JUVENILE JUSTICE Chairman Armstrong called on Mr. Mike Borr, Director, University Police and Safety Office, North Dakota State University, for a presentation (Appendix B) relating to efforts to engage the community to keep North Dakota State University (NDSU) safe. In response to a question from Chairman Armstrong, Mr. Borr said the behavioral intervention team at NDSU identifies students who are having trouble in the classroom or exhibiting suicidal behavior and works to determine what may be causing the issue. He said the team understands the importance of confidentiality. In response to a question from Representative Meier, Mr. Borr said a student is not always aware the student is on the behavioral intervention team's radar. He said the team discusses whether a student's behavior rises to the level at which there is a definite need for intervention or a referral to the campus counseling center.

(See Testimony #1) 0:00:33 - 0:03:16 The same situation could be charged as a felony in one court and with a deferred sentence in another court and there are significant differences in sentencing because this becomes a lifetime ban and that is one of my concerns. Some courts and judges are significantly more aggressive than others. Because of the severity of the band the consequence of the band on SNAP and TANF is almost more debilitating than some of the sentences. I am concerned about the mythology in which the information is obtained. Currently applicants are asked to ask if they have a felony band when they apply. If they lie they can get benefits. If they tell the truth there is a lifetime band. If the system catches them then they will have a lifetime violation but because we have a significant number of people who come from other states and there is no cross reference information, the people who are really having the lifetime band are the people who are being honest. The intent of this bill is to modifythe lifetime ban to recognize that a convicted drug felon has gone at least five years without an additional felony conviction.

    News April 22, 2021 Quarterly Cannabis Report The 117th Congress is shaping up to be the year for cannabis reform. As of April 2021, 47 states, four U.S. territories and the District of Columbia have legalized medical cannabis, recreational cannabis or both. Many of these efforts can be contributed to Steve Fox, a true pioneer of the legalization movement. Fox, managing partner of VS Strategies, and godfather of the industry, paved the path for nationwide legalization efforts and was instrumental in cannabis reform throughout the country for decades. He was one of the first to politically advocate on behalf of medical and recreational cannabis legalization, advance decriminalization measures and promote reform and social justice. As an educator and leader, Fox will be remembered for his wisdom, knowledge and kindness, and his voice, perspective and presence will be dearly missed.
