The Macomb City Council met in a regular session on Monday, December 7, 2020 at 5:15 p.m., in the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

PLEDGE Mayor Inman called the meeting to order and led the Pledge of Allegiance.

ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Annette Carper, Tom Koch, Gayle Carper, Tammie Leigh Brown-Edwards and Dennis Moon. Seven Aldermen being present Via Zoom, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Attorney Lisa Scalf, City Administrator Scott Coker were present. Also, in attendance CDC John Bannon, PW Director Alice Ohrtmann. Treasurer, Ronald Ward was absent.

MOMENT OF Mayor Inman held a moment of silence in honor of the passing of longtime resident and Doctor - SILENCE Donald H. Dexter.

CONSENT Alderman A. Carper moved, seconded by Alderman Vigezzi to dispense with the reading of the consent AGENDA agenda and adopt as published, on question being put, Aldermen Wayland, Vigezzi, A. Carper, ADOPTED Koch, G. Carper, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

CURES CDC John Bannon updated the Council that the City received $200,000.00 for the CURES Grant. The ECONOMIC deadline for businesses to apply for this was December 7 at 3:00 p.m. Twelve (12) applications were SUPPORT received but only eight (8) were eligible and four (4) were un-eligible per the DCEO guidelines. The GRANTS eight eligible applicants were The Wine Sellers - $15,680.95; Chubby’s - $10,000.00; Los Tapatios – UPDATE $10,000.00; The Café - $19,973.76; Beef Factory - $12,000.00; Change of Pace - $9,560.00; Sullivan Taylor - $10,000.00 and Forgottonia - $10,000.00. CDC Bannon request is for authorization to approve the grants for the eligible businesses for up to $25,000 which allows for retroactive amounts from back in March and future expenditures up to December 31st.

CDC Bannon also update the Council that he is partnering with MAEDCO to submitting an additional micro grant from DCEO in the amount of $200,000.00 to help the non-essential businesses. This will be sent in on this coming Friday.

AUTHORIZE Alderman Vigezzi moved, seconded by Alderman Koch to authorize the CURES economic support CURES GRANT grants, up to $25,000 per eligible business, on question being put, Aldermen Vigezzi, A. Carper, DISPURSEMENTS Koch, G. Carper, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call UP TO $25,000.00 and no “Nay” votes, Mayor Inman declared the motion carried.

SOLICIT BIDS Alderman Moon moved, seconded by Alderman Vigezzi to authorize the solicitation for bids on the DUDLEY STREET Dudley Street Water Main Replacement project, on question being put, Aldermen A. Carper, Koch, WATERMAIN G. Carper, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll REPLACEMENT call and no “Nay” votes, Mayor Inman declared the motion carried. Mayor Inman withdrew New Business Agenda item 2. Unemployment Insurance proposal.

RENEW CITY’S Alderman Koch moved, seconded by Alderman A. Carper to approve the renewal of the City’s HEALTH INSURACE group health plan effective February 1, 2021, with a 0% increase, approve Tokio Marine HCC as the 0% INCREASE City of Macomb’s re-insurance company and approve Consociate, Inc. as the City’s third party TOKIO MARINE administrator, on question being put, Aldermen Koch, A. Carper, Brown-Edwards, Moon, Wayland, CONSOCIATE Vigezzi and A. Carper being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman ADMINISTRATOR declared the motion carried.

City Attorney Lisa Scalf read the following resolution:

RESOLUTION WHEREAS, the Macomb Airport Authority, a taxing municipality of the County of McDonough, in the State of Illinois, lies wholly within the boundaries of the said County of McDonough, and WHEREAS, the territory of the Authority includes all of the City of Macomb, Illinois and a part of the County of McDonough located outside of the city limits of the City of Macomb, and WHEREAS, the Statutes of the State of Illinois provide for a Five (5) member governing body for said Airport Authority, entitled a Board of Commissioners, and WHEREAS, the Statutes of the State of Illinois (70 ILCS 5/3.1 et. Seq.) provide for the appointment of two (2) of the Airport Commissioners by the Presiding Officer of the McDonough County Board and the appointment of three (3) of the Airport Commissioners by the Mayor of the City of Macomb, and WHEREAS, all Commissioners must reside within the territory of the Airport Authority and the three (3) Commissioners appointed by the Mayor must reside within the city limits of the City of Macomb, and WHEREAS, all Commissioners are by Statute appointed to serve a five-year term (70 ILCS 5/3.4), with one Commissioner appointed or reappointed each year, and WHEREAS, the current Commissioners of the Macomb Airport Authority and their terms are as follows: Alison Vawter 626 S. ADOPT Alderman Vigezzi moved, seconded by Alderman Koch to adopt the resolution to appoint Mr. Jon RESOLUTION Dively, Jr. to the Macomb Airport Authority, on question being put, Aldermen Moon, Wayland, Vigezzi, NO. 2020-25 A. Carper and Koch voting “Aye” on roll call and Aldermen Brown-Edward and G. Carper voting “Nay” on roll call, Mayor Inman declared the motion carried and the resolution was adopted and became Resolution No. 2020-25.

APPROVE Alderman Moon moved, seconded by Alderman Vigezzi to approve the amendment to the Tire Lease AMENDMENT Agreement between the City of Macomb/McDonough County Public Transportation and Bridgestone TIRE LEASE Americas Tire Operations, LLC, on question being put, Aldermen Moon, Wayland, Vigezzi, A. Carper, MCPT AND Koch, G. Carper and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, BRIDGESTONE Mayor Inman declared the motion carried.

APPROVE Alderman Moon moved, seconded by Alderman Vigezzi to enter into an agreement between the City of AGREEMENT CITY, Macomb/McDonough County Public Transportation System, and Western Illinois University for Faculty, MCPT WIU Staff and Student Transit Services, on question being put, Aldermen Wayland, Vigezzi, A. ENTER AGREEMENT Alderman A. Carper moved, seconded by Alderman Vigezzi to enter into a Purchase of Services OPERATIONS Agreement for Operation of the Demand Response Transportation System and Central Dispatch & DISPATCH Center for the McDonough and Hancock Counties Public Transportation programs, on question being MCDONOUGH & put, Aldermen A. Carper, Brown-Edwards, Moon, Wayland, Vigezzi, and A, HENDERSON A. Carper being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared POLICE & FIRE the motion carried. COUNCIL There being no further business to come before the council, Alderman Vigezzi moved, seconded by ADJOURNMENT Alderman Moon to adjourn the meeting, on question being put, Aldermen G.
