Zappone Commissioned by the Joint Equality and Human Rights Forum FOREWORD This publication is the first joint venture of the Joint Equality and Human Rights Forum. The Forum brings together the human rights and equality bodies in Britain, Ireland and Northern Ireland. The cooperation being developed within the Forum seeks to support new thinking on equality issues and to advance the establishment of increasingly effective equality strategies. The exploration of identity and how people hold multiple identities has been a key dimension to this cooperation since the Forum began its work. The purpose of this joint research project is threefold: • To accord a visibility to groups of people whose identity, situation and experience has yet to achieve an adequate focus in equality strategies. • To contribute to new thinking about and understandings of equality on the basis of an exploration of the multiple identities that people hold. • To open a debate on the practical implications for effective equality strategies that flow from the specific experience, situation and identity of particular groups of people holding multiple identities. Tackling discrimination and addressing equality issues relating to a particular individual identity remains a key task. However, consideration and action in respect of multiple identity groups is also of major importance and holds significant potential for equality strategies. The research is based on an acknowledgement of the multiple identities people hold. The research focuses on disabled minority ethnic people, Black and minority ethnic women, lesbian, gay and bisexual people with disabilities, women with disabilities, young lesbian, gay and bisexual people, and young minority ethnic men. -

English text follows Έχει Όραµα η Ε.Ε για τον Τερµατισµό του Ακρωτηριασµού των Γυναικείων Γεννητικών Οργάνων ; Με την ευκαιρία της ∆ιεθνούς Ηµέρας Μηδενικής Ανοχής για τον Ακρωτηριασµό των Γυναικείων Γεννητικών Οργάνων (FGM/ΑΓΓΟ ), η ∆ιεθνής Αµνηστία , το Ευρωπαϊκό Λόµπι Γυναικών και το Μεσογειακό Ινστιτούτο Μελετών Κοινωνικού Φύλου ( ως µέλος τους ) έχουν ζητήσει από την Ευρωπαϊκή Ένωση να θέσει το όραµά και τη δέσµευσή της για τον τερµατισµό του ΑΓΓΟ και άλλων µορφών βίας κατά των γυναικών . Από το 2010, όταν η Ευρωπαϊκή Επιτροπή δεσµεύτηκε να υιοθετήσει µια στρατηγική σχετικά µε τη βία κατά των γυναικών , συµπεριλαµβανοµένου του ΑΓΓΟ , δεν υπήρξε µια συνεπής και δοµηµένη προσπάθεια για την αντιµετώπιση αυτής της κατάφορης παραβίασης των ανθρωπίνων δικαιωµάτων των γυναικών . Το Ευρωπαϊκό Κοινοβούλιο εκτιµά ότι 500.000 γυναίκες και κορίτσια ζουν στην Ευρώπη υποφέροντας από τις δια βίου συνέπειες του ΑΓΓΟ και ταυτόχρονα , 180.000 κινδυνεύουν να υποβληθούν σε ΑΓΓΟ κάθε χρόνο . Τις περισσότερες φορές , τα κορίτσια φεύγουν από την Ευρώπη κατά τη διάρκεια των καλοκαιρινών διακοπών τους και εξαναγκάζονται να υποστούν αυτή την πρακτική , ως ένα µέσο διασφάλισης της κοινωνικής τους θέσης καθώς και της δυνατότητας τους να παντρευτούν . Ενώ ορισµένα κράτη µέλη έχουν νοµοθεσία και άλλα µέτρα πολιτικής , υπάρχει µεγάλη ανοµοιότητα µεταξύ των κρατών στον χειρισµό τέτοιων περιπτώσεων . An anti-corruption agency raids seven newsrooms. The government considers national security legislation with far-reaching repercussions for journalists. Privacy laws targeting paparazzi and others in the media are proposed. A broadcaster is admonished for comments made on air to public officials. An editor is jailed for contempt of court. These events and others in Hong Kong over the past several years demonstrate the volatility of media law developments in the Special Administrative Region, now part of the People’s Republic of China. Since the 1997 return of the former British colony to Chinese sovereignty, Hong Kong has been struggling to define and shape the legal terrain on which journalists operate. The imposition of the Basic Law, Hong Kong’s mini-Constitution; a dramatic rise in libel suits; new laws and proposed legislation attempting to rein in an active media, and the fact that Hong Kong no longer has to automatically apply British common law to issues that arise have resulted in a Byzantine environment for the evolution of media law. -

Most of the pamphlets are edited accounts of discussions undertaken by small groups of individuals – the ‘Community Think Tanks’ – which have embraced (on both a ‘single identity’ and a cross-community basis) Loyalists, Republicans, community activists, women’s groups, victims, cross-border workers, ex-prisoners, young people, senior citizens and others. To date 106 titles have been produced and 190,400 pamphlets have been distributed at a grassroots level. Many of the titles are available for (free) download from http://cain.ulst.ac.uk/islandpublications. 2 Introduction Sixteen years after the signing of the Good Friday Agreement issues surrounding identity, marching and flags in Northern Ireland remain as contentious as ever. These unresolved matters have poisoned political discourse and at times threatened to destabilise the political institutions. Even the Stormont House Agreement (announced in the final days of 2014) in which Northern Ireland’s political parties reached a belated consensus on a range of financial and legacy matters, once again pushed any discussion of identity-related issues further into the future. -

In July 2003, the Hong Kong Government announced that it would not renew the contract of Anna Wu, who had served as Chairperson of the Equal Opportunities Commission (EOC) since August 1999. Ms Wu was viewed as an assertive Chairperson, largely because the EOC had successfully litigated against the Government in two major cases while she was in office. Unfortunately, it is widely believed that this is precisely why Ms Wu was not reappointed. This suspicion deepened when the Government replaced her with Michael Wong, a retired judge with no particular background in anti- discrimination law or human rights advocacy. Critics of his appointment feared that Mr Wong would transform the EOC into a quieter and more passive institution, one that would process complaints under the three anti-discrimi- nation ordinances but rarely clash with Government departments. As it turned out, Mr Wong resigned from the EOC after only three months, having endured a storm of criticism. Some of the accusations against Mr Wong concerned his financial dealings while he was a judge, which will not be dis- cussed here. Rather, this comment will focus upon Mr Wong's decision to terminate the contract of Patrick Yu, the EOC's incoming Director of Operations. -
Equality Mainstreaming
EQUALITY MAINSTREAMING Mainstreaming is one concept that since the 1990’s has gained popularity in international spheres. The United Nations1, the Council of Europe2 and the European Commission3 have been developing gender mainstreaming with more of less success for some time. The term non-discrimination mainstreaming is now used at the European Union level to include other groups, which have been discriminated against, amongst which lesbian, gay, bisexual and transgender (LGBT) people.4 This factsheet will look at equality mainstreaming (as going beyond the anti-discrimination framework to achieve equality in practice). After defining the term equality mainstreaming, it will highlight why this methodology is important and what are the conditions for it to work. Finally some sample questions and recommendations are given to contribute to the process of equality mainstreaming for policy-makers. G N I 1.
