The former Roman Catholic bishop, running with the Alianza Patriotica para el Cambio (APC) coalition, won the April election against the Colorados and other opposition parties by a broad margin (see NotiSur, 2008-04-25).     Zimbabwean church leaders: Opposition voters targeted for torture CAPE TOWN, South Africa – Zimbabwe’s Christian leaders have called for international intervention in the country’s crisis, saying that those accused of voting for the opposition in March 29 elections are being tortured, abducted and murdered. “We warn the world that if nothing is done to help the people of Zimbabwe from their predicament, we shall soon be witnessing genocide similar to that experienced in Kenya, Rwanda, Burundi and other hot spots in Africa and elsewhere,” said the Zimbabwe Catholic Bishops’ Conference, the Zimbabwe Council of Churches and the Evangelical Fellowship of Zimbabwe in an April 22 statement from the capital, Harare. Rivera Abstract: This article explores the realization of Culture of Encounter or COE in Pope Francis’ objectives of sharing the expertise of the Church in establishing peace and security in the East Asian region. The researcher used text-based analysis in reading Pope Francis’ prepared and impromptu speeches in his Apostolic Journeys in East Asia. An author-based analysis is also utilized to align the aims of COE in Pope Francis’ Apostolic Journeys. This is particularly important because this year marks the hundredth anni- versary of the Concordat between the Holy See and the then Kingdom of Serbia. It may seem strange to many people that the Catholic Church should engage in diplomacy, given that diplomatic activity is the prerogative of States deriv- ing directly from their being constituted as sovereign entities with respect to other States. So, I think is it appropriate to say something about this aspect of the Church’s mission, to be followed with a brief history of the Papal diplomacy in general, its aims and the tasks of the Apostolic Nuncios. 1. A Terminological Clarification To begin with, I would like to clarify at least two issues of terminology. First Many commentators often speak of “Vatican diplomacy”, and some question the value of accrediting diplomatic representatives to the Vatican, which is the smallest independent State in the world. In reality, Vatican City State, as such, does not maintain diplomatic relations with any State, although technically it could. Vatican City State exists merely to guarantee the autonomy of the Holy See, which for centuries, because of its spiritual sovereignty, has been recognised as a subject of international law.
