The Statute of the Office of the United Nations High Commissioner for Refugees was adopted by the General Assembly on 14 December 1950 as Annex to Resolution 428 (V).n I this Resolution, reproduced on page 4, the Assembly also called upon the Governments to cooperate with the High Com- missioner in the performance of his or her functions concerning refugees fall- ing under the competence of the Office. In accordance with the Statute, the work of the High Commissioner is humanitarian and social and of an entirely non-political character. The functions of the High Commissioner are defined in the Statute and in various Resolutions subsequently adopted by the General Assembly. -

Atrocities, Insults, and "Jeep Girls": Depictions of the U.S. Military in China, 1945-1949 Adam Cathcart Good wars are hard to find, but satisfying postwar scenarios are even scarcer. Euphoria and celebration give way to deep exhaustion, leaving the cleanup, organization, and administration of a new state to the less capable aftermath. Liberation becomes occupation, soldiers grow bored, and victory's horrible hangover sets in. Foes -- those not hanged, at least -- recede into a hundred hostile factions, entering the void of centralization once monopolized by the state. Wartime allies parlay postwar aid into advantage in civil conflict. Where one war appears to have ended, another is spawned. World War i1, fought on the basis of solid anti-fascism and the liberation of populations from tyranny, gave way in Asia to a confused situation wherein the United States actively reconstructed its enemies and alienated its friends. While this turn of events led in part to Japan's eventual economic success and its thriving as a model "occupied country," the romanticism associated with the American occupation of Japan (1945-1952) never reached the other Northeast Asian countries policed by U.S. troops in the postwar years. The U.S. military occupation of South Korea from 1945-1948 initially treated the Koreans worse than the Japanese, and the Syngman Rhee regime was a deeply corrupt and nominally democratic ally whose alternating bellicosity and weakness were exposed during the Korean War (1950-1953). Anti-Americanism consequently mushroomed in South Korea, stimulated by the excesses of U.S. military aid to the corrupt South Korean dictatorship. -

ROBERT EMMERSON WATSON ~- Submitted in accordance with the requirements for the degree of Ph.D. THE UNIVERSITY OF LEEDS INSTITUTE FOR INTERNATIONAL STUDIES MAY 1996 The candidate confirms that the work submitted is his own and that appropriate credit has been given where reference has been made to the work of others. 11 ABSTRACT. The thesis contributes to the broad body of literature which examines the role of Great Britain in the origins of the Cold War. In particular it focuses on the Foreign Office attitude towards the course of the Chinese Civil War, and ultimately the establishment of a Communist government in China between 1945 and 1950. It is a revisionist interpretation of cold war history drawn from a study of Anglo-American relations with regard to Chinese politics during this period. Traditional interpretations have emphasised the unchallenged nature of American involvement in China after the war. The thesis argues that during this period Britain actively sought to compete for such a predominant position, and specifically that the Foreign Office sought to replace the United States with Britain as the pre eminent Western influence in post-war Chinese politics. To this end, Britain gradually moved its policy from one of co operation with the United States to one of competition. Whilst originally seeking collaboration with Washington, the Foreign Office became increasingly frustrated with the problems within the American policy making machinery, and ultimately pursued a unilateral position in China. This was most evident after 1948 when the rapid collapse of the Kuomintang position forced Western states to closely consider their relationship with the Chinese communists. -

INTRODUCTORY WORD THE FIRST edition of "Trading with the Far East" appeared a little more than a year ago, the United WHENStates had reached a critical in its stage history. The war had wrought great changes in our life. From a nation that had prided itself upon its independence, and, in a sense, even upon its isolation, we had emerged from the conflict bound by new ties of great economic and commercial importance. We had become world merchants. As our commerce had ex- panded, our perspective had broadened. Commercial relations had been established with markets which formerly were closed to us. American ships were familiar sights in ports where the Stars and Stripes had not been seen in half a century. The pendulum of American trade had swung to a high point. Would some supporting force, some expression of national resourcefulness, energy, enterprise, keep it there? Or, with the return of Europe to something resembling normal activity, would we fall back to our pre-war contentment in our economic self-sufficiency? In part, this question has been answered. Peace has been attained. Most of the nations have made at least a beginning in O *-3 rehabilitation. -

Page 64 Part II Chapter 1 How China Became a Communist Country s we have seen the containment doctrine worked well in western Europe. Indeed, after 1945, the Soviet Union did not take over any country where it did not already have troops. Soviet attempts Ato detach Berlin from the West, to infiltrate into Greece, to capture control of Italy and France through communist party victories at the polls, all failed. The Marshall Plan put Europe back on its feet economically; the Truman Doctrine gave Greece and Turkey the help they needed to resist Soviet advances; the airlift saved Berlin; and NATO provided a guarantee of American military aid if needed. Americans had good reasons to be proud of their successes in this vitally important area of the globe. Unfortunately, success among the relatively established industrialized states of Europe could not be duplicated in the shifting, agricultural societies of Asia. Here, and most particularly in China, Americans were confronted with a far more complex situation than in Europe -and it is to this part of the globe that our attention now must turn. Forty Years of Revolution in China There is an old saying known to people who knew Chinese history and culture that no revolution could succeed there without the support of its scholars and its peasants. Unfortunately, most Americans who evaluated policy decisions about China knew little about either its history or its culture. Chinese civilization has a recorded history of some 4,000 years. These can be divided into a series of dynasties or empires, one following another as internal collapse was triggered by strong pressure from the outside. -
