Carter, President Chicago Transit Authority 567 West Lake Street Chicago IL 60601 July 30, 2020 Dear President Carter: As Members of the Illinois General Assembly, who are concerned with transportation-related issues, we are contacting each of the state’s transit districts in an effort to ascertain what steps you are taking to keep employees and passengers safe. Public transit is essential to many people’s lives and livelihoods, so its continued availability is vital to our state’s reopening plan and to the personal finances of many people – especially low-income residents and seniors. Furthermore, our buses and trains are places where people come into close contact with each other due to their confined spaces. With that being said, if appropriate precautions are not taken, these places pose an increased risk of spreading COVID-19. At your earliest convenience, please send us a letter detailing the efforts you are taking to protect your employees and passengers and to limit the spread of COVID-19. The letter should address, but need not be limited to, the following topics: - Testing: Under what circumstances are employees required to be tested? What do you do if an employee tests positive? - Tracing: How do you identify individuals who may have had prolonged contact with employees or a passenger who is found to have COVID-19? What information do you convey to them, and what do you require of employees who may have been exposed? - Temperature checks: Most businesses and other entities that have remained open or reopened require temperature checks for their employees, in an effort to catch otherwise asymptomatic individuals who have contracted COVID-19. What is your policy? - Employee pay: If an employee contracts COVID-19 or is required to self-isolate or self- quarantine due to exposure to someone who has the illness, are they paid? Does that pay include holidays? What is your policy more generally? - Operations: What steps are you taking to ensure the sanitation of all vehicles, equipment, and facilities? What is the process for vendors to bid for those contracts? State of Illinois If you do not currently have policies covering testing, tracing, temperature checks, and employee pay, please explain why. Other useful items to include in your letter would include mask requirements, sanitation procedures, capacity limits, and other safety procedures you have implemented in response to the pandemic. The Commission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expenditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s Revenue and Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annual operating and capital budgets, public employee retirement systems, and other policy issues.

House Bill 3649/Senate Bill 1652 seeks to provide a more accurate accounting of bills being held by each state agency and the late interest penalties the state is accruing. Background: After appropriations are made and services are provided, each state agency sends bills to the Comptroller for payment. However, if vouchers for payment are held at the agency level due to a lack of appropriation or processing delays, these liabilities remain largely hidden from the Comptroller. The state’s Prompt Payment Act, which assigns a 1% per month penalty to bills that are 90 days past due, applies to a currently unknown number of the bills being held by the agencies.

The Illinois Task Force on Civic Education explains that responsible citizens are informed and thoughtful, participate in their communities, act politically, and have moral and civic virtues. Included in the report are findings on civic education in Illinois, civic education in other jurisdictions, and best practices in civic education. Specific recommendations included in the report are: • require a civic education in the high school; • revise Illinois Social Studies Standards; • require a service learning project in middle and high school; • align licensure and certification requirements for pre-service teachers with best practices; • provide access to professional development aligned to best practices; • involve students in the election process; and • extend the task force to gather public input through public hearings. Dalianis cited a report from the Cook County Clerk’s Office indicating that TIFs accounted for about 8% of 1 property taxes in Cook County, up from prior years.

SUAA MINI BRIEFING December 8, 2016 Sticking to the facts is always the best decision. Veto Session ended this past week with lingering decisions still to be made. The Stop-gap budget ends on December 31st. No budget agreement is in sight even though the Democrat and Republican Leaders are meeting with the Governor. The news keeps repeating the words balanced budget, but in truth there hasn’t been a true balanced budget in decades. The Governor is demanding a property tax freeze and term limits. Neither seem reachable and neither have anything to do with the State Budget. During the Veto Session a super majority was required to pass any legislation. The winner went to the ComEd rate hike to save the nuclear plants and, of course, jobs. Governor Rauner vetoed the $215 million going to the Chicago Public Schools for the Chicago teachers’ pension. And the House of Representatives did not have the votes to override the Governor’s veto of SB 250 – the Automatic Voters Registration bill. HJRCA0062 passed the House with a super majority. It “provides that a bill passed on or after the date of a general election but on or before the second Wednesday of January following the general election that would result in the increase of revenue to the State by an increase of a tax on or measured by income or the selling price of any item of tangible personal property or any service may become law only with the concurrence of three-fifths of the members elected to each house of the General Assembly.” In other words, no tax increase would be allowed without a super majority passage in both houses.
