The Literature of American Library History, 2003–2005 Abstract A number of years have elapsed since publication of the last essay of this sort, so this one will cover three years of historical writings on American librarianship, 2003–5, instead of the usual two. We will have to see whether this new method becomes the norm or will ultimately be considered an aberration from the traditional approach. I do know that several years ago Donald G. Davis, Jr., and Michael Harris covered three years (1971–73) in their essay, and we all survived the experience. In preparing this essay I discovered that when another year of coverage is added the volume of writings to cover also grows impressively. A conservative estimate places the number of books and articles published in the years under review at more than two hundred items.

Neal, chair, highlighted key issues BARC discussed and acted upon, including Fiscal Year 2009 Status, Council Recommendations Referred to BARC, Budget Preparation Process, and Electronic Participation Assessment. Fiscal Year 2009 Status. The total ALA (all combined funds) revenues of $36,691,489 was $2,284,076 less than budget, and the ALA Expenses of $38,878,153 were $4,732,235 less than budget. These differences were recurring patterns in other budget categories. Neal said all ALA budget areas are being carefully monitored, and appropriate changes and adjustments are being implemented in response to the economic conditions.

While we may differ in outlook and the matters of policy or legislation on which we focus, we write today with one voice. Specifically, we ask that the Rules Committee rapidly vote to recommend to the full Senate that Dr. Carla Hayden be confirmed immediately to serve as the nation’s fourteenth Librarian of Congress. For the first time in the 21st century, Congress has an opportunity to equip the Library and the nation with the unique combination of professional skills and sensibilities that Dr. Hayden will bring to the post. First and foremost, Dr. Hayden is a proven leader. She was named a Ms. Magazine “Woman of the Year” in 2003 and again, just weeks ago, Fortune magazine numbered her among 50 individuals selected as the “World’s Greatest Leaders.” Fortune’s award citation expressly recognized her ability to bring “fresh leadership” to the venerable Library of Congress. Further, Dr. Hayden is an accomplished manager, particularly of the kind of institutional technological change that the Library of Congress must rapidly prioritize and achieve if it is to fully serve the nation. Indeed, the President & CEO of the Internet Association noted upon her nomination that Dr. Hayden has “exactly the skills needed to modernize the digital infrastruc- ture of the Library of Congress.” We concur.

Publishers, authors, distributors, and literary agencies have long recognized the important role played in our society by our libraries. In the past, they have supported libraries by providing purchasing discounts of printed materials, promoting authors, and working with librarians to increase accessibility and enjoyment of the written word. “In this technological age, libraries must stay responsive to the public and deliver the written word in both electronic and print formats. The Indiana Library Federation, the New Jersey Library Association, and the Montana Library Association are increasingly concerned about the publishers and distributors whose policies withhold e-content from library users. “Libraries, like other consumers, should be free to buy any published e-content at competitive prices, to keep these items in their collection, and to loan them to their patrons. Anything less violates basic democratic principles of a free market, freedom of speech, and equitable access. If financial barriers are removed in libraries, all citizens would have equal access to this material. “The Indiana Library Federation is in agreement with the Montana Library Association, which asks publishers of e-content to place libraries on a level playing field with other consumers of e-content. The cooperative relationship among publishers, authors, distributors, and agents must be restored. “We are aware that the American Library Association is our national voice to advocate for access to content for all members of our society and that the ALA has a Working Group on Digital Content in Libraries examining many of the issues identified above.
