Resistance has become an undeniable component of the Eelam Tamils’ livelihood for decades. However, moments of mass uprising have periodically emerged in reinvigorating their collective psyche. In that regard, ‘Pottuvil to Polikandy’ or ‘P2P’ emerged as a march conducted by Tamils between the 2 furthermost points of the occupied Tamil homeland between 03.02.2021 - 07.02.2021, thus rejecting the SL state and asserting Tamil sovereignty through physically portraying the continuity of the Eelam Tamils’ territorial integrity. Through demanding issues pertaining to Tamils’ grievances, the campaign gained momentum on an unprecedented scale. -

December 2014 29 April 2021 The Maritime Relations of India, the Maldives and Sri Lanka: Part One Raj Mittal FDI Associate Key Points The Maldives, Sri Lanka and India share a maritime neighbourhood in the Indian Ocean (IO). Indian Maritime Security Strategy (NSP 1.2) is clear that India’s maritime neighbourhood and its navy are important facets of its political and economic relationships with countries in that region. The Maldives and Sri Lanka are strategically located close to major sea lines of communication. India considers the Maldives and Sri Lanka as being in its sphere of influence, which makes China’s increasing footprint in the island countries a major concern for New Delhi. Arguably possessing the region’s most developed navy and coast guard, India is perceived as the first responder and security provider in the IO, but to be effective in that role, India needs to further engage with the Maldives and Sri Lanka. Summary India perceives the Maldives and Sri Lanka as being in its sphere of interest, which makes China’s increasing footprint in those countries a cause for concern in India. The Maldives and Sri Lanka have initiated “India First” policies which complement India’s “Neighbourhood First” equivalent. While India cannot keep China out of the Maldives and Sri Lanka, it should capitalise on its proximity, first-responder image and historical and cultural ties to safeguard its security concerns by remaining continually engaged with Malé and Colombo through high-level visits and the India-Sri Lanka-Maldives Trilateral. Analysis Writing in the Hindustan Times, Kanwal Sibal, a former foreign secretary of India said: All big countries have, in reality, problems with their smaller neighbours because the disparity in size and power create insecurities in them, not to mention loss of identity as in the case of India’s neighbours who share with us ethnic, linguistic, cultural, civilisational and even religious commonalities. -

Brief on India - Sri Lanka Relations India and Sri Lanka have a legacy of intellectual, cultural, religious and linguistic interaction and the relationship between two countries is more than 2500 years old. Trade and investment have grown and there is cooperation in the fields of development, education, culture and defence. Both countries share a broad understanding on major issues of international interest. In recent years, significant progress in implementation of developmental assistance projects for Internally Displaced Persons (IDPs) and disadvantaged sections of the population in Sri Lanka has helped further cement the bonds of friendship. The nearly three-decade long armed conflict between Sri Lankan forces and the LTTE came to an end in May 2009. During the course of the conflict, India supported the right of the Government of Sri Lanka to act against terrorist forces. At the same time, it conveyed its deep concern at the plight of the civilian population, emphasizing that their rights and welfare should not get enmeshed in hostilities against the LTTE. The need for national reconciliation through a political settlement of the ethnic issue has been reiterated by India at the highest levels. India is in favor of a negotiated political settlement, which is acceptable to all communities within the framework of a united Sri Lanka and which is consistent with democracy, pluralism and respect for human rights. Political Relations Political relations between the two countries have been marked by high-level exchanges of visits at regular intervals. Prime Minister Shri. ORG 22 January 2021 Strengthening the presidency; Weakening the democracy: A brief analysis of the Twentieth Amendment to the Constitution of Sri Lanka On 22 October 2020, the Twentieth Amendment (20A) to the Constitution of Sri Lanka was enacted.1 The 20A reversed much of the reforms introduced by the preceding Nineteenth Amendment (19A) to the Constitution, with the primary effect of the 20A being the consolidation of power in the office of the executive president. This article explores the 20A and is divided into two main sections. Firstly, it will briefly set out the background to the passage of the 20A. Second, the features of the 20A will be discussed in respect of their implications on governance and the constitution. I. Background to the passage of the 20A The passage of the 19A: Yahapalanaya on the rise The 19A was passed in April 2015 by the then Sri Lanka Freedom Party (SLFP) - United National Party (UNP) coalition government (Yahapalanaya government).2 The 19A sought to repeal the Eighteenth Amendment (18A), which was notable for hyper-strengthening the office of the executive president and removing key checks and balances.3 The 19A introduced several reforms to the constitution, with the expectations of democratising and depoliticising governance.4 Some of these reforms included: • re-introducing the Constitutional Council (CC) to approve the president’s appointments and -

We have also focused on policy changes pertinent to press freedom, and other incidents related to the freedom of expression of journalists and the public. In line with the FMM’s scope/ criteria on monitoring press freedom, in July 2021, 14 incidents were reported. Eleven of them were new incidents, while three were follows-up of the previous incidents. In the first two weeks of July, few incidents of using quarantine regulations to suppress agitations were reported. In this report, those incidents are considered as a trend against freedom of expression. In July, FMM observed various local and international organizations express their support to press freedom in Sri Lanka. The collective of media organizations, including FMM, wrote open letters to the Inspector General of Police regarding two incidents. NOVEMBER & DECEMBER 2020 F Page 1 | 87 Monthly Report November & December 2020 INTRODUCTION Ethno-religious violence has been a growing problem in post-war Sri Lanka. Events in Mawanella (2001),1 Gintota (2017),2 Aluthgama (2014),3 Digana (2018)4 and more recently in Kurunegala/Minuwangoda (May 2019)5 demonstrate the degree and frequency of this type of violence. This report is the 19th in a series of reports prepared by Verité Research (VR) for Minor Matters. These reports examine how the print media reports on religious freedom in Sri Lanka. They aim to analyse the frequency and tonality of coverage in various newspapers in Sinhala and Tamil to provide both quantitative and qualitative insights. Though the series of reports focuses on each month individually for the analysis, the current report combined findings from November and December 2020. The current report combines the analyses of the press coverage in November and December for two reasons: 1) The area of press discussion pertaining to the reports overlapped significantly in November and December 2020; and 2) the issue covered was the primary focus of reporting during both months. As such, this report analyses findings from both November and December 2020. Press coverage is assessed by observing articles in terms of their sentiment on religious freedom, i.e., supporting, neutral or opposing. This sentiment analysis is based on an assessment of two components: a) news grading, in which the substance of the news article/content is analysed, and b) view grading, in which the tonality of the coverage, pictures, and any other additional cues used to position sentiment regarding the news item are analysed. -
