2021 SI Flying11 State Titles Flying 11 State Titles 03 – 05 July 2021 SAILING INSTRUCTIONS (SIs) Organising Authority (OA) The Royal Queensland Yacht Squadron 578 Royal Esplanade Manly Queensland 4179 | (07) 3396 8666 | [email protected] | www.rqys.com.au The notation ‘[NP]’ in a rule of the sailing instructions (SIs) means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a). 1. RULES 1.1. The regatta will be governed by the rules as defined in the current Racing Rules of Sailing, with rule changes as per the Sailing Instructions. 1.2. The Special Regulations of Australian Sailing Part 2 will apply. 1.3. The applicable class rules will apply. 1.4. If there is a conflict between languages, the English text will take precedence. 1.5. RRS Appendix T - Arbitration shall apply. 1.6. RRS Appendix P is changed by SI 15. 1.7. Competitors must comply with Qld Government COVID-19 contact tracing via the electronic app “Check in Qld”. 2. CHANGES TO SAILING INSTRUCTIONS 2.1. Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 3. COMMUNICATIONS WITH COMPETITORS 3.1. Notices to competitors will be posted on the official notice board located at https://www.rqys.com.au/sailingnoticeboard/ . 3.2. The race office is located at The Royal Queensland Yacht Squadron, telephone 3396 8666, email [email protected] . 3.3. On the water, the race committee intends to monitor and communicate with competitors on VHF radio channel 72 and/or 77. 3.4. [DP] While racing, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 4. CODE OF CONDUCT 4.1 [DP] Competitors and support persons shall comply with reasonable requests from race officials. 4.2 [DP] Competitors and support persons shall handle any equipment or place advertising provided by the organizing authority with care, seamanship, in accordance with any instructions for its use and without interfering with its functionality. 5. SIGNALS MADE ASHORE 5.1. Signals made ashore will be displayed at the official flag pole located at the top of the Eastern Gangway of the Bill Kirby Docks. 5.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in Race Signals AP. 6. To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 6.2. On the last scheduled day of racing no warning signal will be made after 1500. 6.3. The Race Officer may schedule a maximum of 4 races on a day to ether catch up on lost races or provision against unfavourable weather forecast. 7. CLASS FLAGS 7.1. The class flags is a Blue Insignia, White Background. 8. RACING AREA 8.1 SI Addendum B shows the location of the racing areas. 9. COURSES 9.1. The diagrams in SI Addendum C show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 10. MARKS 10.1. Marks are described in SI Addendum C 11. THE START 11.1. Races will be started using RRS 26 with the warning signal made 5 minutes before the starting signal. 11.2. The starting line is between a staff displaying an orange flag on the signal vessel at the starboard end and the course side of the port-end starting mark. 11.3. Classes whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 11.4. If any part of a boat’s hull is on the course side of the starting line at her starting signal and she is identified, the race committee will attempt to hail her sail number. Failure to hail her number, failure of her to hear such a hail, or the order in which boats are hailed will not be grounds for a redress for request. This changes RRS 62.1(a). 11.5. A boat that does not start within 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A5.1 and A5.2. 12. CHANGE OF THE NEXT LEG OF THE COURSE 12.1. To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 13. THE FINISH 13.1. The finishing line is between a staff displaying a blue flag on the finishing vessel and the course side of the finishing mark. 14. PENALTY SYSTEM 14.1. Appendix P will apply as changed by SI 15.2 and 15.3 14.2. RRS P2.3 will not apply and RRS P2.2 is changed so that it will apply to any penalty after the first one. After the second penalty, any breach of RRS 42 may result in the protest committee taking further action under RRS 2 and/or RRS 69. 15. TIME LIMITS [AND TARGET TIMES] 15.1. Time Limits and target times are described in SI Addendum A. 15.2. Boats failing to finish within the time stated in the Finish Window after the first boat sails the course and finishes, will be scored Did Not Finish (DNF) without a hearing, except for Optimist Intermediate and Optimist Green Fleet sailors who will be given a Still Racing Score (SRS) equal to the number of boats that have finished in their division + one (1) point. This changes RRS 35, 63.1, A4, A5 and A11. 16. HEARING REQUESTS 16.1. The protest time limit is 60 minutes after the last boat in that class finishes the last race of the day or the race committee signals no more racing today, whichever is later. The time will be posted on the official notice board. 16.2. Hearing request forms are available from the race office at https://www.rqys.com.au/regatta- club-racing-documents-auditors/ or from the Sailing Office. 16.3. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at a time and place advised on the hearing notice. 16.4. Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1 (b). 16.5. Arbitration will be conducted as per RRS Appendix T. 16.6. On the last scheduled day of racing, a request for redress based on a protest committee decision shall be delivered to the regatta office no later than thirty (30) minutes after the decision was posted. This changes RRS 62.2. 17. SCORING 17.1. Three (3) races are required to be completed to constitute a series 17.1.1. When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores 17.1.2. When from 4 to 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score 17.1.3. When from 9 to 12 races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores. 18. SAFETY REGULATIONS 18.1. All helmsmen must sign on before racing each day and sign off at the earliest possible time after the completion of racing (but no later than the protest time limit). Sign on will be available at the regatta office from two (2) hours before the first warning signal. 18.2. It is the helmsmen responsibility to ensure all information is correct on the sign on sheet. 18.3. The helmsman of a boat that retires or does not intend to continue racing is required to notify the race committee as soon as possible and sign off immediately upon returning to shore. 18.4. Competitors shall comply with the harbour bylaws: (a) All sailing vessels shall give way to powered vessels at all times whilst inside the Manly Boat Harbour.

On that day the Royal South Australian Yacht Squadron was in its 125th year and I attended the rededication of the yacht Southern Myth. She was essentially an Illingworth-designed, fast ocean racer campaigned by South Australians and indeed once crewed by myself. During her days of glory she fostered many well known yachtsmen. Her owner, Norman Howard, died and she fell on hard times but she was resurrected to sail on, contributing to the careers of further yachtsmen.
