III. COUNTRY SITUATION

The Northern Triangle countries are trapped in a vicious cycle. Lack of legitimate economic opportunity drives desperation, which pushes young people without jobs to join gangs or flee the country to help provide for their families. The most enterprising emigrate USAID-FUNADEH GENESIS Quarterly Report Q2 FY2019- ME&L 19

to other countries, depriving their home countries of valuable human capital needed to support their communities and grow their economies. The gangs grow more powerful, undermining public order. A deteriorated rule of law deters investment, which reduces economic opportunity. Honduras still faces an epidemic homicide rate of 40 homicides per 100,000 people, 2018. Violent acts are primarily concentrated in low-income, urban areas and primarily perpetrated by young males against other young males. The GENESIS project in Honduras is strengthening its crime and violence prevention agenda, focusing on the most vulnerable groups and working in the most at-risk communities. Through its collective impact delivery framework, the activity strengthens existing partnerships and enhances multi-stakeholder in the private sector and Government, at local, municipal and national level. GENESIS not only improves the violence prevention services thought the OCs, but also increases citizen participation in efforts to decrease gang-related violence and crime using community campaigns and social mobilization initiatives. Also, GENESIS is providing job and entrepreneurship opportunities for vulnerable populations living in the municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, Lima, Puerto Lempira and La Ceiba. The activity helps communities and state actors employ a locally driven, comprehensive, and sustainable approach to citizen security promoting social and economic opportunities to prevent irregular migration and violence. Supporting initiatives such as the OCs and income generation actions not only reduces the possibilities of more young people being involved to violence and crime activities but also prevents illegal migration to the United States. All the indicators, activities and actions implemented by GENESIS are intimately linked to the prevention of migration in the most vulnerable areas of the country. Cutting the support to these activities opens up the possibility that more and more young people will continue to emigrate when they see the lack of opportunities and hope in their own country.
