Organizational/ag SCI ency updates on ▪ Planning cash support package for 500 HHs in the HC as part of COVID19 response. ▪ CVA activities ▪ Last week FSL and cash support to HC in Cox’s Sadar to 830 beneficiaries by their partner BITA through MMT. Also, initiating Hybrid modality of CVA for the refugees.

WVB ▪ Emergency food security support to 1883 (CfW + MPCG) host HHs in Teknaf & Ukhiya and cash distribution through MMT and financial institution (Simanto Bank). ▪ Under DRR intervention, 1,053 refugees were engaged in CfW; 325 beneficiaries received hybrid assistance and under GFA support 310 porters, volunteers etc. received a cash assistance as wages. Planned to distribute cash among 4420 CfW beneficiaries in 15 different camps.

ISCG, Transfers Working Group | 07 July 2021 Agenda Items Discussion Action Points ▪ However, one challenge is, in many camps, CiCs are not allowing cash distribution over a mass gathering/distribution due to recent raise of COVID19 transmissions in the camps. But before Eid-ul-Azha (one of the major Muslim festival) these people need to be paid.

BDRCS ▪ 1,850 beneficiaries from host community have been targeted for DRR interventions. Currently beneficiary selection is going on and distribution to be done by mid of July’21.

IRC ▪ Supported 127 HHs are being supported those impacted due to fire incident in camp 09.

ICCO ▪ Supported 1,595 refugees under DRR focused CfW activities.

Updates from FSS ▪ Total 183,789 refugee HHs reached in May 2021 through CfW and unconditional cash ▪ PPT attached for details transfer. ▪ 16,650 host community HHs reached where 11,692 HHs received conditional cash, 3,039 by CfW and remaining 1,919 through unconditional cash grant. Also, 14,092 HHs in the northern Upazillas of Cox’s Bazar received conditional cash support. ▪ COVID19 support for host community is at final stage. ▪ Details of CVA activities could be found at online dashboard at host community dashboard and Rohingya dashboard.

AoB ▪ DC Office Cox’s Bazar requested humanitarian organizations to plan support initiatives ▪ TWG to follow up the for the host community. Humanitarian community suggested the following way forwards: process of updating all meeting minutes. 1. Continuing existing activities with Bangladeshi communities: there are substantive activities already being undertaken by the humanitarian community in support of Bangladeshis in the district. Some of them that have stopped due to the recent lockdown and for the benefit of Bangladeshi communities that should continue during this strict lockdown. 2. Additional assistance to Bangladeshi communities: Bangladeshi host communities have been adversely affected by the lockdown and humanitarian community agreed to discuss a package of short-term additional support that can provide these communities.

Subject: Restrictions on the operation of all activities to prevent the spread of coronavirus- borne diseases (Covid-19)

Considering the current situation of Coronavirus Rage (Covid-19) infection, the following conditions have been imposed from 06.00 hrs 01 July 2021 to midnight on 07 July 2021:

The following terms and conditions will be in force from 28 April 2021 midnight to 5 May 2021 Midnight: 1.1 All government, semi-government, autonomous and private offices will be closed; 1.2 Road, rail and waterways will be closed to public transport (including domestic flights) and all types of motor vehicles will be halted. 1.3 Markets including shopping malls will be closed; 1.4 All tourist centers, resorts, community centers, and recreation centers will be closed 1.5 Public gatherings such as social (wedding ceremonies (Walima), birthdays, picnics, parties, etc.), political and religious observances will be closed. 1.6 The Supreme Court of Bangladesh will issue necessary directions regarding the courts; 1.7 Bangladesh Bank will issue necessary instructions to ensure banking services; 1.8 Law and order and emergency services, such as agricultural products and materials (fertilizers, seeds, pesticides, agricultural machinery, etc.), transportation of food grains and foodstuffs, relief distribution, health care, Covid-19 vaccination, revenue collection activities, electricity, water, Gas / Energy, Fire Service, Telephone & Internet (Public - Private), Media (Print & Electronic Media), Private Security, Postal Services, Banks, Pharmacies & Pharmaceuticals and other Essential / Essential Products and Services will be able to travel and be subject to display of institutional identity card; 1.9 Trucks / lorries / covered vans / cargo vessels used for transportation of goods will be exempted from the ban; 1.10 Ports (air, sea, naval and maritime) and related offices shall be excluded from the scope of this prohibition; 1.11 Industries and factories will continue to operate under their own management following health regulations; 1.12 Bazaars and daily necessities can be bought and sold in the open space from 9:00 am to 5:00 pm in accordance with hygiene rules and to be maintained by the Concerned trade organization / market authority. 1.13 No one can go out of the house except in case of urgent need (purchase of medicine and daily necessities, medical services, burial / burial etc.). Legal action will be taken against those who disobey the instructions; 1.14 Vaccination cards can be used to travel for vaccination; 1.15 Food Stores, Hotel - Restaurant will be able to sell food only if(Online / Take away) from 08.00 am to 08.00 pm; 1.16 International flights will continue and foreign travelers will be able to travel using the car by displaying their international travel tickets; 1.17 The Ministry of Religious Affairs will issue instructions regarding prayers in the mosque following the hygiene rules; 1.18 The Armed Forces Department will deploy the required number of troops to ensure effective field patrols under the Army in Aid to Civil Power Act. The district magistrate will confirm the matter in consultation with the local army commander; 1.19 The district magistrate will hold a coordination meeting with the concerned officers at the district level to determine the jurisdiction, method and time of patrolling of army, BGB, police, RAB and Ansar. He will take action if there is a need for special corner activities locally. The concerned Ministries / Departments will provide necessary instructions in this regard at the field level; 1.20 The Ministry of Public Administration will ensure the appointment of the required number of Executive Magistrates at the field level; 1.21 And the Director General of the Department of Health will empower the district administration and the police force to take legal action on his behalf.

The official vehicles holding diplomatic number plates used by Diplomatic and Consular Missions, Representations of the United Nations and International Organizations will be exempted of movement restriction during 6.00 a,in. to 6.00 p.in, only if it is required to perform emergency/ essential official duty.

5. All Diplomatic and Consular Missions, Representations of the United Nations and International Organizations are advised to follow the above guidelines strictly,

In consideration of current COVID-l9 pandemic situation and in reference to the aforesaid memo, the undersigned is directed to inform you that all activities, facilities, movement, registration and services of GOsA{GOs/INGOsAIN agencies shall remain postponed in 'Forcibly Displaced Myanmar Nationals (FDMNs)' camp area from 01 July 2021,06.00 am to 07 July 202l,midnight except the following: a) Health and nutrition facilities and services. b) Food carriage, distribution and related services. c) LPG carriage, distribution and related services. 02. Water supply, sanitation and hygiene related services (i.e. safe water supply, de-sludge, disinfection, fecal sludge management, repair and maintenance of hand washing devices and other sanitation installation) shall be carried out by the FDMN volunteers only. In case of emergency, for technical assistance, minimum manpower may enter into the camp.

03. Construction of shelter shall continue in recent fire affected camp 09, 8E and 8W with limited manpower who must reside inside the camp. Camp in Charges of respective camps will determine the number of manpower.

04. If necessary, disaster risk reduction activities/ monsoon preparedness program shall be carried out by the FDMNs residing inside the camp. Supervisors shall instruct/communicate them from outside the camp area. Camp in Charges of respective camps shall determine the need and the actors shall move on his call.

05. By all means shops, community centres shall remain closed; public gatherings are strictly prohibited. Burial process shall be carried out with the help of FDMN volunteers

06. All GOsAtrGOs/INGOsAIN agencies must abide by all the directives passed through aforesaid memorandum. In case of all aforesaid emergency aspects, all actors shall engage minimum number of personnel and vehicle. In case of any emergency situation that has not mentioned above, this office will communicate necessary directives.
