Memorandum for: of Cadets and Commandant Staff

Subject: Standard Operating Procedure for Cadet Duties and Job Responsibilities within the Corps of Cadets

1. Purpose. a. This Standard Operating Procedure (SOP) provides basic guidance concerning cadet duties and job responsibilities.

2. Applicability. a. This SOP is effective 1 June 2017 and applies to the Corps of Cadets and will expire at the discretion of the NMMI Commandant of Cadets.

3. Scope. a. This SOP provides basic guidance concerning Cadet Positions and Duties. Each year members of the Corps are selected for and appointed by the CMDT to leadership positions within the Cadet . Cadet Officers and NCOs who comprise the Cadet Chain of Command are expected to exercise the authority and responsibilities assigned to them by virtue of their rank and position with good judgment, common sense, and respect for each cadet. The Cadet Chain of Command is responsible for knowing which cadets are not in “good standing” (refer to paragraph 2.02a of the Blue Book for the definition of “Good Standing.”) and provide the leadership and assistance necessary to ensure all cadets achieve and maintain this status. Cadets are constantly evaluated for assignment to cadet leadership positions and their potential to accept greater responsibility and the cadet rank that accompanies such responsibility. Cadet leaders should use it to assist them in performance of their duties and in leading their subordinates. The Commandant’s staff will use these guidelines in evaluating a cadet’s performance and annotating that on the Cadet Record Brief.

4. Responsibilities. a. Members of the Commandant’s Staff are responsible for the leader development and mentoring of executing their responsibilities of their positions.

b. : All Cadets are responsible for the individual cadet duties of the cadet , as well as for the responsibilities of positions they may be assigned. Every Cadet is to expect to be academically proficient in every subject, maintain a high level of fitness and strive to be a leader of character. Every cadet leader is responsible for the safety, security, health, welfare, and accountability of his/her subordinate cadets. Each Cadet is expected to know the responsibilities of each position in their Chain of Command and NCO support channel.

c. Cadet Recruit (RAT): 1) Enter NMMI and learn the customs, courtesies, and traditions associated with the Institute. 2) Learn Leader by name and by location and name. 3) Learn layout of campus in order to find their way around. 4) Inspect room for pre-existing damages, record the results of the room inspection form and turn it in to the Troop Leadership Advisor (TLA). 5) Complete a personal property inventory form. 6) Report damages or broken systems in the room and request work orders through the TLA.

New Cadet: 1) Cadet is expected to be able to wear the uniform properly, march properly, conduct rifle drill and prepare his/her room for inspection in accordance with NMMI regulations. 2) A Cadet Private is expected to know close order drill through Chapter 5 of FM 3-21.5, Drill and Ceremonies. e. Cadet Private (PVT) and Private First Class (PFC): 1) Once a cadet completes the New Cadet term, a Cadet is assumed to be able to wear the uniform properly, march properly, conduct manual at arms and prepare his/her room for inspection in accordance with NMMI Regulations. 2) A Cadet Private is expected to know close order drill through Chapter 5 of FM 3-21.5, Drill and Ceremonies, to include being able to control the movements of a squad. Privates will pay particular attention to the position of attention, the hand salute and marching in step. 3) A Cadet Private must know (by name) all members of the squad to include the team leader, assistant , and squad leader. 4) When detailed away from the squad, such as for guard duty or for a trip, a Cadet will report to their squad leader prior to reporting for the detail as a final check that they are authorized to go and are in proper uniform, equipped and accounted for. 5) Privates will obey the lawful commands of cadet officers and noncommissioned officers and be responsive to appropriate corrections of old Cadets. 6) Performs other duties as directed by the Cadet Chain of Command. f. Cadet Noncommissioned (NCO): ( to Command Sergeant ) 1) Cadet noncommissioned officers play a key role in taking care of cadets and maintaining the good order and discipline of the Corps. The duty of a noncommissioned officer is to set the example by knowing the standards and enforcing the standards. 2) NCOs are expected to identify potential problems within their units, maintain good order and discipline and to resolve as many problems as possible at the lowest level possible and inform the proper Chain of Command of actions taken. Their focus is taking care of subordinate cadets. They are further expected to take the initiative to get Cadets with problems they cannot resolve in the NCO Support Channel to the appropriate level in the Cadet or Commandant Chain of Command. 3) The NCO is expected to obey the lawful orders of superiors and to advise the officers on all matters concerning the safety, security, health and welfare of the unit. 4) The NCO is expected to know close order drill through Chapter 6 of FM 3-21.5, to include being able to control and march a . 5) Performs other duties as directed. g. Team Leader and Squad Leader (TL and SL). 1) Cadets holding these positions are accountable for everything members of their squad or team do or fail to do. The assistant squad leader is the senior team leader in the squad. These NCOs have the following specific responsibilities: 2) Most important responsibility is cadet accountability. Takes accountability at all formations. SL submits reports in accordance with FM 3-21.5 to the PSG. 3) They will hold members of their team or squad to the standards outlined for RATs, New Cadets, and privates. They will further insure uniforms, personal appearance and hygiene and equipment are complete, serviceable, worn correctly and that squad/team rooms are maintained in accordance with cadet regulations. 4) They are expected to know every Cadet in their squad or team, their deportment record, academic record and any other area that might affect their ability to successfully meet academic and physical readiness standards. 5) After a pre-inspection by the assistant squad leader/team leader, the squad leader will inspect members of their being detailed away from the squad, before these Cadets report for that detail, trip or special assignment. 6) The squad leader and the team leader will not allow New Cadets to be physically, verbally, or mentally hazed or to perform personal services for any Yearling or Old Cadet. 2

7) The squad leader and the team leader will be prepared to account for members of their squad or team by name at any time and know their subordinates’ room number, phone number, cell phone number, PRIDE status, and rank. 8) The squad leader and the team leader will , counsel, supervise and inspect as required to maintain the standards. 9) Accounts for all members on Ranks. 10) Ensure every subordinate is properly equipped, to include all assigned uniforms, items, and weapon. Ensure every subordinates’ issued items are on hand and serviceable. 11) Prepares administrative information and logistical actions as directed by the PL/PSG. 12) Insures that the necessary Cadets in his/her squad or team are present for daily lawn police. 13) Is responsible for preparing the squad or team for inspections. 14) The senior team leader takes command of the squad in the absence of the squad leader. 15) Squad Leaders are responsible for training Team Leaders. 16) Performs other duties as directed. h. Bearer: 1) Acts as troop guidon bearer and is selected by the Troop and 1SG. Can be a New Cadet or Yearling. The guidon bearer is the assistant to the 1SG. 2) Is responsible for the security of the troop guidon. 3) Is proficient at the manual of the guidon in accordance with Appendix H, FM 3-21.5. 4) The guidon bearer is to provide standard maintenance services for troop weapons and the guidon. 5) Performs other duties as directed by the 1SG.

i. Platoon Sergeant (PSG): 1) The platoon sergeant is the senior NCO in the platoon. He/she is responsible to the platoon leader (PL) and assists the officer. This NCO has the following specific responsibilities: 2) Most important responsibility is cadet accountability. Takes reports at all formations in accordance with FM 3-21.5 and submits reports to the 1SG. 3) Is the Physical Readiness NCOIC (Noncommissioned Officer in Charge) for the platoon. She/he will monitor the physical readiness status of every member in the platoon. 4) Assists the PL in supervising the performance of the NCOs in the platoon to insure that they comply with their specified duties. 5) Ensure every SL is properly equipped, to include all assigned uniforms, items, and weapon. Ensure every SL’s issued items are on hand and serviceable. 6) Prepares administrative reports and performs administrative and logistical actions as directed by the troop 1SG. 7) Counsels any member of the platoon who may have academic, deportment or personal problems. 8) Accounts for all members on Ranks and checks their status daily. 9) Insures that the necessary Cadets in his/her platoon are present for daily lawn police. 10) Maintains status report of Cadets assigned to the platoon. 11) Assists the PL in supervising the conduct of members of the platoon in the mess hall, auditorium and other locations to insure compliance with established standards. 12) Assists the PL in preparing the platoon for inspections. 13) Assists the PL in enforcing NMMI rules and regulations within the unit, and insuring that members of the organization comply with the established customs and traditions of the Corps. 14) Assists the PL in maintaining high standards of military courtesy and discipline within the troop. 15) Assists the PL in training SL’s and TL’s. 16) Takes command of the platoon in the absence of the platoon leader. 17) Performs other duties as directed.

3 j. Troop Operations Non-Commissioned Officer - The and Troop Ops NCO is a SQDN/Troop Staff Member. S/he works with the SCO, SXO, SADJ, SSGM, TC, and XO. Retains overall responsibility and accountability for tracking and recording the accomplishment of all Troop training, personnel, logistics, and liaison* functions.

*liaison: a person/relationship that helps and to which allows organizations and groups works together and provide information to each other.

1) Plans Troop Training in accordance with the Troop Commander’s intent and develops Troop Training Schedule 2) Accounts for training retention and position re-enrollment and the respective Programs for the troop 3) Accounts for Troop Logistics (supplies, equipment, weapons), i.e. inventories or check lists with ‘serviceability’ statuses 4) Assists the 1SG in accounting for personnel: a) Cadets on Ranks and attendance and participation b) Cadets on Correctional PT c) At-Risk Cadet training or assistance d) Community Service Projects, planning, and participation e) Promotion Programs and Promotion selection activities 5) Plans and accounts for the development of Troop Academic Integrity and its Reinforcement Training and Honor Oaths 6) Informs troop of Honor Board cases, dates of interest, and information 7) Communicates with Team Captains for the following: a) Athletes’ status in travel, practices, and games b) Athletes’ training make-ups in the Corps and Sport c) Athletes’ information on POD and personal scheduling k. First Sergeant (1SG): 1) The 1SG is the senior NCO of the troop and works directly for the troop commander. This senior NCO is expected to be intimately acquainted with every Cadet in the troop and with the day-to-day situation within the troop. The 1SG has the following specific responsibilities: 2) Most important responsibility is cadet accountability. Per FM 3-21.5, forms the troop and takes reports at all formations. Submits reports on unexcused absences to the Squadron Sergeant Major. 3) Assists the troop commander in training and supervising the performance of the NCOs in the troop to insure that they comply with their specified duties. 4) Conducts periodic NCO Support Channel meetings to insure that instructions are understood and are being carried out in the correct manner. 5) Maintains current troop manning roster and status report of Cadets assigned to the troop. 6) Inspects sinks and troop areas, and reports any problems to Troop XO. 7) Prepares and submits administrative reports as required. 8) Supervises administrative or logistical formations as directed. 9) Supervises the daily lawn police formations. Insures the troop stoops and area are maintained clean and orderly. 10) Assists the Troop Commander (TC) in supervising the conduct of members of the troop in the mess hall, auditorium and other locations to insure compliance with established standards. 11) Assists the TC in preparing the troop for inspections. 12) Assists the TC in enforcing NMMI rules and regulations within the unit, and insuring that members of the organization comply with the established customs and traditions of the Corps. 13) Assists the TC in maintaining high standards of military courtesy and discipline within the troop. 14) Maintains accurate accountability of all cadets on Ranks and Status. 15) Responsible for final accountability of the troop at Taps. 4

16) Ensure members of his/her troop are prepared to perform Commandant’s Staff Duty, Guard Duty, and Guard Mount. 17) Conducts frequent inspections of the troop’s lawn police area, directs corrective action as necessary. 18) Is responsible for condition and accountability of Troop Guidon. 19) Performs other duties as directed.

l. Squadron Sergeant Major (SGM): 1) The Sergeant Major is the senior noncommissioned officer of the squadron. As the senior NCO on the squadron staff, the SGM works directly for the Squadron Commander and coordinates with First Sergeants and the Command Sergeant Major within parameters established by the Squadron Commander. The SGM must be very familiar with every NCO position and job responsibility in the Corps. Performs other duties as directed. The Sergeant Major is also responsible for collecting accountability immediately following TAPS and reporting absentees to the CMDT Staff Member on duty. Responsible for Squadron colors condition and accountability. 2) Responsible for training troop 1SG’s. m. Command Sergeant Major (CSM): 1) The Command Sergeant Major is the senior noncommissioned officer of the regiment. The CSM works directly for the Regimental Commander (RC) and coordinates with the squadron Sergeant within parameters established by the Regimental Commander. The top NCO is particularly concerned that the NCO Support Channel functions correctly, that the Cadet leader who oversees the execution of tour squad (to include running the duty roster for senior NCOs) is performing to standard. The CSM must be very familiar with every NCO position and job responsibility in the Corps. Performs other duties as directed by the RC. 2) Responsible for organizing mess hall operations, as approved by the RC and the CMDT. n. Platoon Leader (PL): 1) The PL is responsible to the troop commander for everything the platoon does or does not do. The PL has the following specific responsibilities:

a) Organizes the platoon so that there is an equal distribution of Old Cadets, Yearlings, and New Cadets throughout the platoon and so that cadet leaders are assigned to positions commensurate with their abilities, experience, and rank. b) Exercises direct command and control over the platoon at all formations, ceremonies, activities and events. c) One PL performs the additional duty of troop academic officer. d) One PL performs the additional duty of troop safety officer. e) Ensure all cadets assigned to the platoon make progress and achieve proficiency in the Corps of Cadets’ Learning Outcomes. f) Establishes platoon performance objectives to achieve the troop’s performance goals and takes appropriate actions to assure their accomplishment. g) Enforces NMMI rules and regulations within the platoon and insures the members of the platoon comply with the established customs and traditions of the Corps. h) Supervises the performance of the PSG and SLs assigned to the platoon to insure they have accomplished their assigned duties in an acceptable manner. i) Supervises the training of the platoon in drill and other military subjects as directed. j) Schedules special training sessions during approved periods to improve platoon performance. k) Is responsible for the preparation of the platoon for inspections. l) Conducts periodic NCO and platoon meetings to insure that orders and information published is passed down through the chain of command reaches the members of the platoon. m) Counsels any member of the platoon who may have academic, deportment or personal problems. n) Performs other duties as directed. o) Plans collective PLT Training. p) Responsible for training SL’s and TL’s 5

o. Troop Executive Officer (XO): 1) Is the principal assistant to the troop commander and represents the troop commander in his/her absence. 2) Is the troop Honor Officer and Physical Readiness Officer. 3) Coordinates troop Community Service and Cadet Life Program. 4) Is the troop representative on Cadet Services Committee. 5) Is the troop representative on Dining Facility Committee. 6) Reports problems with the troop sinks, troop areas to the troop TLA. 7) Assists the TC in training PL’s. 8) Performs other duties as directed. p. Troop Commander (TC): 1) The troop commander is responsible to the squadron commander for everything the troop does or does not do. He/she works closely with the Troop Leadership Advisor. The TC has the following specific responsibilities:

a) Organizes the troop so that college cadets are in one platoon and high school cadets are in another platoon and so that cadet leaders are assigned to positions commensurate with their abilities, experience and rank. b) Exercises direct command and control over the troop at all formations, ceremonies, activities and events. c) Ensure all cadets assigned to the troop make progress and achieve proficiency in the Corps of Cadets’ Learning Outcomes. d) Establishes troop performance goals and takes appropriate actions to assure their accomplishment. e) Enforces NMMI rules and regulations within the troop and insures that the members of the troop comply with the established customs and traditions of the Corps. f) Supervises the training and performance of the XO, 1SG and platoon leaders assigned to the troop to insure that they have accomplished their assigned duties in an acceptable manner. g) Plans and supervises the training of the troop in drill and other military subjects as directed. Schedules special training sessions during approved periods to improve unit performance. h) Is responsible for the preparation of the troop for inspections. i) Conducts periodic Chain of Command meetings and troop meetings to insure orders and information published is passed down through the chain of command reaches the members of the unit. j) Supervises the performance of the Troop at Bronco Olympics and other competitive events to insure maximum participation and unity of effort. k) Looks after the welfare of the Cadets in the troop and provides counsel, advice and assistance when a member of the troop has an academic, deportment or personal problem. l) Supervises the conduct of the members of the troop in the mess hall, auditorium, at sporting events, and at other locations to insure compliance with desired standards. m) Insures that the troop area is quiet, clean, and orderly. n) Conducts periodic inspections of the members of the troop and their rooms to insure standards are maintained. o) Conducts periodic inspections of night study hall within the troop area to insure compliance with established rules of conduct. p) Supervises administrative matters relative to the unit to insure compliance with orders and directives of senior-ranking Cadets and CMDT Staff. q) Establishes and maintains high standards of military courtesy and discipline within the unit. r) Insures that an officer or senior NCO is designated to be in charge of the troop during periods when he/she is absent post. s) Ensure members of his/her troop are prepared to perform Commandant’s Staff Duty, Guard Duty and Guard Mount. t) Performs other duties as directed. q. Squadron Physical Readiness NCO (Master Fitness NCO).

1) This NCO is on the squadron staff and is directly responsible to the squadron XO. This NCO has the following specific responsibilities:

a) Monitors the physical readiness training in the squadron. b) Assists the Regimental Master Fitness OIC conduct Corps Physical Readiness Test. c) Maintains accountability of squadron’s participation in Prep PT. d) Maintains awareness of the squadron’s participation in SROTC PT. e) Responsible for squadron’s participation in the Corps’ Remedial PT program. f) Responsible for squadron’s participation in the Corps’ PT Program. g) Plans and coordinates the squadron’s participation in the NMMI Physical Fitness Test and Bronco Olympics h) Performs other duties as directed. r. Squadron (ADJ): 1) The Adjutant is the squadron staff officer responsible to the squadron commander for the administrative actions concerning the squadron. The Adjutant has the following specific duties:

a) Assists the squadron commander in the enforcement of NMMI rules, regulations, traditions and customs of the Corps. b) Is the Barracks Maintenance and Squadron Safety Officer. c) Directs the squadron public affairs program. Will coordinate with the Regimental Adjutant. d) Assists the squadron commander in supervision of all physical readiness/sports activities in absence of Squadron Master of Fitness. e) Prepares administrative documents pertaining to promotions, demotions, and awards. f) Advises and assists the squadron commander on matters pertaining to morale and esprit de corps. g) Responsible for Squadron Community Service and Interaction Program. h) Serves on Cadet Safety Committee. i) Serves on Dining Facility Committee. j) Serves on the Uniform Committee. k) Serves on the Cadet Store Committee. l) Represents the Squadron Commander in absence of Squadron Executive Officer and Squadron Commander. m) Performs other duties as directed. s. Squadron Executive Officer (XO): 1) Acts as a chief of staff to the Squadron Commander; directs and coordinates the activities of the squadron staff. 2) Assists the Squadron Commander in the enforcement of NMMI rules and regulations and the traditions and customs of the Corps. 3) Represents the squadron commander in his/her absence. 4) Assists the Squadron Commander in training troop XO’s 5) Coordinates actions of troop XO’s 6) Performs other duties as directed. t. Squadron Commander (SC): 1) The squadron commander is responsible to the Regimental Commander for everything his/her squadron does or does not do. He/she works closely with the Squadron Leadership Advisor on the Commandant’s Staff. The specific duties include the following:

a) Exercises command and control over the squadron at all formations, ceremonies, activities and events. b) Exercises direct supervision over the members of squadron staff and assigned troop to insure that they perform their assigned duties in an acceptable manner. c) Enforces the NMMI rules and regulations within the squadron and insures compliance with established customs and traditions of the Corps.

d) Establishes squadron performance goals supporting the Corps vision and takes appropriate actions to assure their accomplishment. e) Ensure all cadets assigned to the squadron make progress and achieve proficiency in the Corps of Cadets’ Learning Outcomes. f) Supervises the performance of the squadron at drill, inspection, training activities, intramurals, competitive events, sporting events, in the mess hall, auditorium, and all other locations to insure compliance with standards. g) Conducts periodic command and staff meetings to insure implementation of directed actions. h) Conducts periodic inspections of the members of the squadron and their rooms to insure that desired standards are maintained. i) Looks after the welfare of the Cadets in the squadron. Provides advice and counsel when appropriate. j) Conducts daily inspections to insure that the squadron area is quiet, clean and orderly, and that lawn police areas assigned to the squadron’s are free of trash and debris. k) Serves as a member on promotion, demotion, discipline and other boards and committees as directed. l) Insures that an officer of the squadron is designated to be in charge of the squadron during periods when he/she is absent post. m) Coordinates training of Squadron Officers n) Performs other duties as directed. u. Regimental Provost Marshall (PM) (Constabulary Officer): 1) A constabulary officer supervises constabulary support within guidelines furnished by Chief of Police, NMMI, and the Regimental Commander. 2) Is responsible to the Regimental Provost Marshall for the training and accountability of Cadets on ranks during drill periods, parades and reviews, athletic events, and other special events. 3) Responsible to Regimental Commander for the conduct of the Commandant’s Staff Duty, Guard Duty and Guard Mount. 4) Assists Campus Police in the proper registration of all cadet-owned vehicles. 5) Enforces Campus Parking Policies. 6) Establishes parking plan for cadet parking areas 7) Performs other duties as directed. v. Regimental Provost Marshall NCO (PM NCO) 1) Assists the PM with duties as required. 2) Serves as the PM in his/her absence. 3) Performs other duties as directed w. Regimental Physical Readiness Officer (Master Fitness Officer In Charge – MFOIC): 1) Responsible for conducting Corps Physical Fitness Test. 2) Maintains accountability of Prep PT. 3) Maintains awareness of SROTC PT. 4) Cadet OIC for Bataan Death March. 5) Responsible for Remedial PT program. 6) Responsible for the Corps PT program. 7) Directs Squadron Masters of Fitness IAW the Squadron Commander’s guidance. 8) Plans and coordinates the conduct of the Corps Physical Fitness Test and Bronco Olympics. 9) Performs other duties as directed. x. Regimental Physical Readiness NCO (MFOIC NCO) 1) Assists the MFOIC with duties as required. 2) Serves as the MFOIC in his/her absence. 3) Performs other duties as directed

y. Regimental Quarter Master (QM): 1) Primary Regimental Staff officer responsible for overall Corps logistics and barracks issues. 8

2) Chairs Cadet Dining Facility Committee. 3) Chairs the Cadet Store Committee. 4) Cadet member of Uniform Board. 5) Maintains Cadet uniform support activity. 6) Coordinates transportation requirements for special Corps requirements. 7) Maintains accountability of sabers and Sam Browns for Corps of Cadets. 8) Works closely with DCS, who is the primary Commandant’s Staff advisor. 9) Supervises the activities of the Regimental Color Guard. 10) Supervises the activities of the Flame Guard. 11) Performs other duties as directed. z. Regimental Quarter Master NCO / Color Guard NCO: 1) Assists the QM with duties as required. 2) Serves as the QM in his/her absence. 3) Ensures daily color guard duties are conducted. 4) Trains the Regimental Color Guard and Squadron Color bearers. 5) Schedules the Regimental Color Guard to conduct missions as directed by the DCS. 6) Performs other duties as directed aa. Inspector General (IG): 1) The Inspector General is charged with inquiring into and reporting upon matters influencing the performance of mission and the state of discipline, efficiency and morale of the Corps of Cadets. He/She is also considered to be an extension of the “eyes and ears” of the commander. Some of the specific functions of the Inspector General:

a) Provides the commander a continuing assessment of the operational and administrative effectiveness of his/her activity. b) Conducts Command inspections and investigations. c) Receives, reviews, and processes cadet issues/complaints and insures that appropriate action is taken in each case. d) Conducts follow-up reviews; evaluates corrective action taken on inspection findings. e) Forwards matters for corrective action through Command. f) Ensures fair and equal treatment of all cadets. g) Monitors the Old Cadet/New Cadet System. h) Communicates with New Cadets to determine their concerns. i) Works with cadets who feel they have problems that are not getting resolved. j) Deals with quality issues – rooms, Dining Facility, Infirmary, PX, Cadet Store and Laundry. k) Facilitates communication and gauge morale of the Corps for the Regimental Commander. l) Supports RC in maintaining credibility of cadet leadership. m) Maintains Cadet Amnesty Box. n) Conducts random Inspections of cadets or troops rooms. o) Performs other duties as directed. bb. Regimental Adjutant (ADJ): 1) The Adjutant is responsible to the Regimental Executive Officer and has the following specific responsibilities:

a) Coordinates, prepares and makes all announcements for the Regiment. b) Maintains records and reports pertaining to personnel strengths and assignments. c) Prepares administrative documents pertaining to promotions, demotions, and awards. d) Prepares and publishes orders and directives issued by the Regimental Commander and/or Commandant. e) Advises and assists the Regimental Commander on matters pertaining to morale and esprit de corps. f) Assists Regimental XO in Corps Community Service and Interaction Programs. 9

g) Oversees and directs the peer tutoring program. h) Assists Regimental Operations Officer in preparation of activities and review. i) Chairs Cadet Safety Committee. j) Assist Regimental Operations Officer in Inspection Program. k) Serves as Corps PAO if one is not delegated, coordinates with NMMI PAO and oversees activities of the Cadet Photo Squad and use of Audio Visual equipment in Bates Hall. l) Performs other duties as directed. cc. Regimental Adjutant NCO / Etiquette Committee NCO (EC NCO): 1) The Regimental Adjutant NCO assists the Regimental Adjutant as directed. S/he may be responsible for working on administrative functions with the Operations Sergeants or at the squadron level such as promotions/demotions, managing promotion applications, and promotion interviews. a) The Etiquette NCO will hold the rank of MSG. The EC NCO is responsible to the Protocol Officer and has the following specific responsibilities: b) Works closely with Protocol Officer. c) Coordinates actions pertaining to etiquette dinner, formal dinners, and ceremonies. d) In charge of all cadets participating on the Etiquette Committee and their performance as cadet servers. e) Communicates weekly with Protocol Officer to coordinate/review upcoming events and activities scheduled. f) Maintains roster pertaining to etiquette committee members. g) Coordinates cadet participation for dance/special event set-up/decorations. h) Submits cadet names/ABT’s, post event/dinner, for tour credit. i) Performs other duties as directed. dd. Public Affairs Officer (PAO): 1) The Public Affairs Officer is responsible to the Regimental Executive Officer and has the following specific responsibilities:

a) Cadet publications and yearbook. b) Coordinates cadet-written articles for external communications and publications. c) Organizes and schedules troop photographs through Regimental Operations Officer. d) Oversees activities of the cadet photo squad. e) Responsible for audio/visual presentations in Bates Hall. f) Assists ADJ and OO in the performance of their duties. g) Performs other duties as directed. h) Monitors NMMI website and NMMI Facebook on a weekly basis and advises the RC. ee. Public Affairs Officer NCO (PAO NCO) 1) Assists the PAO with duties as required. 2) Serves as the PAO in his/her absence. 3) Performs other duties as directed ff. Etiquette Committee NCO (EC NCO): 1) The Etiquette NCO will hold the rank of MSG. The EC NCO is responsible to the Protocol Officer and has the following specific responsibilities:

h) Performs other duties as directed. gg. Regimental Operations Officer (OO): 1) The Operations Officer is responsible to the Regimental Executive Officer and has the following specific responsibilities:

a) Works closely with DCO, who is a primary advisor to the Commandant. b) Coordinates actions pertaining to parades, competitions, demonstrations and ceremonies. c) In charge of all cadet officers and their performance as tour guides for campus visitors. d) Meets weekly with DCO to coordinate/review Training Schedule and other Corps training activities scheduled. e) Maintains records pertaining to Harry Morrison, Sally Port and other competitions in conjunction with the DCS. f) Coordinates Regimental Inspection program. g) Performs other duties as directed. hh. Regimental Operations Sergeant Major 1) Serves as a full time assistant to the S-3 as well as the CSM to help plan and coordinate operations for the Corps of Cadets. a) Provides analysis of various training reports b) Procures, designs, produces and distributes to subordinate units a variety of training aids for the efficient operations and training of subordinate units; c) Prepares routine correspondence and drafts replies on more complicated matter for approval d) Monitors, reviews, and analyzes all training and readiness reports from subordinate units e) Provides assistance and guidance in the preparation for and successful accomplishment of unit training f) Is responsible for training the Squadron and Troop Operations NCOs g) Assists the REGT OPS Officer in the review of operations orders and ensures they are given to subordinate units in a timely manner h) Takes over as CSM in the CSMs absence i) Monitors the conduct of training at the SQDN and Troop level j) Assists with other duties outlined by the Operations Officer, CSM, XO or RC

ii. Regimental Honor Board Chairman 1) The HBC serves the Corps and is responsible for the smooth functioning and operations of the Cadet Honor Board including executing the procedures through which the Board considers alleged violations of the . 2) Supervises the implementation of Cadet Honor Code within the Corps of Cadets. 3) Advises the Regimental Commander and Commandant on matters pertaining to the Honor Code. 4) Responsible for Honor Training within the Corps. 5) Work closely with the Honor Board Advisor. 6) Performs other duties as directed. jj. Regimental Executive Officer/Honor Board Chairman (XO/HBC): 1) Acts as the Chief of Staff to the Regimental Commander; directs and coordinates the activities of the Regimental staff. 2) Assists the Regimental Commander in the enforcement of NMMI rules and regulations and the traditions and customs of the Corps. 3) Represents the Regimental Commander in his/her absence. 4) In charge of Corps Community Service Program. 5) Oversees the Harry Morrison Competition and works closely with the DCS. 11

6) Responsible for coordinating actions of squadron XO’s to facilitate PL training and supervision of NCO training. 7) Provides vision and guidance to squadron XO’s 8) Performs other duties as directed.

kk. Regimental Commander (RC): 1) The RC commands the Corps and has the responsibility and authority for implementing the Commandant guidance throughout the Corps. The RC exercises his or her responsibility through the members of the Cadet Regimental Staff and Cadet Squadron Commanders. The Regimental Commander is responsible to the Commandant for everything the Corps of Cadets does or does not do. The Regimental Commander is expected to preserve good order and discipline in the Corps, obliging every officer and NCO to a strict performance of duty, without compromise of standards. The RC is expected to ensure that disciplinary actions are impartial without distinction of rank or class, except that officers and NCOs will be held to a higher standard and punished accordingly.

a) Exercises command and control of the regiment at all Corps formations, ceremonies, activities, and events. b) Exercises direct supervision over the Regimental staff and subordinate unit commanders to insure that they perform their assigned duties in an efficient and effective manner. c) Looks after the welfare of members of the Corps. Provides advice and counsel when appropriate. d) Ensure all cadets assigned to the Regiment make progress and achieve proficiency in the Corps of Cadets’ Learning Outcomes. e) Clearly defines the goals of the Regiment and establishes Regimental performance goals. Takes appropriate actions to assure their accomplishment. f) Develops and directs procedures for enforcing NMMI rules and regulations and for insuring that members of the regiment comply with established and standing customs and traditions of the Corps. g) Supervises the performance of the regiment at drill, inspections and other training activities. h) Provides effective supervision of intramurals and other competitive events. i) Conducts periodic command and staff meetings to insure direction and coordination of required actions. j) Supervises the conduct of the Corps of Cadets in the mess hall, auditorium, at sporting events and at other locations to insure compliance with desired standards. k) Conducts periodic inspections of members of the Corps and their rooms to insure that desired standards are maintained. l) Works to maintain credibility of the cadet leadership. m) Conducts daily spot check inspections to insure that the campus and the barracks areas are maintained properly. n) Serves as member of boards and committees as directed by CMDT. o) Insures that a senior officer is designated to be in charge of the regiment during periods when he/she is absent from post. p) Provides vision/guidance to Squadron Commanders. q) Reviews policies in place and suggests changes as needed. r) Performs other duties as directed by the CMDT.
