INTRODUCTORY NOTE AT the 1951 Census, the data relating to languages, religion, special groups etc., were not sorted and tabulated by villages and towns but by larger units called tracts which generally corresponded to revenue thanas in Bihar. In January, 1955 the Government of India decided with the concurrence of the State Govern ment to obtain villagewise language data for the following 34 revenue thanas in the five eastern bor der districts of Bihar by means of a special sorting of the 1951 Census slips:- Purnea Dhanbad 1 Kishanganj 9 Godda 17 Purulia 26 Gobindpur 2 Islampur 10 Godda Damin 18 Baghmundi 27 Jharia 3 GopaJpur 11 Jamtara " 19 Chandil 28 Topchanchi 4 Kadwa 12 Rajmahal 20 Barabhum 29 Nirsa 13 Rajrnahal Damin 21 Manbazar 30 Tundi San tal Parganas 14 Pakaur 22 Raghunathpur 15 Pakaur Damin 23 Kashipur Singhbhum 5 Deoghar 24 Para 6 Madhupur Manbhum Sadar is Chas 31 Ghatshila 7 Dumka 32 Kharsawan 8 DumkaDamin 16 Jhalda 33 Seraikela 34 Gobindpur Shri Kirit Prasad Sinha, Deputy Magistrate and Deputy Collector, who had worked previously as Deputy Superintendent of the Regional Tabulation Office at Muzaffarpur in 1951-52 was appointed as Deputy Superintendent incharge of this operation and he joined at Patna in February, 1955. It was decided subsequently to include also the following nine revenue thanas in this operation:- Purnea Singhbhum Ranchi Singhbhum 1 Katihar 2 Kolhan 4 Simdega 8 Ch;kradharpur 3 Manoharpur 5 Bano 9 Karaikela 6 Kolebira 7 Kurdeg Villagewise language data has thus been extracted in respect of 43 revenue thanas lying in six dis tricts involving a total population of 7,277,074 with the number of main languages varying from 3 to 6. After the 1951 Census Sorting Operations, the Census slips of the districts of the Chotanagpur Division were kept in boxes and gunny bags and stored districtwise in a building at Hazaribagh. The Census slips of the remaining districts which fall under the Bhagalpur Division were stored in one of the empty barracks of the Bhagalpur Camp Jail. The transference of Census slips from other buildings to the place of storage by unskilled hands has resulted in the mixing up of the slips of different tracts in many cases. Considerable time and labour had to be spent in rearranging the slips by tracts and vil lages. This difficulty was enhanced due to the fact that the location code numbers were not noted on slips in many cases, which made the task of their identification very difficult. Some slips had also been eaten up or destroyed by white ants and other insects. These difficulties were sought to be overcome by reference to the National Registers of Citizens, which were prepared by the enumerators simultaneously with the filling up of enumeration slips at the 1951 Census in Bihar. In case of some villages where a large number of slips were either missing or unidentifiable for want of code numbers the sorting of language has been done mainly from the National Registers of Citizens. Villages and towns in which language data have thus been abstracted mainly from the National Registers have been marked with aster isks in the table (except in Santal Parganas). Comparison of linguistic data obtained separately from slips and from National Registers show that they are substantially the same. The staff employed on the viUagewise sorting consisted of 75 Sorters, 12 Compiler Checkers and 2 Administrative Assistants who worked for a period of about 9 months. The operation was conducted in three stages. At the first stage, the slips were sorted out police stationwise or for individual towns with reference to the second code number (indicating the police station or town) at the top of each slip. At the second stage, the slips were sorted out for individual villages or wards of a town with reference to the 11 third code number, corresponding to the revenue thana number, on the slips. The number of slips thus obtained in respect of each village or ward was compared with the Primary Census Abstract prepared in 1951 to ascertain whether all the slips of the village or ward had been traced. At the third stage, the slips or National Registers where sufficient slips were not available, were sorted by language. There are however some cases in which neither all the slips nor the complete N.R.C. could be available. In such cases totals were struck on the basis of whichever record (slips or N. R.) was more complete. There are also a few cases in which a majority of the slips were missing and the N .R.C. was also not available. The language data in such cases have been sorted from the available number of slips. Language data have not been furnished in the tables in respect of villages where the number of available slips (or N .R. C. entries) was found to be less than 20% of the total population figure appearing in the Primary Census Abstract. The sorted figures were checked by the Compiler Checkers, Adminis trative Assistants and the Deputy Superintendent at all the stages, and every possible effort has been made to ensure accuracy.
