It outlines the existing and emerging organised crime threats impacting the Australian community and national interests. 2 Serious and organised crime is growing in sophistication and constantly adopting new and advanced technologies to undertake illegal activities. It exploits the internet and other technologies to target the community through activities such as online scams, cybercrime and the theft of personal identity information stored electronically. It is expanding its reach globally and injecting itself into new markets—both legitimate and illegitimate—in order to increase its opportunities to generate illicit wealth. It works to conceal unlawfully derived profits, seeking to intermingle those funds with legitimately earned money. These activities significantly affect the wellbeing of families and communities across Australia. Serious and organised crime diverts funds out of the legitimate economy and undermines the profitability of lawful businesses. -

Second Reading Mr DONALD PAGE (Ballina—Minister for Local Government, and Minister for the North Coast) [10.08 a.m.]: I move: That this bill be now read a second time. The Government is pleased to introduce the Swimming Pools Amendment Bill 2012. As we head into the warmer months, families will use their backyard swimming pools increasingly. Swimming pools are an important part of family life as they bring families together and provide everyone with endless hours of healthy fun. But it is a sad fact that each year a number of children continue to drown in backyard swimming pools. Each year, approximately 60 young children are admitted to hospital following a near drowning. Each drowning or injury in a backyard pool is a tragedy for the families and for the local communities. The greater tragedy is that effective and well-maintained swimming pool fences, combined with vigilant adult supervision, could have prevented most, if not all, of these drownings. This has led to increasing calls by pool safety advocates for a further strengthening of the Swimming Pools Act 1992. The case put forward is that too many pools that are inspected have deficient barriers and that each deficiency in a pool barrier that is identified and rectified potentially saves the life of a child. -

Abstract This thesis is concerned with the exchange of heroin in localised, street-based marketplaces. Commercial exchange of heroin in such sites has been a characteristic of the Australian heroin scene since the early 1990s. Although some qualitative investigations have been undertaken, the dominant approach to understanding these sites in Australia has been quantitative (primarily epidemiological and criminological). These efforts largely adopt a narrow and under-developed conception of ‘markets’ and much of this work adopts a narrow and circumscribed conception of the subjects who act within these sites. In contrast, this thesis is positioned within a long tradition of ethnographic accounts of drug users as active agents and of drug markets as embedded in particular social, cultural and economic contexts. In this thesis, I explore two related questions: 1) what are the social relations and processes constituting street-based drug markets, and 2) how do participants in these street-based drug markets express agency, given that, in public and research discourses, they are often understood and depicted either as lacking agency or as expressing agency only through profit-seeking, criminality or both. -

PART THREE Chapter Five Hope For many former members of the Australian Imperial Force (AIF) after World War I, life on the land on a small poultry or vegetable block in company with other returned men represented more than just a return to civilian life. It was hope – hope that the horrors of war could be erased, hope that the emerging new world would be more prosperous, and hope that their lives would be re-built through their own enterprise of land ownership. For a considerable number of men on these group settlements it was also their last hope. Expectations of success were, therefore, high in the beginning on these settlements. The previous chapters of this thesis have outlined the settlements’ origins and establishment and some of the issues facing settlers, such as poor quality land, stock or crops. These difficulties made earning a living from small acreages more arduous than the men had been led to believe and they often soon found themselves with little income and a massive debt. In addition to the problems of flooding and inferior land, badly constructed homes, poor communication systems, and isolation for themselves and their families, most of the men had war-related disabilities to contend with. In spite of all these challenges, these soldier settlers attempted to re-adapt to civilian life and to build a sustainable community as part of a group soldier settlement. To support the argument of this thesis that most soldier settlers on the six group settlements in this study returned from World War I service physically and mentally 180 scarred, leaving them with long-term or permanent disabilities, a number of primary sources have been used to build a picture of how they struggled to make a living after the war. -
