The Clerk of the House is a constitutional officer appointed by the Speaker with the consent of the members, and is responsible for performing all of the ministerial duties of the House. The Clerk also serves as a source of proper legislative and parliamentary procedures. The Clerk's Office has three divisions: the Legislative Process Division, the Legislative Records Division, and the Multimedia Services Division, each overseen by an Assistant Clerk.

This unit is responsible for proofreading all printed materials produced by the Office of the Clerk including, but not limited to, engrossed and enrolled bills, daily and bound Journals, House directories, and all other publications or documents, in order to ensure the accuracy of such documents.

This unit is responsible for securing and maintaining all legislation being considered by the House. The unit also receives and accounts for all amendments and also handles withdrawal requests of both amendments and bills. During floor action, this unit operates the vote board as well as handling the processing of legislation.

This Unit maintains a record of administrative actions, keeps historical records, conducts research, and prepares House statistics.

The Office of the General Counsel is responsible for providing legal advice to the Speaker of the House of Representatives. House Rule 15.8 provides that a member, when in doubt about the applicability and interpretation of the House Code of Conduct or ethics laws, may request advisory opinions from the House General Counsel. Additionally, the Speaker has assigned the General Counsel the responsibility to advise the members, staff, offices, committees, and other units of the

The House Bill Drafting Service is a nonpartisan, nonpolitical office that provides professional legislative drafting services for all members, committees, and subcommittees of the House. The office is responsible for preparing drafts for most general bills (other than appropriations bills), joint resolutions, concurrent resolutions, memorials, and House resolutions; reviewing drafts of local bills; preparing committee and subcommittee substitutes; preparing floor amendments and, upon request, committee or subcommittee amendments; and filing all bills, committee or subcommittee substitutes, ADMINISTRATIVE and floor amendments with the Clerk. In addition, the office prepares drafts of tributes for individual members to commemorate local achievement, condolences, or other recognition.

Bill Filing Deadlines

1/6/15 Early Member Bill Request Submission Deadline: By 5 p.m., a member must request submission for the first two of the six bills subject to the member bill filing limit. 1/20/15 Early Member Bill Filing Deadline: [Rule 5.3(a)] A member may not file more than six bills for a regular session. Of the six bills, at least two must be approved for filing with the Clerk no later than noon of the 6th Tuesday

before the first day of the regular session. 1/23/15 Final Member Bill Request Submission Deadline: By 5 p.m., a member must request submission for all other bills subject to the opening day deadline (including requests for companion bills). 2/1/15 Notice Deadline for Local Bills for opening-day [Art. III, s. 10, introduction that require proof of publication 30 days before FL Const.; s. being introduced. 11.02, F.S.; Rule 5.5(c)] 2/27/15 Member Bill Requests Deadline: By 5 p.m., bill requests to be in final draft form (including

companion bills). 3/3/15 Final Member Bill Filing Deadline: Day 1 No general bill, local bill, joint resolution, concurrent [Art. III, s. 3(b), resolution (except one relating to extension of a session or FL Const.; legislative organization or procedures), substantive House Rule 5.2(a)] resolution, or memorial shall be given first reading unless approved for filing with the Clerk no later than noon of the first day of the regular session. 4/2/15 Ceremonial Resolution Request Submission Deadline: By 5 p.m., ceremonial resolutions to be submitted to Rules & Calendar Committee.

4/16/15 Ceremonial Resolution Filing Deadline: [Rule 5.2(b)] No ceremonial resolution shall be given first reading unless approved for filing with the Clerk before the 46th day of regular session.

NOTE: To meet a filing deadline, a bill must be APPROVED FOR FILING in Leagis by the applicable deadline.

The Office of Professional Development (OPD) provides a year-round curriculum of introductory, intermediate, and advanced training for House committee, district, intern, other personal services (OPS), and capitol-based staff. These trainings utilize a variety of venues and technologies including lectures, online tutorials, webinars, and off-site training opportunities. The OPD works with supervisors and staff to identify new training and professional development opportunities. In addition, the OPD manages the House Legislative Intern Program.

The Office of the Chaplain is a volunteer staffed office whose primary function is to respond to the needs of members, not initiate programs or activities. Chaplain activities include hospital visits, personal meetings for encouragement and prayer, weekly Legislative Fellowship Gathering led by members, assisting in memorial services for House members, and assisting the Sergeant at Arms office in administering and hosting the Minister of the Day Program. The services provided by this office are available to all staff and members regardless of

religious background.

The Appropriations Committee produces the House's proposed budget and conforming and implementing legislation. The committee provides legislative oversight regarding agency and judiciary implementation of the budget, also reviews the Governor's budget recommendations and agency legislative budget requests, and analyzes trust funds for creation, termination or modification. Additionally, legislation with a fiscal impact is typically heard by the Appropriations Committee or one of its respective SUBCOMMITTEES & COMMITTEES subcommittees. Budgetary issues dealing with education fixed capital outlay, state information technology, and state employee pay, benefits, and retirement issues are also within the purview of the committee.

Appropriations subcommittees recommend budgets for their respective areas to the Appropriations Committee. The purviews of the subcommittees are primarily delineated by agency.
