    2020 Illinois General Election Results DISCLAIMER: All noted races below have not been certified by the Illinois State Board of Elections and are subject to change. With the massive upswing of mail-in-voting this year, it is HIGHLY likely that many races will not be final until all ballots are in. In Illinois, ballots that are post-marked for Election Day have 2 weeks from Election Day to arrive and be counted. As a result, many of the close races noted below could change and we have marked some races as too close to call. The University of Illinois System Office of Governmental Relations will keep you updated as the Illinois State Board of Elections updates these races. Note, the State board of Elections has listed December 4th as its date to certify the vote and publish official results. GRADUATED INCOME TAX AMENDMENT The constitutional amendment allowing the State of Illinois to implement a Graduated Income Tax failed at the ballot box with a vote of roughly 45% in favor and 55% opposed. The constitutional amendment needed a simple majority of all voters in the election to pass it or 60% of people who specifically voted on the amendment. The FY 21 budget negotiated on and passed in May was balanced, in part, on the projected revenues from the new graduated income tax. The consequences of this could be severe for higher education funding, as Gov. Pritzker has noted that there will need to be major cuts to public safety, education and human services in order to close the budget gap.

    Political Contributions Exelon Corporation’s (Exelon) success depends on sound public policies at the national, state and local levels. Issues vital to Exelon’s ability to recognize value for its stakeholders are debated and decided in the U.S. Congress, state legislatures and local forums across the country. Federal and Pennsylvania law prohibit companies from making political contributions to Federal and Pennsylvania candidates. Illinois and Maryland law limit the amount that Exelon and its affiliated companies can give to political candidates and PACs. In certain other states, corporations are permitted to contribute to state election campaigns. Exelon engages in political activity in accordance with all relevant state and Federal laws. Exelon Corporation, Baltimore Gas and Electric Company and PECO Energy Company have established political action committees that are funded solely through voluntary employee contributions (ExelonPAC, BGEPAC and PECOPAC). Exelon Generation Company and Commonwealth Edison Company also have Illinois state political action committees which may be funded by both employee and corporate contributions (ComEd PAC and ExGenPAC). Exelon provides limited administrative support to all five PACs. These PACs offer eligible employees a direct means to voluntarily participate in shaping public policy and expressing views on issues related to our business. The PACs operate in accordance with all relevant state and Federal laws. Information about ExelonPAC is available on the website of the Federal Election Commission at www.fec.gov. In the interest of transparency for our shareholders and stakeholders, Exelon has posted its Corporate Political Contributions Guidelines on its website. These Guidelines are intended to provide corporate governance, control, oversight and procedural guidance for corporate contributions of money, property or services for political activities in Illinois, Maryland and other states that allow corporate contributions to the political process and for political expenditures in areas where permitted.

Public transit is essential to many people’s lives and livelihoods, so its continued availability is vital to our state’s reopening plan and to the personal finances of many people – especially low-income residents and seniors. Furthermore, our buses and trains are places where people come into close contact with each other due to their confined spaces. With that being said, if appropriate precautions are not taken, these places pose an increased risk of spreading COVID-19. At your earliest convenience, please send us a letter detailing the efforts you are taking to protect your employees and passengers and to limit the spread of COVID-19. The letter should address, but need not be limited to, the following topics: - Testing: Under what circumstances are employees required to be tested? What do you do if an employee tests positive? - Tracing: How do you identify individuals who may have had prolonged contact with employees or a passenger who is found to have COVID-19? What information do you convey to them, and what do you require of employees who may have been exposed? - Temperature checks: Most businesses and other entities that have remained open or reopened require temperature checks for their employees, in an effort to catch otherwise asymptomatic individuals who have contracted COVID-19.
