FLYING 11 BRISBANE FLEET CHAMPIONSHIP 14 - 15 October 2017 NOTICE OF RACE Organising Authority ROYAL QUEENSLAND YACHT SQUADRON LTD On behalf of QUEENSLAND FLYING 11 ASSOCIATION NOTICE OF RACE: 2017 Flying 11 Brisbane Fleet Championship 1 RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2017 – 2020. 1.2. The AS Special Regulations 2017 – 2021 Part 2 – Off the Beach Classes and AS Prescriptions will apply. 1.3. The Class Rules of the Flying 11 shall apply. 1.4. All competitors shall comply with the Flying Eleven Sailing Association of Australia Constitution. 2 ADVERTISING Boats may be required to display advertising chosen and supplied by the organising authority. 3 ELIGIBILITY AND ENTRY 3.1. This regatta is open to sailors in the Flying 11 dinghy class. 3.2. All competitors shall comply with the Australian Sailing prescriptions of RRS 46 and RRS 56. 3.3. Competitors shall be financial members of Australian Sailing. 3.4. Eligible boats may be entered online via the event website (http://www.rqys.com.au/off-beach-sailing/) 3.5. Entries close at 2359 on Friday 6 October 2017. 3.6. Late entries may be accepted at the discretion of the Organising Authority upon payment of the late entry fee up until 2359 hours Friday 13 October 2017. 3.7. Full payment must be made upon entering. Payments made after the entry is lodged, if the late fee is in effect, shall include the additional late fee. 4 FEES 4.1. The required fees are as follows: Regatta entry $120.00 Late entry additional $50.00 4.2. Entries cancelled in the fortnight preceding the event will not be refunded. If cancellation occurs prior to this date 75% of the entry fee will be refunded upon receipt of a written request. 5 SCHEDULE The proposed schedule is as per below: DATE EVENT TIME/ FIRST WARNING SIGNAL Competitors Meeting 0930 Saturday 14 October 2017 Racing First Warning Signal 1100 Racing First Warning Signal 1100 Sunday 15 October 2017 BBQ and Presentation ASAP after Racing 6 MEASUREMENT 6.1. Boats may be inspected for class rules compliance prior to racing. 6.2. Equipment shall only be replaced with permission of the Race Committee with the lodgment of an Equipment Substitution Form. 7 SAILING INSTRUCTIONS The Sailing Instructions will be available at the Sailing Office and on the RQYS website (http://www.rqys.com.au/off-beach-sailing/) by 2359 Thursday 12 October 2017. NOTICE OF RACE: 2017 Flying 11 Brisbane Fleet Championship 8 VENUE 8.1. The regatta will be hosted by the Royal Queensland Yacht Squadron. 8.1.1. Attachment 1 shows the regatta harbor 8.1.2. Attachment 2 shows the racing area 9 COURSES The courses will be described in the Sailing Instructions. 10 PENALTY SYSTEM Rule 44.1 is changed such that the “two turns penalty” is replaced by the “one turn penalty”. 11 SCORING 11.1. A maximum of 10 races are scheduled of which three (3) races shall be completed to constitute a series. 11.2. When fewer than five (5) races have been completed, a boat’s series score will be the total of her race scores. 11.3. When five (5) or more races are completed, a boat’s series score will be the total of her race scores, excluding her worst score. 12 SUPPORT BOATS 12.1. Support and spectator boats at the Championship shall register with the RQYS Sailing Office prior to the commencement of racing. Registration entitles coaches to a range of benefits including launching facilities, overnight berthing, refueling facilities, communication with athletes and access to race course outside of 50m of any competitor or mark between start signal and finish of last boat, except when asked to assist by the Race Committee. 12.2. Support and spectator boats that do not register will not be permitted to launch or retrieve from RQYS premises, or berth there overnight; the Organising Authority reserves the right to remove such vessels from their premises. 13 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 14 DISCAIMER OF ENTRY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race.
