through the Treasurer or President. Article X. Advisor SECTION 1. The College Republicans shall have an advisor at all times. He/She shall be selected from a University-wide search for persons willing to advise the group. SECTION 2. The advisor's responsibilities shall be those outlined in Michigan Tech’s Advisor Statement. SECTION 3. Any advisor change must be approved by Student Activities.

Article XI. Other Groups Within the Organization SECTION 1. Where membership allows, which shall be defined as twenty (20) or more active members, there shall exist a publications group, which shall be responsible for the creation and placement of posters, flyers and other publications (such as table tents). However, distribution is not exclusively the responsibility of this group and the general membership may participate in distribution. This group shall submit their design to the Executive Board for University approval. The group shall consist of five to seven general members, and must have at least three members whose living arrangements are on-campus. This group shall be appointed by the Executive Board based on volunteer basis. SECTION 2. Should there fail to be enough volunteers or low enough membership, the duties of these group(s) shall fall onto the Executive Board. Article XII. Constitution SECTION 1. Suggested amendments must be mentioned on the floor of a regular meeting. They must then pass a majority vote by the Executive Board to be considered for a vote. SECTION 2. Any and all amendments to this Constitution require a three-quarters (¾) majority vote in the general membership, provided quorum3 is met, and shall be voted upon during the next regular meeting following the date of suggestion. SECTION 3. Any and all amendments to this Constitution must be approved by Student Activities. SECTION 4. In order to ratify and adopt this Constitution, a ⅔ (67%) majority vote of the eligible general membership (providing that a quorum is met) shall be required. It shall take effect when approved by Student Activities.

3 Quorum shall be defined as any meeting of the general membership where attendance of qualified voters is equal to or exceeds 15 individuals.
