GOVERNMENT OF ANDHRA PRADESH ABSTRACT Tribal Welfare Department – Tribal Sub Plan 2016-17 – Providing gap funding of Rs.19,65,77,010/- to complete (279) works taken up under IAP/ACA in full-fledged shape under Education Infrastructure Grant in ITDAs of Paderu and R.C.Varam – Administrative sanction – Orders – Issued. Tribal Welfare ( BUD) Department G.O. Rt. No.131 Dated 17- 03-2017 Read the following: 1. Act No.1 of 2013, dt.24-1-2013. 2. From the Superintending Engineer (TW), AP, Visakhapatnam, dt.16-10-2017. 3. From the DTW, A.P., Vijayawada, Lr.No.G1/3952/2016, dated 20-1-2017. --- ORDER: Under Integrated Action Plan, Government of India sanctioned an amount of Rs.30.00 Crores for each district under (4) years programme from 2011-12, 2012-13, 2013-14, 2014-15 and as such an amount of Rs.120.00 cr. has to be released by Government of India under the programme to the each district. Accordingly, the District Collectors concerned have accorded administrative sanction of works to the tune of Rs.120.00 cr. in each district and the Govt. of India released only Rs.100.00 to the each district and informed that further funds will not be released. Therefore, the infrastructure works taken up under IAP/ACA could not be completed. It is necessary to provide gap funding under Education Infrastructure in order to complete the incomplete works sanctioned under IAP/ACA so as to bring them for usage of the respective purposes for which they are taken up. 2. In the reference 1st read above, the Government of Andhra Pradesh has enacted “The Andhra Pradesh Scheduled Castes Sub Plan and Tribal Sub Plan (Planning, Allocation and Utilization of Financial Resources) Act, 2013 (Act No.1 of 2013). 3. The Act is to ensure, accelerated development of Scheduled Castes (SC) and Scheduled Tribes (ST) with emphasis on achieving equality in the next ten years focusing on economic, educational and human development along with ensuring security, social dignity and promoting equality among Scheduled Castes and Scheduled Tribes, by earmarking a portion, in proportion to the population of Scheduled Castes and Scheduled Tribes in the State, of the total plan outlay of the State of Andhra Pradesh, as the outlay of the Scheduled Castes Sub Plan (SCSP) / Tribal Sub Plan (TSP) of the State. 4. The Tribal Welfare Department aimed to develop a good education infrastructure in all tribal welfare educational institutions to impart quality education with a long term objective of facilitating tribal children to qualify in various entrance / competitive examinations for professional and other related courses for ST students in the State. In that direction Tribal Welfare Department has taken up several measures to strengthen the educational infrastructure including providing infrastructure to the ITDAs. 5. In the reference 3rd read above, Director of Tribal Welfare, AP submitted proposals for an amount of Rs.19,65,77,010/- for according administrative sanction to complete the (279) No. of incomplete works taken up under (4) years programme of IAP/ ACA from 2011-12 to 2014-15, based on the proposals submitted by the Superintending Engineer, TW for providing gap funding in respect of the works sanctioned under IAP/ACA which are held up for want of funds under the categories of Education Infrastructure and other infrastructure and requested for according administrative sanction. 6. After careful examination of the proposal and in order to complete all works taken up under IAP/ACA in the tribal areas executing by the Tribal Welfare Department and to realize the benefits the benefits for which purpose the works were taken up, administrative sanction is hereby accorded to complete the (279) incomplete works sanctioned under (4) years programme of IAP/ ACA of Government of India by providing gap funding of Rs.19,65,77,010/- as mentioned in Abstract and the work wise details are appended to this orders as annexure- I&II, subject to the ratification by the Nodal Agency for TSP and State Council for Development of SCs/STs. The work wise details are annexed to this order. P.T.O. :: 2 :: 7. The Director, Tribal Welfare and the Engineer-in-Chief, TW shall take further necessary action to complete the said works with the matching grant now sanctioned through the Tribal Welfare Engineering Department. 8.
