2 July/August 2014 FMO2 News 19 BOARD ROOM

We are now into the summer months, and many of you are spending this time up north. But while you are away, "fun and games" continue in your park, if only on a smaller scale. Issues will arise at your parks that will need your attention. As for the park owners, well they are in the process of developing their budgets for 2015, and in late August or early September, we will see the start of rent increase notices. "Are you ready"? Has your HOA taken the necessary actions? Do they know what needs to be done if they are going to challenge the rent incease? What is a fair increase? Do you have the data on those parks to make a fair comparison? If not, contact Jane Clapp at the FMO Office and inquire about the FMO Rent Survey for your area.

We have had a couple of changes recently at the FMO Office. Wendy Copeland, our Treasurer, FMO News Editor, and Section 1 Director was offered a full-time position with the Largo Police Department and it was just too good to pass up. Priscilla Kowasic willl be taking on the job as FMO News Editor. Pete Lozier has been elected Section 1 Director, (pending board approval), and will also be filling the position of Treasurer. Wendy has been a great help to me and to the FMO in getting our finances in order. Thank you Wendy for a job well done! We will miss you.

The new website is up and running. We have had, as expected, a few minor glitches. If you note any error or are having difficulty, please let us know so we can make adjustments. Under the "Districts" area we are making links to each parks web site page, if they have one. If you have a webpage and would like to have it posted on our site please let us know. You may also want to review this area for ideas on what your park can do to enhance its image.

Enjoy the rest of your Summer and let's get ready to start the Fall with membership drives. We look forward to our members coming back withsome fresh ideas for recruiting new members. We want you to bring these ideas to the district meetings.

14 July/August 2014 Every time we turn around, it seems to me that park own- ers are trying to find another way to circumvent or weaken the protection that Florida Statute 723 provides for mobile home owners. Here is a perfect example just brought to my attention by former District 2 President Pete Lozier. I say former district president because subject to board approval, Pete has been elected Section 1 Director for Districts 2 and 10. Herb Bush FMO State Board An individual purchased a mobile home in a park located Vice-President in Pinellas County. Apparently, the resident sold his home to a new owner who was not aware of his right to the old prospectus. The new owner accepted and signed for a new corporation that owns mobile home parks across the U.S. prospectus from the park manager, which includes a clause just lost a court case because of abuses. HE COULD HAVE BEEN SAVED! Every mobile home park HOA should have a welcoming committee to greet new res- idents. This committee should request the name and unit number of all new residents from the park manager, and contact the new resident at once. Why? Because if a new owner finds out there is an older prospectus that covers his unit he can then demand the old prospectus if one does so within 15 days from the day the new one was signed. Safety Before the Storm Did you know?

It is important to know the difference between a hurricane watch and a hurricane warning. A hurricane watch is issued when there is a threat of hurricane conditions within 24-36 hours. During a watch, get prepared and pay attention to reports on the radio or television. A hurricane warning is issued when hurricane conditions are expected in 24 hours or less. During a warning, prepare for an immediate evacuation.

22 July/August 2014 Safety Before the Storm (Continued from Page 22)

Safety is the most important part of storm preparedness. Please remember that no matter how good your tie-downs are or how complete your insurance coverage is, EVACUATION is the best plan to save your life!

Develop Your Evacuation Plan

•Host Homes: Emergency evacuation agencies recommend you arrange a “Host Home” outside the evacuation zone. A host home is the home of a friend or family member who has agreed to provide temporary shelter for you and your family. Try to arrange more than one host home. •Public Shelter: Public Emergency Shelters should be your LAST RESORT in an evacuation. You will have no privacy, limited space, and meals may not be provided. Your temporary “home” will be a gymnasium floor or public hallway, and emergency management officials must give you permission to leave! If you MUST use a public shel ter, identify two shelters nearby, preferably in different directions from your home. •Evacuation Routes: Contact your local emergency management office to identify your safest evacuation route. Remember, bridges are often the first roads to be closed! Be prepared to drive 20 to 50 miles to reach a safe place. •Communication Plan: Ask an out-of-state relative or friend to serve as the “family contact.” Make sure everyone in the family knows the name, address, and phone number of the contact person. •Pets: Only SERVICE animals are allowed in shelters. Ask your vet, local animal shelter, or local humane society about shelter alternatives. Consider placing your pet in a boarding facility outside the evacuation zone. Bring leas es, carriers, bowls, cat litter/box, medical records, toys, bedding, and enough food, water, and medications (dos age/schedule) for two weeks. Register your pet and make sure the tag is secure and visible. •Evacuation Kit: Prepare your evacuation kit NOW! Time and supplies run dangerously low as storms approach. Make sure the following items are available/organized for quick access before the storm approaches:

1.Food/water items- one gallon of water per person, nonperishable food & snacks for one week, manual can opener, knife, & cooler. 2.Documents – address book and list of important phone numbers, deeds, titles, wills, insurance policies, medi cal cards & records, birth certificates, passports, billing statements from credits cards, etc. Consider storing family photos with your documents and placing all important papers in air-tight & water-tight storage/freezer bags. 3.Personal Items – Suitable clothing for at least one change, personal hygiene, bedding, books, etc. 4.Health & Safety – Prescriptions & other medications, flashlight, battery radio, first aid kit. Bring extra batter ies and charging cords for ALL equipment (cell phones, radios, flashlights, hearing aids).

By the Way...

ATMs might be down for an extended period of time and other sources of cash will be limited. Plan to have some extra cash on hand.

RENTAL COMMUNITIES Residents of rental manufactured home communities own their homes and rent the lot on which the home sets. The FMO helps residents of rental manufac- tured/mobile home communities prepare for negotiat- ing with their park owners regarding rent increases. The FMO also provides information about Chapter 723, Florida Statutes (FS), which governs unique park owner/lot renter issues. In addition, the FMO offers workshops on negotiating with a park owner and resident purchase of a community. RESIDENT OWNED COMMUNITIES The FMO has pushed for and won many rights for resident owned communities (cooperative and con- dominium forms of ownership), including clarification of homestead exemption requirements so coop- erative manufactured home residents could claim the $25,000 exemption from taxation enjoyed by other Florida residents. Working with other organizations, the FMO has also succeeded in getting the to lower the annual fees for registering a not-for-profit corporation with the state. FAMILY COMMUNITIES The FMO is aware of the unique challenges faced by families. As working parents with small chil- dren or working adults without children, those who live in family communities are consumed with many activities during the day and don't have time to worry about new local or state laws that could affect their lives. The FMO monitors these issues for them. SUBDIVISIONS n the early 1990s, FMO members who lived in sub- divisions began asking the FMO for assistance with some problems they were having with community developers.
